SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Amendment 0004 also incorporates the following Questions and Answers, along with a revised Attachment E, which shall be used for offeror’s proposals.

Q1 – There is no mention of being able to charge a package differential (pails & drums). Can you please advise how potential offerors should address this in their pricing proposal?

A1 – These costs should be rolled into the cost per liter.

Q2 – The volume total in the Transportation Surcharges section on Attachment E totals 8.78 M liters while the volume in the Products section totals 6.83 M liters. Can you please advise on the discrepancy?

A2 – Offerors shall reference the revised Attachment E.

Q3 – For the volumes allocated to the nine different zones in Appendix E, are there specific ports outside of the ports already specifically listed that this volume will be lifted at? Is this volume a summary of “other” ports in the zone noted? E.g. for the “ZONE 1 East Coast” will all that volume be lifted in the East Coast ports listed in the documents or is there additional ports associate with this “zone”?

A3 – Each Zone depicts an area in which MSC could have a requirement for oil supply. MSC has named ports which are locations that MSC routinely has a requirement to have oil delivered. The locations within a zone can change depending on the mission that each ship is supporting. For example, MSC has had requirements in Zone 1 at the Florida Keys and also in Canadian coast, but neither have been a routine demand. MSC does defer to companies’ specific port service guide for those not listed as a named port by MSC.

Q4- Potential offeror will address supply in Guam. Please confirm there are no requirement in Saipan.

A4- In Attachment E, the volume listed on the ZONE line is for supply to the various ports in the Zone. For example, for Zone 4, there are no named ports listed, but a volume requirement based on historical demand. Any ports listed in the Zone may be a requirement, depending on the ship’s schedule.

Q5 – Potential offeror understand that DBIDS is required for base access in Guam, CONUS, etc. If a potential offeror were to utilize qualified local Guam citizens to conduct the shore-side training, are they able to apply for ands receive DBIDS credentials?

A5 – Yes. DBIDS may be applied for all over the world, in order to gain access to various bases. DBIDS is a base process; those applying for DBIDS should go through base security, not MSC.

Q6 – Seeking clarification on A8 from Amendment 0003: “Companies should provide their equivalent oil under each section for consideration. Slight variations are expected and will be reviewed by engineering department for use.” Is the requirement for both 81-1 and 81-6 a TBN 15 or a 15 BN and a 12 BN?

A6 – Potential offerors should use Attachment B to determine the specs needed to provide oil in Attachment E.

Attachment B defines the minimum, maximum, and any parameters that have a range (like TBN). Proposed oils will meet MSC’s requirements if they adhere to Attachment B.

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS

Any inconsistency between FAR Provision 52.212-1 and the Addendum to FAR 52.212-1 shall be solved by giving precedence to the Addendum to FAR 52.212-1.

SUBMISSION PACKAGE

Proposals may be only hand delivered or mailed. Hand delivered and mailed proposals shall be sent to the following location and must be received, and the Government must acknowledge timely receipt there, prior to the due date and time for proposal submission:

Military Sealift Command

Attn: David Foster AND Mary McNair

471 C Street

Naval Station Norfolk, VA 23511-2419

Access to Naval Station Norfolk is restricted. Offerors, couriers, and other delivery services may encounter unpredictable and lengthy delays or denied access when attempting to enter that facility.

Similarly, mailed proposals may encounter unpredictable and lengthy routing delays. In all cases, Offerors are responsible for the risks associated with the chosen delivery method and for ensuring that the Government receives the complete proposal at the appropriate designated location prior to the due date and time for proposal submission.

The proposal must demonstrate an understanding of and ability to meet all of the requirements set forth in the Statement of Work referenced herein. Throughout the proposal, the Offeror shall provide sufficient detail to substantiate the validity of all statements. The Offeror shall demonstrate that the proposal is in compliance with the requirements, terms, and conditions of the RFP.

Comprehensive responses to the requirements of this RFP are required to enable the Government to evaluate the Offeror’s understanding of and capability to accomplish the requirements of the

Statement of Work. The proposal must clearly demonstrate the Offeror’s ability to meet the requirements of the RFP and successfully accomplish and manage all requirements of the RFP.

General statements that the Offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or paraphrasing the RFP’s requirements in whole or in part, will NOT constitute compliance. Failure to conform to any of the requirements of the RFP may form the basis for rejection of the proposal.

Brochuremanship is not desired; clarity, completeness, and conciseness are essential and the overall quality of the proposal will be evaluated in the context of being representative of the Offeror’s services. An Offeror’s proposal is presumed to represent the best efforts to respond to the RFP.

Only the proposal submitted in response to this RFP will be evaluated. Only one (1) offer shall be submitted, and only one (1) offer will be evaluated; offerors shall not submit multiple offers in response to this RFP. Offerors should make certain that their proposal is complete with regard to the information provided. Data previously submitted, or presumed to be known, e.g., previous projects performed for the Government, will not be considered in the evaluation unless that information is physically contained in the proposal.

PROPOSAL REQUIREMENTS

Proposals shall be presented in four (4) separately bound volumes:

Volume I – Technical Capability

Tables of contents, dividers, pages intentionally marked as blank for ease of read and resumes are not included in the 80-page limit. All material in excess of the page limits will neither be read or evaluated.

Each volume of the proposal shall be clearly marked as to the volume number, the RFP number, and the Contractor’s name. Pages shall be numbered consecutively within each volume showing volume and page. For example, page 19 of Volume I would be numbered I-19 and page 10 of Volume II would be numbered II-10.

Offerors are advised that the Government may selectively verify any information provided in the proposal. Offerors are cautioned that they are responsible to ensure that material that they desire to have evaluated for a particular section is contained in that specific section.
