SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
Q1 – How should the Past Performance Questionnaire be handled?
A1 – The Past Performance Questionnaire should be sent by potential offerors to their references. References should send the completed questionnaire to the MSC Contracting Point of Contact listed in the solicitation (or updated POC listed in subsequent amendments to the solicitation), to be received prior to the closing date and time of the solicitation.
Q2 – Potential offeror will sign/submit the 1449 when their RFP is finalized. In advance of the final submission, is this email or a separate email to you sufficient to acknowledge receipt of the RFP and receipt of the amendment?
A2 – All amendments must be acknowledged in accordance with the solicitation instructions for Volume II of the proposal submission: “Include in this section a signed SF 1449. Offerors shall also acknowledge receipt of all RFP amendments and confirm acceptance of all terms and conditions therein by signing and submitting all amendments.”
Q3 – Potential offeror inquired if they need to complete the Small Business section since they are a large business.
A3 – As stated in the solicitation, Volume IV: Small Business instructions: “This factor is distinct from the small business subcontracting plan and is required of all offerors regardless of size status.”
Q4 – In certain ports the potential offeror may need to use a third party provider who will create their own invoice.
Would MSC accept an invoice which was completed by such a third party?
A4 – No. The prime contractor must submit their own invoice. Invoices from subcontractors will not be accepted.
Q5 – Marine Delivery Receipt (MDR): Potential offeror uses an MDR that is very similar to the requirements specified in the RFP. Would MSC be able to provide a template for an “ideal” MDR that can be used to review our existing form to potentially modify our MDR?
A5 – The MDR must meet the requirements stated in the solicitation.
Q6 – Average Volume by Port: Would MSC be able to provide the number of deliveries per port?
A6 – All information that can be provided by MSC has been incorporated via the revised Attachment E, posted with solicitation Amendment 0002.
Q7 - In the Rate Table, are ID # 81-1 and ID #81-8 both SAE 30, 15 TBN and SAE 30, 15 TBN? Should one nomenclature be a 12 TBN since there are two (2) entries for SAE 30 15 BN?
A7 – 81-1 should have a TBN of 15. The Attachment E revision posted with this amendment reflects this change.
Q8 – In reference to Rate Table ID #’s 81-8 and 81-9 “Advanced Diesel”? Potential offeror would expect this to be the equivilant to one of their products if it is truly advanced but it appears to match up in specification with our standard products.
A8 – Companies should provide their equivalent oil under each section for consideration. Slight variations are expected and will be reviewed by engineering department for use.
Q9 -– Please confirm in # 81-9 the volume of 1000 liters.
A9 – This update was provided via Amendment 0002.
Q10 – the RFP Attachment E indicates 80,000 liters for Honolulu volume but the detailed product lifting history
Attachment I recently issued shows 80,000 gallons. Could you clarify which is the correct amount for Honolulu?
A10 – The number originally provided was in gallons, not KL. The correct amount in kiloliters is 350. The
Attachment E revision posted with this amendment reflects this change.
Q11 - Please confirm that the potential offeror is not requested to provide a unit price for standard used oil analysis testing of registered vessel equipment for preventive maintenance.
A11 – MSC is requiring that the supplier provide one (1) gallon of each oil to our oil analysis lab in order for the laboratory to have the correct baseline for their analysis. The supplier is not performing analysis or is required to provide analysis to the laboratory.
Q12 – In reference to Appendix E – Transportation Surcharges for Lubricant (8)(9): Should the Barge transportation surcharge for ‘NORFOLK, VA (Barge)’, ‘FUJAIRAH (Barge)’, ‘YOKOHAMA, JP (Barge)’, and ‘SINGAPORE, RS (Barge)’ be entered in column F ( Price Truck Delivery per liter)?
A12 – Yes. Potential offerors are required to enter the price in column F.
Q13 – In reference to Appendix E – Transportation Surcharges for Lubricant (8)(9): For ‘JACKSONVILLE, FL
(Truck)’ and ‘CHARLESTON SC (Truck)’ there is an estimated number of Barge deliveries, but no Barge line item for that port. Do we need to price the same price for both Truck and Barge or add a row with the specific barge surcharge? If there is a separate surcharge for each type of transportation how do we distinguish it in the document?
A13 – Please reference the Attachment E revision posted with this amendment.
Q14 – In reference to Section 12.5: Economic Price Adjustment - Section 12.5.1: Applicability: Is the EPA automatically applied or is up to the discretion of the supplier to request it?
A14 – As stated in the solicitation and PWS, “If requested by the contractor, the EPA shall be applied no more than every six (6) months, with the first adjustment, if any, to be made at contract award. It is the contractor’s responsibility to request EPA if market conditions necessitate one.”
Q15 – In reference to Section 12.5.2: Definitions for EPA: Is the referenced “ICIS US Gulf CIF Cargo SN 500 Spot
M (Daily Spot)” the same as the “SN 500/550 FOB USGC” published in the weekly ‘ICIS-LOR US Gulf Base Oils’ file?
A15 – No. They are not the same price index. Potential offerors will need access to the required ICIS US Gulf CIF
Cargo SN 500 Spot M (Daily Spot).
Q16 – In reference to Section 12.5.2: Definitions for EPA: Is the referenced “ICIS Sing FOB Cargo SN 500 Spot M
(Daily Spot)” the same as the “SN500 EX-TANK S’PORE” published in the weekly ‘ICIS-LOR Asia Pacific Base
Oils’ file?
A16 – No. They are not the same price index. You will need access to the required ICIS Sing FOB Cargo SN 500
Spot M (Daily Spot)
Q17 – In reference to Section 12.5.2: Definitions for EPA: Is the referenced “ICIS NEW FOB Cargo SN 500 Spot
M (Daily Spot)” the same as the “Base Oils Group I Paraffinic SN500 FOB NWE Domestic” published in the weekly ‘ICIS-LOR Europe Base Oils’ file?
A17 – No. They are not the same price index. You will need access to the required ICIS NEW FOB Cargo SN 500
Spot M (Daily Spot).
Q18 – In reference to Section 12.5.2: Definitions for EPA: For each region’s weekly value, do you use the average of the published high and low price?
A18 – The daily average value of each index will be used.
Q19 – In reference to Section 12.5.2: Definitions for EPA: How is the SNbase and SNPrior averaged globally? Are you averaging the three regions evenly?
A19 – The SN Base and SN Prior are averaged using the three (3) price indexes listed in 12.5.2. The three (3) regions are averaged evenly.
Q20 – In reference to Section 12.5.3 Base Period and Prior Period: Is the SNBase for this proposal of September
2017 subject to change? Or will the actual SNbase be updated to a more recent date?
A20 – This is only an example of how to apply the calculations. Actual dates will be reflected when the EPA takes place.
Q21 – In reference to Section 12.5.5 Calculation for Product Pricing: What two months of the year will the product prices be implemented?
A21 – The months that will be used to determine pricing is determined by the contract award date, per section
12.5.2.
Q22 – In reference to Section 12.5.5 Calculation for Product Pricing: What flexibility is there to use more than three
(3) months’ to calculate the SNPrior?
A22 – No flexibility will be allowed. The calculation for product pricing will be followed as specified in the PWS.
