QUESTION ONE: Please define “work completion” as it relates to report deliverables time start.
ANSWER ONE: Work completion is when all work related to the original work items and negotiated growth work is completed and the engine is ready to start.
QUESTION TWO: Offeror believes that a one (1) day turn around on Attachment 7 is unachievable. Currently, Offeror provides Attachment 7 or similar to MSC in approximately 10 to 15 days allowing for internal management and quality reviews prior to submittal to the COR.
ANSWER TWO: In accordance with the statement of work (SOW) and the quality assurance surveillance plan (QASP) in the solicitation, this is an illustrative example of a deliverable that might be required during a task order. It is anticipated that if required, the Standard Work Service report would be maintained and updated daily by the lead on-site contractor representatives. The form might allow hand-written submissions. See Amendment 0008 for revisions to the submission timeframes.
QUESTION THREE: What is the “Service Delivery Order Report?” Is an example available or could MSC elaborate to what information should be included in this specific report? In our mind, Attachment 9, “Standard Work Service Report,” would satisfy this request.
ANSWER THREE: Attachment 7, “Standard Work Service Report,” would satisfy the requirement for a Service Delivery Order Report. Task orders will specify actual deliverable submission requirements.
QUESTION FOUR: Could you elaborate on what information MSC would like included in the Engine Start-up Certification? Is an example available?
ANSWER FOUR: The Engine Start-up Certificate is a memo from the lead on-site contractor representative stating that all contractor work has been completed to allow ship’s force to light off the engine to begin testing. An example is not available.
QUESTION FIVE: Could the report described in 3.4 be fulfilled through Attachment 7?
ANSWER FIVE: Yes
QUESTION SIX: Could you give some understanding to why an incentive was added to Amendment 0006? Is this negotiable?
ANSWER SIX: Incentives, similar to those added in Amendment 0006, are currently being used in similar MSC OEM IDIQ type contracts as well as other service contracts. These incentives have proven to encourage proper upfront planning, schedule development, and estimating and have resulted in successfully encouraging on time completion. MSC does not plan on negotiating the incentives, however see Amendment 0008 for changes to the submission standards.
QUESTION SEVEN: Could there be a task order awarded whereas the offeror would be responsible for only technical oversight and other subcontractors would work for MSC and performing the work?
ANSWER SEVEN: The diesel engine contractor would be responsible for all oversight and labor necessary to accomplish the work, with rare exception.
