Mark.draluck@navy.mil

2. The subject line of the email submission shall read, “N32205-17-R-4901 // [Offeror’s Name] // Part [X] of [Y],” (Part X of Y is utilized to indicate multiple emails as part of the submission where X is the email number and Y is the number of total emails to be received). NOTE: to ensure attachments are properly received, offerors are encouraged to limit the sum total size of a single email to 10 megabytes (MB).

3. Submissions shall not contain any classified material. It is the sole-responsibility of the offeror to ensure that the files submitted are virus free and can be opened and read by the Government.

4. The point of contact responsible for supplying additional information and answering all inquiries is the Contracting Officer via the Contract Specialist. Address all questions or concerns the offeror may have to the Contract Specialist, Mark Draluck, and the Contracting Officer, Michelle Siebeking-Knox. All questions concerning the solicitation shall be submitted in writing via email to:

All questions shall be received no later than 30 June 2017. Offerors are cautioned that any question received after this deadline may not receive a response.

B. General Instructions.

1. The selection of a source for award purposes will be conducted utilizing source selection (negotiated) procedures as delineated in FAR Subpart 15.3. Offerors will be evaluated using the criteria under FAR Provision 52.212-2, “Evaluation – Commercial Items.” Noncompliance with the Request for Proposal (RFP) requirements may hamper the Government’s ability to properly evaluate the proposal and may result in elimination of the proposal from further consideration for contract award.

2. The offer. The submission of the documentation specified below will constitute the offeror’s acceptance of the terms and conditions of the RFP and concurrence with the contract type.

3. It is the Government’s intention to award without discussions. Offerors are encouraged to submit their best technical proposal and prices in initial proposals. In accordance with FAR 15.306, should discussions become necessary, the Government reserves the right to hold them. If this occurs, a competitive range will be determined and offerors notified. The competitive range may be limited for purposes of efficiency in accordance with FAR 15.306(c)(2). Proposals containing unacceptable ratings may be included in the competitive range provided they can be made acceptable as a result of discussions.

4. Instructions outlined in paragraph C below, prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of information needed to allow for evaluation of proposals.

5. If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the Contract Specialist in writing with the supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposals, as received, without discussion.

6. All referenced documents for this solicitation are available on the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Potential offerors are encouraged to subscribe for real-time email notifications when information has been posted to the website for this solicitation. If any necessary documents are not available on FBO, please notify the Contract Specialist.

7. Debriefings. The Contracting Officer will promptly notify offerors if the decision to eliminate their proposals from the competitive range, whereupon an offeror can request and receive a debriefing in accordance with FAR 15.505. The Contracting Officer will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Any offeror requesting a debriefing must make the request in accordance with the requirements of FAR 15.506.

C. Proposal Preparation Instructions

1. Offeror’s proposal shall consist of four (4) separate volumes: General (Volume I), Technical (Volume II), Past Performance (Volume III), and Price (Volume IV).

2. Exceptions. Offerors are required to meet all solicitation requirements, such as terms and conditions, representation and certifications, and technical requirements, in addition to those identified as evaluation factors and subfactors. Failure to meet a requirement may result in an offeror being ineligible for award. If the offeror finds it necessary to take exception to any of the requirements specified in this solicitation, the offeror shall clearly identify the applicable Volume and exceptions with a complete explanation of why the exception was taken, what benefit accrues to the Government (if any), and its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Offerors are cautioned that taking an exception may render the offer ineligible for award. It is recommended that the offeror contact the Contracting Officer immediately prior to solicitation closing, upon identifying an area that may result in an exception.

3. Proposal Format

a. The proposals shall be organized into four (4) separate volumes. Each file sent via email shall include the volume number in the document title. It is permissible to include multiple volumes within one (1) email submission, however a single file can contain no more than one (1) volume.

b. Files shall be submitted in one (1) or a combination of the following formats: Adobe PDF, Microsoft Word, PowerPoint, and/or Excel. No file shall be locked. The file names shall consist of the volume number, factor, tab, company name, and state “initial” (for the first submission) and “Revision X” (for later submissions, if necessary) where X indicates the number of the revision.

The Government will not accept any changes to the contractor’s proposal after the closing date of the solicitation (See FAR 15.208 for further information regarding late proposals). If discussions become necessary, page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.

e. Page limits include: all appendices, charts, graphs, diagrams, tables, photographs, drawings, etc.

f. Page limits do not include: covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indices, and section dividers/tables if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. Pages will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked, “This page intentionally left blank,” will not be counted.

g. In the event that the offeror creates ambiguity in their numbering of pages, the Government may exercise its own discretion in counting pages.

D. Proposal Content

1. Volume I – General. Offerors are required to submit: (TAB A) an Executive Summary; (TAB B) exceptions/assumptions (if required); (TAB C) a completed SF 1449 to include acknowledgement of amendments, if applicable; (TAB D) completed Representations and Certifications; (TAB E) Subcontracting Plan (applicable if the offeror is a large business); and (TAB F) Technical Non-Disclosure Agreement.

a. TAB A, Executive Summary. Provide an executive summary that introduces the Contractor team and proposal submission. In addition a statement of persons authorized to negotiate and sign on the offeror’s behalf with the Government in connection with this solicitation.

b. TAB B, Exceptions/Assumptions (if required). Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the proposal preparation must be identified.

c. TAB C, SF 1449. The SF 1449 shall be fully completed upon submission. The offeror shall acknowledge any amendments to the RFP in accordance with the instructions on the SF 30 and FAR Provision 52.212-1.

d. TAB D, Representation, Certification, and Other Statements of Offerors. The offeror shall ensure that the required provisions stated above are submitted thoroughly completed with all blocks in each certification/representation completed truthfully and completely.

e. TAB E, Subcontracting Plan. In accordance with FAR Clause 52.219-9 and 52.219-9 Alt II Deviation 2016-O0009, DFARS Clause 252.219-7003 Deviation 2016-O0009, large business offerors shall submit a Small Business Subcontracting Plan with their proposal. Offerors shall ensure that they submit a Small Business Subcontracting Plan with all of the information required.

In preparing the Small Business Subcontracting Plan, offerors should note that historical compliance with FAR Clause 52.219-8, 52.219-9 Alt II, and DFARS Clause 252.219-7003 Deviation 2016-O0009 shall be evaluated as part of Past Performance.

f. TAB F, Technical Non-Disclosure Agreement. The offeror shall ensure that the required fields within the Attachment 5 Technical Non-Disclosure Agreement are completed.

2. Volume II – Technical. The technical proposal will be the basis for assessing the offeror’s ability to understand the scope of diesel engine maintenance described in the solicitation. FAR Provision 52.212-2 of the solicitation outlines the evaluation factors and defines the source selection evaluation criteria for evaluating the technical proposal. The technical volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the offeror’s proposal. Legibility, clarity, and coherence are very important. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet the requirements. Statements that the offeror understands, can, or will comply with the requirements; statements paraphrasing the requirements or parts thereof; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of its facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

The technical volume shall be organized according to the following general outline. Each Subfactor shall be submitted as its own Tab.

a. Subfactor A – Ability to Provide Original Equipment Manufacturer (OEM) Parts and Services. Offerors shall demonstrate their ability to provide OEM parts and services to maintain each diesel engine stated in the solicitation as either the OEM or an OEM authorized distributor/service technician. At a minimum, for each engine, proposals are to include either a statement that the offeror is the OEM for the engine or an official signed document from the OEM stating that the offeror is an authorized OEM parts and services provider for that engine.

b. Subfactor B – Key Personnel. Offerors shall demonstrate their ability to provide adequate maintenance services through qualified key personnel. At a minimum, offerors shall submit resumes for all proposed key personnel in sufficient detail to evaluate the qualifications to assure the proposed personnel meet the minimum requirements stated in paragraph 13 of the Performance Work Statement (PWS).

3. Volume III – Past Performance. The past performance evaluation will be accomplished by reviewing aspects of an offeror’s recent and relevant past performance. Offerors may provide information for up to three (3) previous Government contracts whose effort is/was recent and relevant to the effort required by this solicitation.

a. “Recent” is defined as a contract in-progress or completed within the last three (3) years. If the offeror has not had three (3) Government contracts within the last three (3) years, information on recent and relevant subcontracts and/or commercial contracts may be submitted.

b. “Relevant” is defined as a contract or multiple simultaneous contracts cumulatively combined that is of similar scope, magnitude, and complexity to the requirements as set forth in this solicitation.

I.Scope: Experience in the areas defined in the PWS.
II.Magnitude: The measure of similarity of the volume of orders, dollar value, and/or duration of work actually performed under the offeror’s submitted contracts to this acquisition.
III.Complexity: The measure of the similarity of technical difficulty, managerial intricacy, and/or required coordination of efforts and disciplines performed by the offeror in its submitted contracts to this acquisition. For complexity, not only will the tasks performed by the offeror be considered, but also the offeror’s ability to coordinate tasks (e.g., concurrent performance requirements).

A Past Performance Data Sheet (Attachment 2) shall be submitted for each contract to be considered as past performance. Offerors shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; a detailed description of the work performed for the contract; and the role performed, including whether the offeror acted as a prime contractor or a subcontractor. Offerors are responsible for the accuracy of all data provided. Past performance information regarding predecessor companies, key personnel who have relevant experience and subcontractors that will perform major or critical aspects of the requirement may be provided as past performance submissions.

For each of the contracts the offeror describes in a Past Performance Data Sheet (Attachment 2), the offeror is requested to provide a Past Performance Questionnaire (Attachment 3) to a reference at the organization that awarded the contract. The reference, not the offeror, shall email the completed Past Performance Questionnaire BEFORE THE DUE DATE FOR PROPOSALS directly to the Contract Specialist, Mark Draluck, at mark.draluck@navy.mil. Fax submittals will not be considered. The offeror, NOT THE GOVERNMENT, is responsible for ensuring that the Government receives a sufficient number of questionnaires.

4. Volume IV – Price. The price proposal shall include all contract line items as delineated within the price schedule of the solicitation as well as all Exhibits found within Attachment 1 – Price Schedule (offerors may provide pricing in Attachment 1 for only the diesel engines being proposed). However, the offeror may propose on Life Cycle Management, CLIN X004 and its associated Exhibit, at their discretion for none, some, or all of the engine lines. If the offeror chooses not to be considered for CLIN X004, then the offeror shall provide a statewment in the price proposal for these CLINs stating, “No bid” and provide no response on the associated exhibit. The solicitation price schedule submission shall include all unit pricing, extended pricing, and pricing contained within the CLIN description. Any discrepancy between the solicitation price schedule and Attachment 1, will be resolved by giving precedence to the solicitation price schedule.

The rates/unit pricing noted in both the solicitation price schedule and Attachment 1 will apply to each delivery and task order. The contractor may offer lower pricing when proposing for a delivery or task order, in which case the lower pricing shall apply, but only to the delivery or task order for which the pricing was offered.

All labor rates (Straight Time (ST), Overtime (OT), and Premium Time (PT) are considered fully burdened labor rates as defined in the PWS.

If necessary, the Government reserves the right to request and evaluate data other than certified cost or pricing data in accordance with FAR 15.403-3(c).

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

FAR PROVISION 52.212-2, “EVALUATION – COMMERCIAL ITEMS”

Evaluation Factors for Award

A. Basis for Contract Award

1. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS). Award will be made to all offerors who are deemed responsible under FAR 9.104, whose proposal conforms to the solicitation requirements, whose proposal obtains a technical proposal rating of acceptable, whose proposal obtains a past performance proposal rating of acceptable, and whose proposal offers a total evaluated price determined fair and reasonable. For large businesses, the Government will evaluate the Small Business Subcontracting Plan in accordance with FAR Clause 52.219-9 with its Alternate II. Failure by a large business to submit and negotiate a subcontracting plan acceptable to the Contracting Officer (KO) will render its offer ineligible for award of a contract.

2. Trade-offs between price and non-price factors are not permitted. Unreasonably high, unbalanced, inaccurate, or incomplete price proposals, may be grounds for eliminating a proposal from competition.

B. Award for Work. The Government intends to award multiple contracts as a result of this solicitation. Offerors may submit proposals for one, some, or all of the diesel engines listed in the Performance Work Statement (PWS). Offers received for less than the stated number of items listed in the solicitation price schedule for the desired engine(s) will be considered ineligible for award, however, offerors may choose not to propose on Life Cycle Management in accordance with 52.212-1 Addendum. As set forth in FAR Clause 52.212-1(g), the Government intends to evaluate proposals and award contract(s) without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

C. Evaluation Criteria

1. Evaluation criteria consist of factors and subfactors. The proposals will be evaluated under three (3) evaluation factors:

a. Factor 1 – Technical

I. Subfactor A – Ability to Provide Original Equipment Manufacturer (OEM) Parts and Services II. Subfactor B – Key Personnel

b. Factor 2 – Past Performance

c. Factor 3 – Price

2. Factor 1 – Technical Factor. The technical factor evaluation is an assessment of the offeror’s proposed approach and capability to satisfy the Government’s requirements. In order to meet this factor requirement, the offeror must demonstrate the ability to successfully execute this contract as delineated through the subfactors described below.

a. Subfactor A – Ability to Provide OEM Parts and Services. In order to meet this subfactor’s minimum requirements, the offer must contain one (1) of the following for each diesel engine being proposed to maintain:

I. A signed statement on company letterhead from an authorized company representative that the offeror is the OEM for a specific proposed diesel engine; or

II. A signed statement from the OEM on the OEM’s company letterhead from an authorized OEM representative that the offeror is an authorized parts provider and service technician/provider for a specific diesel engine.

b. Subfactor B – Key Personnel. In order to meet this subfactor’s minimum requirements, the offeror must provide at least one (1) proposed key person that meets all of the minimum requirements stated in paragraph 13 of the PWS.

The technical factor and each subfactor will receive one (1) of the adjectival ratings defined below.

Technical Acceptable/Unacceptable Ratings

Rating
Description
Acceptable
Proposal meets the requirements of the solicitation
Unacceptable
Proposal does not meet the requirements of the solicitation

In order to receive an acceptable subfactor rating, the subfactor submission must meet all of the requirements stated for that subfactor. In order to receive an acceptable technical factor rating, all subfactors must be rated acceptable.

3. Factor 2 – Past Performance Factor. The past performance evaluation will assess the offeror’s probability of meeting the solicitation requirements. To develop an overall rating, the Government’s evaluation will take into account relevant information submitted by each offeror as part of its proposal and the Government’s assessment and evaluation of other sources of information. Offerors are cautioned that the Government may use data provided in the offeror’s proposal and data obtained from other sources. Other sources of information for past performance may include, but are not limited to, Past Performance Information Retrieval System (PPIRS) reports, the Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Report System (ESRS), and other databases, questionnaires, and interviews.

a. The Government will consider the recency and relevancy of past performance information compared to the requirements detailed in the solicitation, the source of the information, the context of the data and general trends in the offeror’s performance and any associated risk.

I. To be considered recent, the effort must be on-going and at least 50% complete or must have been completed during the past three (3) years from the date of issuance of the solicitation. Past performance information that fails this condition will not be evaluated.

II. To be considered relevant, the recent effort must cover a majority of the tasks identified in the PWS under the complexity of a contract vehicle requiring a broad range of tasks at multiple sites. Cumulative simultaneous contracts may be considered in the absence of one (1) relevant contract vehicle.

b. The Government will consider the extent of the offeror’s ability to perform a previous contract successfully in the areas of: (a) quality of product or services; (b) timeliness or scheduling of supplies/deliverables; (c) management; and (d) regulatory compliance.

c. The Government will consider the company itself, predecessor companies, key personnel who have relevant experience and subcontractor who will perform major or critical aspects of the requirements.

d. The Government reserves the right to consider Past Performance Questionnaires received after the due date for receipt of proposals. The Government reserves the right to contract references for verification or additional information and the right to consider other relevant past performance information. The Government may call customers, whether or not provided by the offeror, to inquire about the offeror’s past performance. The Government does not assume the duty to search for data to cure the problem it finds with the information provided by the offeror. The burden of providing thorough and complete past performance information remains with the offeror.

e. Assigning Ratings. The past performance factor will be assigned one (1) of the ratings defined below.

Past Performance Acceptable/Unacceptable Ratings

Rating
Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

In the case of an offeror without relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

4. Factor 3 – Price Factor. Price will not be scored or rated. Evaluation of price will be performed using one (1) or more of the price analysis techniques in FAR 15.404-1(b). Unbalanced pricing may be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk which could result in unreasonably high prices. Through these techniques, the Government will determine whether prices are reasonable, complete, and balanced. The total evaluated price will include a summation of all CLIN total pricing contained in the price schedule plus the evaluation of FAR Clause 52.217-8, described below.

As part of the price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror’s final option period price to the offeror’s total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing rates of that performance period.

Based on the Attachment 1 submission, the Government will remove those parts which are not compliant with DFARS Clause 252.225-7016, “Restriction on Acquisition of Ball and Roller Bearings,” from Attachment 1 and incorporate into the contract as a new Attachment that will separately list those non compliant ball and roller bearings. However, this change will not affect the total evaluated price calculation which will include those non-compliant ball and roller bearings as solicited in Attachment 1. These non-compliant parts will be reflected in the total award price.

Definitions:

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Completeness/Accuracy. The offeror’s proposal is in compliance with the Price Volume instructions in the solicitation.
