Technical Questions and Answers
Questions and Answer in reference to Attachment E - Performance Work Statement
1. Question - Can the staff operational spaces described in E-3.3.2.1 - E.3.3.2.11 be in temporary structures (e.g. berthing boxes, etc.), or do they have to be in the superstructure of the vessel?
1. Answer - Due to security requirements for handling of classified digital and paper documents, as well as LAN line, computers, displays, etc., all of the operational spaces are required to be located within the ship's hull or superstructure.
2. Question - Assuming the conference and planning rooms are combined, please confirm that a minimum of 4,142 sq ft. of staff operational space is required to meet the requirements stated in E-3.3.2.1 - E.3.3.2.11 of the
PWS.
2. Answer - The Conference Room and Planning Room cannot be combined.
3. Question - For E-3.3.2.1 - E.3.3.2.11, does each staff operational space have to be in 1 defined area (i.e. 1 big room), or can each space be a collection of smaller spaces that add up the required size? For example, can there be 3 tv rooms that add up to 500 sq ft or must there be only 1 tv room with 500 sq
ft. of space?
3. Answer - The Staff Operational Spaces defined in E-3.3.2 - E.3.3.2.11 must remained segregated due to compartmentalization of information and security requirements.
4. Question - For E-3.3.2.4, please clarify whether the ScanEagle operations space of 120 sq ft is inside or outside.
4. Answer - MQ-27A (SCAN Eagle) operations space is internal to the ship.
5. Question - Is there a minimum open deck space requirement? In the PWS, there is a requirement for 180 sq ft to accommodate the ScanEagle recovery system (E-3.1.1) and an unspecified requirement to "provide contiguous, uncovered exterior open space to be used exclusively by the Government for the stowage of one (1) 11 meter RIBs, one (1) CCA, two (2) Surface Support Craft (SSC) with cradles, and four (4) inflatable rubber rafts (Zodiacs)."
5. Answer - The 180 sq ft MQ-27A (SCAN Eagle) recovery (and launch) area should be as unobstructed as possible to allow flight operations, as well as having minimal obstructions that would induce air flow eddies that are induced by winds flowing around or through superstructure areas. Wind eddies can be minimized by ship course and speed changes in relation to wind direction, but unobstructed air space should be maximized. Laydown areas for boats and boat cradles can be divested around the deck space, but must be able to be accessible with adequate cranes or davits to facilitate deck movement for launch and recovery of craft and boats.
6. Question - In E-3.3.3.3, is there a minimum size required for the machinery repair shop?
6. Answer - The machine shop is not meant for use by embarked military and/or civilian personnel, but rather for use by adequately trained ships crewman to conduct basic welding and other shipboard related repairs. The intention is make the ship as self-sufficient as possible, as well as to assist the embarked military and government civilians to be able to submit minor work or emergency repair requests, if needed, to keep equipment, boats, trailers, etc. in operation until nearest repair facilities can be utilized.
7 Question - E-3.4.7 states a requirement for a minimum of 1 crane with a lifting capacity of 1500 lbs. Is that a typo? The draft PWS states a lifting capacity of 15000 lbs.
7 Answer - 1,500lbs IS a typo; original document specified 15,000 lbs. This crane is meant to facilitate easy movement of materials, between a pier and the ship, such as supplies, pallets, etc. to prevent expenses or logistic support for pier services. Crane "reach" (distance that the crane is able to be extended to reach the pier, as well as load bearing ability) will be shipboard placement and pier fendering dependent.
