Q&A # 5
1. QUESTION: Is there any clear deck space requirement besides that for equipment stowage in paragraph E-3.3.3.1.
ANSWER: E-3.3.3.1 and E-3.3.3.2 describe clear deck space requirements. Offerors are encouraged to provide deck plans with notional equipment arrangements that will illustrate how safe work areas will be maintained around this government mission equipment.
2. QUESTION: Is there a deck space/location requirement for the repair shop? (E-3.3.3.3)
ANSWER: No; there is no deck space/location requirement. Sponsor requires access to vessel machinery repair facility equipped with tools and equipment noted in E-3.3.3.3 on a not to interfere basis (if voyage repairs are in progress).
3. QUESTION: Is the range of 8,640 nautical miles (E-2.1.1) to be achieved at a minimum transit speed of 12 knots (E-2.1.4)?
ANSWER: Yes, per E-2.1.4, minimum range is based on 12 knot transit speed at maximum draft.
4. QUESTION: Regarding requirements for “anchoring,” is compliance with ABS requirements for mooring equipment and anchoring sufficient (E-2.1.5)?
ANSWER: Yes, compliance with USCG and ABS regulations and contractor Safety Management System procedures will be sufficient.
5. QUESTION: Can information on packages to be lifted by the ship’s crane be provided (size/weight/etc.) as well as dock specifics (standoff/elevation) so that a required crane side and vertical reach can be determined (E-3.4.7)? Alternatively, can a required hook height and reach be specified?
ANSWER: The majority of administrative and supply lifts would consist of on/off-load of ISO-90 / DNV 2.7-1, 8’x8’x8’ or similar with "standard" lifting wires/slings. Dock specifics will vary based on vessel operating area and available port facilities. Some loads may need to be broken down in order to maintain SWL under unusual pier or reach constraints. Lifting heights for boats and trailers were provided in “Boats and Craft Dimensions” sheet.
6. QUESTION: Please advise if this charter anticipates the carriage of cargo that would be subject to COGSA?
ANSWER: According to 46 U.S.C. Section 30702(a), COGSA applies to a carrier engaged in the carriage of goods to or from any port in the United States.
