Solicitation N32205-17-R-3513 Q & A # 3 The following are answers to questions received from potential offerors. The answers provide clarification only.
1. PWS E-3.1 (Refueling) - Please advise the minimum amount of gasoline that needs to be carried by the vessel and if they need to have an overboard jettison feature?
1. Answer – E-3.1.1 species the C10 fuel storage capacities and requirements. E-3.1 did not specify the quantity of gasoline required for support craft. It is required that gasoline of 100 octane or less be available for refueling boats alongside the ship. A total storage capacity of 1,200 to 1,500 gallons is required. The total storage capacity is requested in two or more containers vice one large container to minimize single tank contamination, as well as minimizing free surface liquid level issues within the tanks. Tank(s) should meet any ABS and USCG requirements for storage with reference to fire protection, and jettison, if required. Suitable methods to transfer the gasoline from the tank(s) to boats in the davits as specified in E-3.1, as well as boats alongside will be required, and should meet ABS and USCG requirements for fuel transfer.
2. PWS E-3.3.2 – Do any of the staff operational spaces require security certification (e.g. to open secret storage standards)?
2. Answer – Open secret storage standards are required in all operational spaces.
3. PWS E-3.3.3.1 – Are the boats listed for equipment stowage in addition to the 4 boats in the davits?
In Section E-3.1, is there a specific type of davit required i.e. single point slewing davit, a-frame davit?
3. Answer – The Equipment Storage listed in E-3.3.3.1 are in addition to the boats in the four davits. The ability to launch/recover the additional boats listed in E-3.3.3.1 is required in addition to the boats in the davits specific in E-3.1, but without the time constraints and without the requirements for electrical power, freshwater and refueling.
All boats utilize a single point hook or sling lifting arrangement. The “Boats and Craft dimensions” sheeting include a “Lifting height” specification; this height describes the distance from the single point lifting hook attachment point to the lowest point on the bottom of the boat (either the keel or the propulsion system) that will be crucial to the Contractor in determining the lift heights required to clear the boats from the davits, storage cradles, or trailers that are stored on deck.
4. Is a decontamination station required? Attachment I outlines requirements for a decontamination station. However, the PWS indicates the following, which does not suggest that installation of a decontamination station is required:
“The minimum capability for this mission requirement will be designed to provide a CBRD survivability capability for personnel on ships that are not formally outfitted with CBRD equipment. The contractor will be provided with GFE provided Individual Protective Equipment (IPE) for all crewmembers which includes gear, medicinal, personal decontamination kits, and training equipment on CD. This equipment will be assembled in kits for ease of storage and rapid issue.”
If decon station is required, please provide MSC Plan No. STD-802-4844759.
4. Answer - No decontamination station is required for this solicitation. Disregard Attachment I.
5. Section E-3.1 of the RFP indicates that the government will carry up to four craft at all times on board the vessel. Two 11-meter Rhibs or two CCA's and/or up to four SSC's. However, section E-3.3.3.1, Equipment Storage, requires stowage of one 11-meter Rhib, one CCA, two SSC's with cradles, and four inflatable rubber rafts.
Is this list in addition to the other craft listed in section E-3.1?
Can the davit cradles be used to meet the storage requirements in section E-3.3.3.1?
Please clarify the overall requirement of carrying the small boats (the total of each class and total to be carried on board at any given time) and if the cradles may be used to meet both sections.
5. Answer – The Equipment Storage listed in E-3.3.3.1 are in addition to the boats in the four davits specified in E-3.1. No, the davit cradles cannot be used to meet the storage requirements in section E-3.3.3.1.

The Combat Rubber Raiding Craft (CRRC) also have a single point lifting sling, but the distances and weights are negligible with reference to crane and davit requirements. The CRRC weight, fully loaded, with all equipment, is approximately 900lbs, and would not be launched or recovered while manned.
To clarify, IAW E-3.1, the Government requires carrying of up to four craft (two CCA or two NSW 11MRBs and two 8m or 11m SSC; or four 8m or four 11m SSC) at all times. In addition to these four craft, IAW E-3.3.3.1, one 11-meter RHIB or one CCA, and two 8m or 11m SSC’s with cradles, and four inflatable rubber crafts are required to be carried.
