DESCRIPTION/SPECIFICATIONS/PERFORMANCE WORK STATEMENT (PWS)

E-1 Definitions and Acronyms.

AEL – Allowance Equipment List Alterations - Additions of equipment; changes to the configuration, location, type, or number of pieces of equipment or systems; changes in the arrangement and outfitting of Vessel’s structure.

Associated Equipment - Construed to include all Contractor-furnished or owned equipment necessary for performance under this Charter ATO - Anti-Terrorism Officer (same as Vessel Security Officer and Force Protection Officer) AT/FP - Anti-Terrorism/Force Protection Bbl - Barrel (42 U.S. gallons volume measure) CAGE - Commercial and Government Entity Code (reference DFARS 252.204-7001) CBR-D- Chemical, Biological and Radiological Defense CFE - Contractor-furnished equipment Charter - This document when executed; interchangeable with “Contract” and “Charter Party” Charterer - The United States of America Charter Party Date - Identified in Box 28 of SF-33 CMWWD - Counter Measures Water Wash Down System. Fixed system (or temporary using fire hoses attached to steel clips welded to vertical bulkheads or other structure). Using Ship’s firemain system, when activated, provides 360 degree (ideally) sea water curtain protection, mitigating the effects of CBR attacks. Also used to wash contaminants from Ship’s structure after a CBR attack.

DC - Damage Control.

DLA-E - Defense Logistics Agency - Energy Supply Center (PREVIOUSLY DESC).

Designated Maritime Physician - Approved hospitals, clinics, or physicians jointly approved by Contractor/Union/COMSC providing primary care, second opinions, or hospitalization for emergency medical care.

DFARS - Department of Defense Federal Acquisition Regulation Supplement (issued by the Department of Defense) DIS - Defense Investigative Service.

DoD - Department of Defense DRRS-N - Defense Readiness Reporting System for Navy, which replaces the Status of Readiness and Training System (SORTS) DTG – Date Time Group. A unique number consisting of date-hour-minute in zulu time plus month (3 letter abbreviation) and year (2 digit) which facilitates making reference to that message.

DWT – Deadweight tonnage ECDIS – Electronic Chart Display and Information System, a computer based navigation information system that complies with IMO Standards EMCON - Emissions Control.

Emergency Repairs - Unexpected and unscheduled repairs required to maintain the integrity of the Ship's hull, machinery and systems; to insure the safety of the crew; and to provide for the effective performance of the Ship's mission.

EOM - Engineering Operating Manual (COMSCINST 3540.7).

EPIRB - Emergency Position Indicating Radio Beacon.

EST – Embarked Security Team, normally 12-person force, U.S. Navy or contracted personnel FAR - Federal Acquisition Regulation FCC - Federal Communications Commission FEU – Forty Foot Equivalent Unit (Cargo container of 40 foot length, or size/volume/cargo capacity measurement equal to same) FFD - Fit for Duty.

FLC - Fleet Logistics Center, formerly Fleet Industrial Supply Center (FISC) Fleet Commanders – Commander Pacific Fleet, Commander Atlantic Fleet or their designated subordinate Commander.

FOS - Full Operating Status. Ship fully manned and provisioned, all required equipment operational, and Ship prepared in all respects to perform its mission.

FP or FP/AT – Force Protection or Force Protection/Anti-Terrorism Ft – feet FPCON – Force Protection Condition FPCON NORMAL – This condition applies when a general global threat of possible terrorist activity exists and warrants a routine security posture. At a minimum, access control will be conducted at all DoD installations and facilities.

FPCON ALPHA - This condition is declared as a general warning of possible terrorist activity, the nature and extent of which is unpredictable, when the circumstances do not justify full implementation of the measures of FPCON BRAVO. However, it may be necessary to implement selected measures from FPCON BRAVO. The measures in this FPCON must be capable of being maintained indefinitely.

FPCON BRAVO - This condition is declared when there is an increased and more predictable threat of terrorist activity even though no particular target is identified. The measures of this FPCON must be capable of being maintained for weeks without causing undue hardship, without affecting operational capability and without aggravating relations with local authorities.

FPCON CHARLIE - This condition is declared when an incident occurs or when intelligence is received indicating that some form of terrorist action against installations or personnel is imminent. Implementation of this measure for more than short periods will probably create hardship and will affect peacetime activities of the installation and its personnel.

FPCON DELTA - This condition is declared when a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location is likely. Normally this FPCON is declared as a localized warning.

FP Officer (FPO) – same as Vessel Security Officer/VSO and Anti-Terrorism Officer/ATO.

Full Operational Status (FOS) - Vessel manned and provisioned, all Associated Equipment operational, and Vessel prepared in all respects to perform her mission in accordance with this Charter, whether or not so ordered (see Section H-16 - Reduced Operational Status (Layup) below)) GFP - Government-furnished property (see FAR 52.245-1 below) Government - The United States of America; interchangeable with “Charterer” Government Designated Representative - Including, but not limited to, force protection personnel, military, Government employees, and Government Contractors hp – horsepower [1 hp equals 0.745799 kW] Husbanding Services - Services generally provided by a steamship agent rendered for the convenience of the Ship or her Master, Officers or crew, or in connection with the Ship's business. These include: arrange for delivery of food, stores and supplies, arrangement of mail delivery and posting, repatriation of crew members and crew replacement, supply of currency, medical treatment of crew members, and any other crew related expenses.

IAW - In Accordance With.

IDC - Independent Duty Corpsman.

IMO - International Maritime Organization.

Independent Agency - Commercial entities under contract to the Government to provide all Government owned Ships of the Military Sealift Command, including the Vessel in this Contract, various shipboard supplies and services required for compliance with certain MSC operations and maintenance programs.

Industrial Assistance - Maintenance and repair work performed by an independent subcontractor to the Contractor.

INMARSAT - International Maritime Satellite.

Installed Equipment – All items except furniture, recreation and gym equipment that are permanently or semi permanently attached to the Ship by welds, bolts, or similar methods of attachment. This includes pumps, engines, winches, kingposts, booms, antennae, etc. This category of material is generally treated in the same manner as the Ship’s hull, so that the terms “Ship and installed equipment” and simply “Ship” are generally synonymous.

ISP – Inport Security Plan, a classified Navy Message which details AT/FP measures while in port.

ISM - International Safety Management System ISPS - International Code for the Security of Ships and of Port Facilities (ISPS Code) ISSC – International Ship Security Certificate km – kilometers kPa – kilo Pascal [1 kPa equals 20.886 psf] kW - kilowatts [1 kW equals 1.34 horsepower (hp)] Literage (lighterage) – small boats (pusher boat, tug, etc) used for in-stream cargo discharge operations LTON or LT - Long Ton (2,240 pounds weight) m – meter m3 – cubic meter Master - Of the Vessel identified in Box 7 MARPOL – International Convention for the Prevention of Pollution from Ships MDR – Medical Department Representative. A person assigned solely to provide medical care and operate a clinic aboard Ship, as compared to a commercial M-PIC (see below).

MILSTRIP – Military Standard Requisitioning and Issue Procedures.

M&R - Maintenance and Repair MAREP - Message generated by maritime surface forces to report on surface, subsurface, air or special interests units operating in Maritime environment.

MR - Medical Representative MEDEVAC - Medical Evacuation; usually to the nearest medical treatment facility.

MIB - Marine Index Bureau MT – Measurement Ton (forty cubic feet, volume measurement) MOA - Memorandum of Agreement M-PIC – Medical Person in Charge aboard a commercially manned Ship. This is generally a collateral duty of the Master or Chief Mate for first aid purposes.

Moderate Weather - Conditions up to sustained winds of Beaufort Force 5 and sea state 4.

MSC - U.S. Department of the Navy, Military Sealift Command MSFSC - U.S. Department of the Navy, Military Sealift Fleet Support Command MSCHQ – Headquarters, Military Sealift Command, Norfolk, VA NAVSEA - Naval Sea Systems Command NEURS - Navy Energy Usage Report System NICN - Navy Item Control Number NCIS - Naval Criminal Investigative Service NGW – New Generation Wideband satellite communications system (prototype) NM- Nautical Miles NMCARS - Navy Marine Corps Acquisition Regulation Supplement NOR – Notice of Readiness Owner - That entity exercising commercial control of the Vessel identified in Box 7; interchangeable with “Contractor” and “Offeror” and to include disponent owners and all the Shipowner’s and disponent owner’s agents, employees, independent Contractors, Master, Officers, and crew.

OAA – Ordnance Accounting Ashore O&M - Operations and Maintenance OCI – Onboard Condition Inspection – Survey of Vessel conducted by N75, N4 and MSC medical personnel to assess material condition, appearance, mission equipment readiness and confirm compliance with contractual requirements.

ODS - Ozone Depleting Substances OPCON - Operational Control by Military Authority Operation - Operation includes the daily, or other periodic starting, stopping, adjusting, inspecting, lubricating, etc. of the mechanical, electrical and auxiliary systems and equipment; watch standing and conducting rounds to maintain Ship's status.

OPNAVINST - Chief of Naval Operations Instruction OPORD - Operational Order OPSEC - Operations Security OTSR - Optimum Track Ship Routing P&I - Marine protection and indemnity insurance Paying Office - Identified in Box 25 of SF-33 Place - Any berth, dock, anchorage, submarine line, alongside any Vessel or lighter or any other place whatsoever to which Charterer is entitled to direct the Vessel hereunder Psf – Pounds per square foot (load measurement) Psi - Pounds per square inch (pressure measure) PREREP – An alternate form of the LOGREP message, the PREREP specifies time arrival time and date, purpose of visit, port services required and other requirements.

Readiness - See Section H-6 below Reduced Operational Status (ROS) - see Section H-16 below RFP - Request for Proposals; interchangeable with solicitation ROS - Reduced operational status SDWT - Deadweight capacity, to assigned summer mean draft Speed – Derived by dividing the total hours at sea on any given sea passage (as show in the Vessel’s log)—after excluding any hours of non-moderate weather and any sea passage covered by an off-hire calculation—into the total miles at sea on the given sea passage.

E-1.0 GENERAL

E-1.1 Scope of Work/Mission. The following paragraphs outline the capability requirements necessary for the Maritime Support Vessel (MSV) to execute assigned tasking in accordance with (IAW) commanders’ guidance.

E-1.2 Overview. Military Sealift Command (MSC) requests a U.S. flagged vessel which shall function as a Maritime Support Vessel (MSV) for various size craft both organic and non-organic. The vessel shall serve host to fifty (50) Sponsor personnel. The vessel shall maintain sufficient stores onboard to support the crew and fifty (50) sponsor personnel for up to thirty (30) days without resupply. The vessel shall support launch, recovery, refueling, and resupply of small crafts, provide force protection and perform stowing, transport, launch/recovery, re-fueling of Unmanned Aircraft System. The vessel shall provide equipment stowage, messing, berthing, administrative/operational space, maintenance space, emergency towing, and logistics services in support of Maritime Security Operations. The contractor shall independently operate all deck equipment to include the craft handling/launching systems.

The vessels shall be available for mission operations at all times when not in a maintenance availability coordinated with the Sponsor. The critical nature of this mission requires that the vessel and its systems remain fully operational for all missions.

E-1.3 Operational Support. Services shall include but not be limited to the following:

a. Day and night small craft launch and recovery operations for Naval Special Warfare (NSW). Craft to include: 11-meter Rigid Inflatable Boats (RIB), Combatant Craft Assault (CCA), Surface Support Craft (SSC) and inflatable 4.7 meter rubber raiding crafts.

b. Refueling small craft to include but not limited to the NSW 11-meter RIB, the CCA, SSC, and the inflatable rubber raiding craft (onboard and alongside).

c. Logistics support (e.g. messing, berthing, communications and physical training facilities, etc.).

d. Day and night small craft launch and recovery operations for Unmanned Aircraft System.

e. Provide alongside refueling capabilities for other NSW craft.

E-1.4 Operational Control (OPCON). Operational Control will reside with Commander, Special Operations Command Pacific or a subordinate Task Group Commander. Specific OPCON will be identified at award.

E-1.5 Area of Operations. Primarily within the U.S. Pacific Command’s (USPACOM) Area of Responsibility. However, the vessel should be able operate in wide range of areas worldwide.

E-1.6 Operating Tempo (OPTEMPO).

a. Schedule (optempo): 24 hours/day operations required

b. Percent of time underway at transit speed in operating area: 10%

c. Percent of time underway at transit speed (out of the operating area): 5%

d. Percent of time underway at loiter/anchor: 70%

e. Percent of time in port: 15%

E-1.7 Ship Clearances. The Government will secure diplomatic clearances and operational area clearances when and where required.

E-1.8 Certifications. The contractor shall obtain and maintain the required launch and recovery certifications. The vessel shall be inspected or certified by the USCG under 46 C.F.R. Chapter I, Sub Chapter I. The vessel shall be delivered and maintained in the highest class of a recognized classification society and be in compliance with all current safety, health, and pollution regulations promulgated by appropriate authorities, including the latest applicable IMO regulations.

E-1.9 Quality System. The contractor shall develop and maintain a certified safety management system which fulfills the requirements of the International Maritime Organization’s (IMO) International Safety Management Code (ISM). This system can be developed and implemented in conjunction with the contractor’s existing Quality System or an internationally accepted and certified system. The contractor shall obtain and maintain ISM certification both ashore (Document of Compliance) (DOC) and afloat (Safety Management Certificate) (SMC) for the ship from a USCG approved certifying body. The DOC and SMC shall be in place at delivery. The COR may inspect these systems to ensure compliance.

E-1.10 Manning Plan. The contractor shall submit a draft manning plan illustrating the crew level to meet all mission/Government requirements, including crewing requirements mandated by the USCG under 46 CFR 90 (Subchapter I), within five (5) days of award. A copy of the final plan must be submitted within 30 days of award.

E-1.11 Personnel Contingency Plan. The contractor shall develop a contingency plan adequate to ensure that there will be no interruption of operations and maintenance service due to labor disruption within the service provider's own labor force. The contingency plan must also include a plan to address substitution of personnel when qualified/trained personnel are not available due to leave, sickness, death, etc. The contractor shall submit the plan to the Contracting Officer thirty (30) calendar days after contract award.

E- 1.12 Sovereign Immunity.

General. The Owner shall operate the Vessel and related Vessel systems and equipment in accordance with the rules and regulations of the United States Coast Guard (USCG) and the classification society under which it is classed (see also E-3.3.2).

· Sovereign Immunity. The Master, while performing Ship operations, shall advise foreign authorities that the Vessel under this Contract is a sovereign immune Vessel of the United States. Privileges of this status include immunity from arrest or search (whether in foreign internal or territorial waters, or in international waters), immunity from foreign taxation, exemption from any foreign state regulation requiring flying the flag of such foreign state either in its ports or while passing through its territorial sea, and entitlement to exercise exclusive control over persons on board such Vessels with respect to acts performed on board. The Contractor shall observe all guidelines found in ALMSC 020/06 and 026/09 and (Sovereign Immunity guidelines for MSC Ship Masters), which shall be provided upon Contract award.

· Foreign Law Enforcement. Masters shall refuse requests from foreign authorities for documents, physical evidence, interviews of personnel, statements, any request to board, examine, inspect, or search the Vessel, and any request for the physical delivery of persons on the Vessel to foreign authorities. The Master lacks authority to comply with such a request, and shall so advise foreign authorities.

· Foreign Port Visits. The Master may, if appropriate, provide a Shore Party List of individuals who will go ashore to the host nation before granting liberty in port if such a list is requested. The Shore Party List may contain only the names and passport numbers of those personnel; all other information shall not be provided. Masters shall comply with applicable U.S. and host nation agreements, such as status of forces agreements, that specify particular procedures for port visits in that country.

E-2.0 VESSEL REQUIREMENTS.

E-2.1 Vessel Characteristics.

E-2.1.1 Minimum Range. 8,640 nautical miles

E-2.1.2 Maximum Length. 328 feet / 100 meters.

E-2.1.3 Maximum Draft. 24 feet / 7.3 meters

E-2.1.4 Minimum Transit Speed. 12 kts at maximum draft fully loaded.

E-2.1.5 Seakeeping/Station Keeping. The vessel must be capable of station keeping up to sea state 5 to support small boat launch and recovery operations. The vessel must be capable of anchoring in water depths for a vessel of its class and size. The vessel must be capable of conducting unassisted pier side mooring/undocking. The vessel will be required to loiter for long periods of time as a resupply station for small boats.

E-2.1.6 Endurance. The vessel shall be capable of supporting at-sea operations for up to 30 days without resupply.

E-2.1.7 Electrical Power. All GFE and Sponsor support and habitability areas require 60Hz.

E-3.0 Vessel Operations.

E-3.1 Small Boat Launch and Recovery Davits. The Government will carry up to four (4) craft at all times onboard the vessel. The boats will be a combination of up to two (2) NSW 11-meter RIB, or two (2) CCA, and/or up to four (4) SSC’s (8 and 11 meter).

The contractor shall provide four (4) launch and recovery davits to launch or recover manned craft within 15 minutes of each boat. The CCA and NSW 11-meter RIB launch and recovery davits shall be capable of lifting and supporting up to 30,000 pounds per craft, with sufficient height to lift and clear a keel-to-davit-hook distance of 30 feet and a 9-foot beam, and with sufficient wire rope to launch and recover water borne craft to the water line with multiple length lift rigging. All davits shall meet the requirements of the ABS Guide for Certification of Lifting Appliances (latest revision at time of vessel delivery), including the requirements for personnel lifting. The remaining two davits will be capable of holding, lifting and launching the smaller 8 meter and 11 meter SSC craft.

The contractor shall provide a safe means of controlling the motion of the craft during launch and recovery operations so as to prevent injury to personnel, both embarked and on deck, and damage to the craft.

The contractor shall also provide:

· Four (4) 120VAC/60Hz/30A outlets, one near each davit. Each outlet shall be sealed to prevent salt water intrusion.

· Freshwater supply/hose near the launch and recovery system.

· A minimum of two (2) craft refueling stations (1 Port and 1Starboard, both diesel fuel marine (DFM) and gasoline) in the vicinity of the launch and recovery stations. The fueling stations shall be capable of refueling two boats simultaneously.

E-3.1.1 MQ-27A/RQ-21. The vessel shall be able to accommodate MQ-27A/RQ-21 Unmanned Aircraft System (UAS). Typical UAS operations include, launch, control and recovery. The contractor will provide the following to accommodate:

· Fabrication and installation of two antenna foundations (1 port, 1 Starboard) with base plates to provide 360-degree azimuth and -15 to 110-degree elevation unobstructed line of sight.

· Installation of Peck & Hale-type deck fittings for two, 20ft TEU-type shelters located on the same deck. The shelters must be located so as to allow unobstructed (8 ft. clearance) to the personnel and cargo door entries. The 2ea TEU’s as well as the launch and recovery systems, should all be located on the same deck.

· Installation of stuffing tubes/Multi Cable Transits (MCT) to support required cabling of external UAS Systems.

· Fabrication and installation of tie down points/mounting system(s) for UAS Launcher and Skyhook recovery system.

· Lower boom of the recovery system is 18" above the deck when pivoting. If there are deck or railing obstructions to the boom, an elevated platform or moveable/convertible structure system for the recovery boom may be required.

· Approximately 180 square feet of unobstructed area near the recovery hook booms (i.e. within 30-50 feet) is required to pull data and perform maintenance from/on a recovered aircraft.

· Fabricate and install various mounting and maintenance access platforms near the launch and recovery equipment as required for UAS operators.

· Installation of secure space, EMI protected stuffing tubes and/or Multi Cable Transits (MCT) to support required cabling to the Special Secure Office Space (SSOS)

· Provide AC Power in support of UAS Systems and Equipment. Each outlet shall be sealed to prevent salt water intrusion. Current power requirements are:

· 1 ea. 120VAC/20A/60Hz, collocated at, and to support UAS Sky Hook

· 2 ea. 220VAC/60A/60Hz collocated at each, and to support UAS 20FT TEU Containers

· 1 ea. 220VAC/20A/60Hz collocated at, and to support UAS Launch System

· 3 ea. 120VAC/15A/60Hz weather deck maintenance outlets, at or near various UAS system locations

· Provide C10 fuel storage rack for 15ea, 5-gallon containers, incorporating an appropriate overboard jettison feature, and be approved by ABS/USCG. Future change of fuel from C10 to JP5 is anticipated; 75-gallon fuel storage rack should be compatible with, or readily convertible to, JP5 fuel.

E-3.1.2. Contractor furnished Small Boat. The contractor shall provide a small boat (i.e. 7m RHIB, or equivalent) and a boat operator (coxswain). The boat must be dedicated to conduct personnel and cargo transfers between the vessel and other platforms, or other support duties as assigned by mission personnel.

E-3.1.2.1 At the government's request, this small boat may be removed and a government provided small boat mobilized to support similar mission requirements. The government shall provide temporary storage for the offloaded small boat and will normally crew the embarked government small boat.

E-3.2 Sponsor Spaces.

E-3.3.1 Sponsor Berthing/Living Spaces. The contractor shall provide berthing/habitability accommodations for 50 Sponsor personnel. Adequate showers/heads shall be provided. All accommodations shall be air conditioned and heated. Four (4) of the Berthing/Living spaces will be stateroom style and will be outfitted with a desk/work space to support both Classified and Unclassified Local Area Network (LAN) drops. This will require installation of Protective Distribution System (PDS) conduit with approved lockable drop lock boxes connected into the Classified and Unclassified PDS systems which will be in use in all Operations spaces described in paragraphs 3.3.2 thru 3.3.2.8 below. Staterooms shall have X-09/10 GSA approved mounted combination locks or newer model approved under federal specifications FF-L-2740B. Additionally, all stateroom doors shall have DoD-approved 5-button cipher type locks on all doors.

E-3.3.1.1 The contractor shall provide self-service laundry facilities. The contractor shall provide commercial grade heavy duty machines to accommodate 50 sponsor personnel. Laundry facilities will be available at all times and will include a sufficient amount of cleaning supplies, iron, ironing board and ironing board cover.

E-3.3.2 Staff Operational Spaces. The contractor shall provide areas specified below in close proximity of one another. All staff operational spaces should have clear unobstructed cable pathways/trays in overheads and/or walls to support sponsor installed audio visual (A/V) and multi-media systems. All staff operational spaces shall have a dedicated LAN PDS for Unclassified, Classified and 2 other (Type A and B) sponsor installed network systems. The conduit runs shall be sufficiently sized to support multiple CAT-6A cables (quantities described below). These PDS’s will include associated terminal/drop lock boxes in accordance with DoD Information Assurance Standards (DoD Red/Black Installation Guidance: NSTISSAM TEMPEST 2-95 of 12 DEC 1995, Navy Information Assurance Publication 5239-22/31 of Sep 2008, DOD Information Assurance Implementation – 8500.2 of 6 FEB 2003, DoD Directive for Information Assurance 8500.1 of 24 OCT 2002) or latest versions. All Staff Operational Spaces shall have X-09/10 GSA approved mounded combination locks or newer model approved under federal specifications FF-L-2740B. Additionally, all doors shall have DoD-approved 5-button cipher type locks on all doors. Staff Operational Spaces shall be equipped with and have an Intrusion Detection System (IDS) installed. Doors, locks, escape scuttles, intrusion detection systems, and ambient noise systems shall be in accordance with DoD Instruction 5510.1 and Director of Central Intelligence Directive 6/9 (as appropriate to space classification).

Adequate heads shall be provided in vicinity of staff operational spaces to support watch standing and operational personnel.

E-3.3.2.1 Conference Room. The contractor shall provide a meeting/multipurpose room of approximately 900 square feet, to seat and accommodate 50 Sponsor personnel. The space must include desktop/tables, chairs, and multiple 120VAC/15A/60Hz power outlets, to support computer and data display equipment/desk spaces. Multi-Cable Transit (MCT) blocks are required to be installed to facilitate distribution of sponsor installed RF cabling to various mission specific antennas.

E-3.3.2.1.1 Contractor will outfit the conference room with a desk/work space and network LAN drop PDS: Classified-7, Unclassified -7, Other Type A-2, locations to be provided after award.

E-3.3.2.2 Planning Room. The contractor shall provide a dedicated planning/equipment preparation space of at least 490 square feet. The space must include desktop/tables, chairs and multiple 120VAC/15A/60Hz power outlets, to support computer and data display equipment/desk spaces.

E-3.3.2.2.1 Contractor will outfit with a desk/work space and network LAN drop PDS: Classified-10, Unclassified-10, Other Type A-2, locations to be provided after award.

E-3.3.2.3 Special Secure Office Space (SOSS): The contractor shall provide a dedicated planning/equipment preparation space of at least 180 square feet. The space must include tables, chairs and multiple 120VAC/15A/60Hz power outlets, to support computer and data display equipment/desk spaces. Must include at least 24 square feet of open deck space to accommodate two (2) equipment racks with at least three (3) 120VAC 20A ea. dedicated power service outlets.

E-3.3.2.3.1 Contractor will outfit with a desk/work space and network LAN drop PDS: Classified-6, Unclassified -6, Other Type A-2, Other Type B-2, locations to be provided after award.

E-3.3.2.4 Unmanned Aircraft System Operations Space: The contractor shall provide a dedicated operations and equipment space of at least 120 square feet. Space must include desk/tables, chairs and multiple power outlets to support computer and data display equipment. Must include at least 24 square feet of open deck space with tie down points to accommodate strapping down of two (2) transit case style equipment racks with at least three (3) 120VAC/20A/60Hz ea. dedicated power service outlets. There should be desk space available to support two desktop operator work stations, approximately 60” wide and 32” deep.

E-3.3.2.4.1 Contractor will outfit with a desk/work space network and network LAN drop PDS: Classified-7, Unclassified -7, Other Type B-2, locations to be provided after award.

E-3.3.2.5 Tactical Operations Center (TOC). The contractor shall provide a dedicated planning/equipment preparation space of at least 500 square feet. Space must include desktop/tables, chairs and multiple 120VAC/150A/60Hz power outlets to support computer and data display equipment.

E-3.3.2.5.1 Contractor will outfit with a desk/work space and network LAN drop PDS: Classified-10, Unclassified -10, Other Type A-2, locations to be provided after award.

E-3.3.2.6 Joint Operations Center (JOC). The contractor shall provide a dedicated planning/equipment preparation space of at least 500 square feet. Space must include desktop/tables, chairs and multiple 120VAC/15A/60Hz power outlets to support computer and data display equipment.

E-3.3.2.6.1 Contractor will outfit with a desk/work space and network LAN drop PDS: Classified-10, Unclassified -10, Other Type A-4, locations to be provided after award.

E-3.3.2.7 Communications/Server Room. The contractor shall furnish a space of approximately 832 square feet located in close proximity to all antenna cable pathways or trays, deck and/or bulkhead penetrations and external antenna mounts. The space shall be equipped/supplied with 20, 120VAC/60Hz outlets with a total of 300A, and a minimum of 10 tons HVAC cooling. Power outlet locations to be provided after award.

E-3.3.2.7.1 Contractor will outfit the space with desktop/work spaces and network LAN drops PDS: Classified-14 (6 LAN drop locations to be used for desktop workstations), Unclassified -6, Other Type A-2, locations to be provided after award.

E-3.3.2.7.2 Contractor will provide mounting support for 3 ea. standard 19” equipment racks approximately 72” tall and 30” deep to be used in support of Classified and Unclassified servers and networking systems. Rack mounting locations will be such as to allow for unobstructed access to front and rear, actual locations to be provided after award.

E-3.3.2.7.3 Contractor will provide mounting support for 1 ea. standard 19” equipment rack approximately 72” tall and 30” deep to be used in support of A/V control and video switching systems. Rack mounting location will be such as to allow for unobstructed access to front and rear, actual locations to be provided after award.

E-3.3.2.7.4 Contractor shall provide suitable cableways/cable management between A/V equipment switching racks located in the Communications/Server Room and all operational spaces (Planning, Unmanned Aircraft System, TOC, JOC, and Conference rooms). All staff operational spaces should have clear unobstructed cable pathways/trays in overheads and/or walls to support sponsor installed audio visual and multi-media systems.

E-3.3.2.7.5 Contractor shall provide a standalone surface search radar capability for integration into the A/V switching distribution system. RADAR range/controls must be controllable from sponsor spaces and are not to interfere with vessel’s navigation radars and displays in the pilot house.

E-3.3.2.7.6 Contractor will provide/install 4 separate PDS conduits to support multiple runs of CAT-6A cabling between server racks located in the Communications/Server room and operational spaces (Planning, Unmanned Aircraft System, TOC, JOC, Secure Office, Conference rooms and 4 Staterooms) in accordance with current directives/instructions (DoD Information Assurance Standards (DoD Red/Black Installation Guidance: NSTISSAM TEMPEST 2-95 of 12 DEC 1995, Navy Information Assurance Publication 5239-31 01 Nov 2005, DoD Information Assurance Implementation – 8500.2 of 6 FEB 2003, DoD Directive for Information Assurance 8500.1 of 24 OCT 2002). Size and routing of contractor installed cable conduits will be determined by number of sponsor installed CAT-6A cables in each conduit. Classified conduit runs must continuous and installed so as to allow for daily visual inspections. Classified conduit runs must be physically separated as per DoD directives identified above.

E-3.3.2.7.7 Contractor will provide an additional mounting system/method at least 48” away from the network server and A/V control system racks in support of 4 stacks of sponsor installed transit case style RF communications systems. The mounting system shall be fabricated in such a manner as to prevent movement and safely secure and prevent damage while conducting underway operations. When installed, each stack has a foot print of approximately 24” x 36”, weighs approximately 750lbs and is approximately 55-60 inches tall. Unobstructed deck space in front of and behind each stack of approximately 36” will be required. Each stack will require dedicated 120VAC/60Hz power outlets.

E-3.3.2.7.8 Contractor will provide multiple ships Gyroscope and GPS feeds/inputs or a standalone gyroscope and GPS system in support of providing positioning and ships attitude and/or inertial navigation data to the Communication/Server room systems.

E-3.3.2.8 Antenna Configuration-External Deck Spaces

E-3.3.2.8.1 Contractor must provide dedicated antenna configuration capable of mounting multiple communications antennas. Communications antennas configuration must provide 360° unobstructed view with watertight cable penetrations (stuffing tubes and/or MCT’s) appropriate to the number of antennas. Contractor shall provide pedestals or platforms for antenna mounting as required. Contractor must provide notional antenna placement/locations in their proposal for technical evaluation.

E-3.3.2.8.2 Antennas associated with installed directional satellite communication system must be installed in a way that allows 360° unencumbered line of sight and shall have waterfall connection panels (pre-wired and pre-run antenna cables to a patch panel) in addition to the cables running to main communications space.

E-3.3.2.8.3 Vessel shall have a reserved deck space at 2 separate deck locations. Each reserved space shall be a minimum of 225sq ft. (15ft x 15ft) for additional satellite communications system antenna integration. Deck space shall be capable of supporting a deck load of approximately 1800 lbs. Locations shall also have 360 unobstructed views to the horizon. Contractor shall provide power/conduit paths (Stuffing tubes, MCT’s cableways etc.) to be installed from the deck to the Communication/Server room. Power required: 2 circuits 220VAC/30A/60HZ.

E-3.3.2.8.3.1 Table C-3.3.2.8 T-1 provides notional examples of antennas to meet the specific communications requirements and can be used for minimum space, weight and location considerations. The contractor shall locate pedestals for optimal antenna performance and minimizing and/or mitigating electromagnetic interference (EMI), cosite interference and radio frequency hazards (RADHAZ).

E-3.3.2.9 Medical Space. The contractor shall provide a medical space for examining patients: 120 square feet, on vessel’s main deck and with door wide enough for stretcher access. Space shall have a sink with hot and cold water, and minimum of 5, 120VAC, 60Hz, 75A total electrical outlets to operate medical gear.

E-3.3.2.10 Recreation facilities. The contractor shall provide an enclosed area of at least 490 square feet of continuous space, and unique from all other required spaces. The space shall be used for physical training and will incorporate standard exercise equipment (treadmill, exercise bikes, and weight machines). Sufficient 110VAC/60Hz power outlets will be required to operate up to 10 powered exercise machines. Fresh air supply and exhaust will be provided to support use by up to 10 personnel at full exertion level. HVAC is preferred to prevent excessive humidity levels that would contribute to heat stress injuries. Sufficient ceiling overhead clearance and non-obstructed area to allow up to 6’5 member to run on a standard 18” high heavy-duty treadmill. Exercise equipment will be provided by the Government.

E-3.3.2.11 Morale Welfare and Recreation TV Room. Contractor will provide an enclosed lounge area of at least 500 square feet where personnel can watch movies and/or television and/or relax.

E-3.3.2.11.1 Contractor will outfit with a desk/work space and network LAN drop PDS: Unclassified -4, locations to be provided after award.

E-3.3.2.11.2 Contractor will outfit vessel with deck and bulkhead penetrations and cableways to support Satellite TV/AFRTS, locations to be provided after award.

E-3.3.3 Government Equipment Space Requirements. The contractor shall provide the following:

E-3.3.3.1 Equipment Stowage. The Contractor shall provide contiguous, uncovered exterior open space to be used exclusively by the Government for the stowage of two (2) Surface Support Craft (SSC) with cradles, and four (4) inflatable rubber rafts (Zodiacs). Also two (2) GFE MILVANs 10 ft. L x 8 ft. W x 10 ft. H, one (1) 8 ft. L x 8 ft. W x 8 ft. H and one (1) 10 ft. L x 8 ft. W x 8 ft. H. GFE MILVANs must be completely accessible to the Government at all times. The MILVAN area should have power available (60 HZ, 110V and 220V), unclassified/classified data ports and/or suitable conduit runs to/from radio/operational communications room, and low pressure air evenly distributed to reach all areas. Open space means space that is unencumbered by any other equipment or containers and fully crane accessible. Open space should also be serviced by nighttime-appropriate deck lighting.

E-3.3.3.2 Ordnance and Weapons Storage. The contractor shall provide sufficient deck space and support installation of four (4) Afloat Ready Service Magazines (ARSM) portable ordnance and weapons storage containers, specified below. Additionally, ammunition Ready Service Lockers (RSL) will be co-located near each crew served weapon mount for ready storage of ammunition to support ship defense weapons. ARSM’s and RSL’s will be provided as GFE.

E-3.3.3.2.1 Four (4) class 1.3 and 1.4 (small arms/ heavy weapons) Afloat Ready Service Magazines (ARSM), are 96”Lx96”Wx90”H and weighing up to 20,000 lbs., will permanent welding to supports that raise the ARSM’s sufficiently off the deck to allow air circulation and prevent accumulation of standing water. Sufficient space between the ARSM’s is required to allow access for inspection and maintenance of the containers, as well as 8ft at the doorway and rear external wall for personnel and equipment access as well as access to the internal fire suppression system controls.

E-3.3.3.2.1 Each of the four (4) Afloat Ready Service Magazines (ARSM) require 220VAC/Single phase/60Hz/50Amp power available at the front of the container to support internal lighting and HVAC. Additionally, the containers have a 1/2” inch, schedule 40 stainless steel dry-pipe sprinkler system located at the rear of the container that requires a seawater fire fighting interface with the ships systems. The ship shall configure the seawater fire suppression system with a two-position, manual control/hydraulic control system IAW fig. 4-1 of NAVSEA S9522-AA-HBK-010 Rev1 for each ARSM. Minimum flow rate shall be 28.8 GPM and the manual shutoff on magazine shall be locked in the closed position.

E-3.3.3.2.2 The contractor shall also provide a surface area approximately 36 x 36 inches (1296 sq. in) foot print to support installation of GFE Ready Service Lockers (RSL) co-located with the four (4) gun mounts. Ready Service Lockers shall be provided IAW DoD Manual 5100.76-M “Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives”, these shall be located at each gun position.

E-3.3.3.2.3 Stowage and segregation of munitions shall be in accordance with the International Maritime Dangerous Goods code. Government embarked personnel will maintain and operate ordnance and weapons.

E-3.3.3.2.4 Routine maintenance/preservation/painting for the RSL’s and storage containers to be added to ships work force as a sponsor work request. Ship’s force work requests will be submitted by mission personnel when preservation, minor maintenance and/or repairs are required to support the RSL’s for incorporation into the ships normal 30-day work lists. Any work deemed outside the scope of the Contractors onboard abilities, shall be referred back to Sponsor for further evaluation.

E-3.3.3.3 Machinery Repair Shop. The contractor shall provide a machinery repair facility aboard the vessel with basic metal working tools and equipment. The space shall include but not be limited to the following: drill press, portable cutting torch, welding equipment and work bench. These tools shall be available for use by Government personnel upon request.

E-3.4 Physical Security. COMSCINST 5530.3A series establishes minimum physical security standards for all ships. The Master is responsible for the safety and security of his ship and crew and must ensure that appropriate members of his crew receive adequate shipboard and, when required, formal training to carry out these requirements. Except as otherwise noted herein, all costs for physical security shall be deemed to be included in the per diem charter hire rate.

E-3.4.1 Force Protection Deck Space. The contractor shall provide surface areas to post a minimum of four (4) GFE weapons mounts (to support 360-degree overlapping fields of fire) in support of the requirement force protection posture. The contractor shall provide platforms as required to provide personnel protection for the maximum of up to a 7.62mm armor piercing rounds. Gun mounts shall be co-located with RSL’s.

E-3.4.2 Alarm/Intrusion Detection System. The contractor shall provide visual and audible alarm protection to the Conference Room, Communications Center, portable ordnance and weapons storage containers, Ready Service Lockers (RSLs), and secure office space. Installation shall consist of sensors connected at each door of the operations and communication centers and attached spaces. The contractor shall provide a remote alarm monitoring station that shall be located within the communications center with a back-up system located in the pilot house. The Government will equip each RSL with required sensors if RSLs are installed on an internal deck of the vessel and the contractor shall install alarms as required.

E-3.4.3 Security Locks. The contractor shall install GSA-approved security locks on all Government work spaces, staterooms, medical spaces, storage vans, and other Government spaces. Locks shall be provided after award.

E-3.4.4 Floodlights. The contractor shall provide an adequate number of floodlights to illuminate the waterline 360 degrees out to 50 yards around the vessel for force protection measures. Flood lights must have dimmers or other similar control to lower light intensity.

E-3.4.5 Security Cameras. The contractor shall provide and install a mounted Closed-Circuit Television (CCTV) camera system, capable of degree/pan/tilt/zoom, day/night use, with record capability, in sufficient number to provide a 360-degree, unobstructed view of the ships sides and high activity areas, and to allow observation of high risk activities such as Unmanned Aircraft System operations and craft launch/recovery operations independently controllable from the pilot house and Tactical Operations Center (TOC).

E-3.4.6 Water Supply. The contractor shall provide water production sufficient to support 50 personnel plus crew living onboard (minimum 50 GPD per person) and for daily fresh water wash down of embarked gear (1500 GPD). Water must be able to reach all parts of the mission deck for fresh water wash down. The Contractor shall provide 100 gallons per day of de-mineralized water (not from R-O unit) for diesel engine jacket water. Operations may require extended time in coastal waters, therefore the vessel shall possess a water purification system sufficient for the requirements above.

E-3.4.7 Ship’s Crane. The vessel shall have a minimum of one crane with the ability to on/off load equipment from pier to ship, up to and including 15,000 lbs. without further pier or off-ship crane support. Crane should be capable of supporting 24-hour services in support of Government requirements. This crane shall be separate from the Craft Launch and Recovery System.

E-4.0 OPERATIONAL SUPPORT REQUIREMENTS.

E-4.1 Conduct Operations. The contractor shall operate and navigate the ship safely in support of Government operations.

E-4.2 Material Handling Operations. The contractor shall be responsible for the receipt, loading, storage and discharge of materials and stores pertaining to shipboard day-to-day operations. The contractor shall assist in loading, storage, and discharge of materials and stores for Government. The contractor shall arrange for any shore-side equipment if required for load/discharge operations.

E-4.2.1 Deck and Rigging Equipment. The contractor shall provide sufficient rigging equipment to support Sponsor (craft and mission specific equipment) operations to include tending lines, fenders, and mooring lines.

E-4.3 Lifesaving Equipment. The contractor shall operate all lifesaving support systems in accordance with manufacturer's instructions at the time intervals and frequencies as required. Lifesaving support systems include, but are not limited to, life rafts, davits, winches, and craft engines. The contractor shall be responsible for providing USCG certified cold weather gear (to include immersion suits) for all crew members and embarked Government personnel.

E-4.3.1 Safety Drills. The contractor shall conduct all regulatory drills required. Government personnel will participate in all regulatory drills.

E-4.4 Support Sponsor Craft Operations. The contractor shall support all small craft, and combat rubber rating craft boats, for launch and recovery operations.
