Synopsis of Critical Path Items 12 January 2016

From: COMSC, N104C1 Ship Repair/T-ALTS

Subject: 2017 USS MOUNT WHITNEY ESLP Availability

1. SCOPE OF WORK. The U.S. Navy’s Military Sealift Command (MSC) will be conducting a 179-day Extended Service Life Program (ESLP) repair availability for the USS MT WHITNEY starting 15 Dec 2016, along with a 30-day Post Shipyard Availability (PSA) starting on or about 13 Jun 2017.

2. AREA OF CONSIDERATION. Mediterranean, west of 20 degrees east longitude, including the Adriatic Sea and locations outside the Mediterranean (Cadiz, Portugal, northern Spain).

3. PERIOD OF PERFORMANCE. One (1) 179 day firm period beginning December 2016, with an optional 30-day PSA.

4. CRITICAL PATH ITEMS.

General: Some of the major modernization efforts planned for this availability will include:

· Communication Systems such as CANES, NMT, CBSP

· Stern Tube Shaft, Propeller Shaft, Rudder Stock, Stern Tube, Stern Tube Bearings and full re-alignment

· Habitability Mods

· Steel Replacement various tanks, voids, side-shell, fan rooms, boiler foundation, reduction gear foundation, etc

· Potable Water Delivery & Heating System Replacement

· Gym Relocation & Anti-Roll Tank Removal

· Coating Renewal of Ballast Tanks, Potable Water Tanks, CHT and Reserve Feedwater Tanks

· Docking and ABS Surveys

· Vessel Incline

Communications Systems: The USS MT WHITNEY is schedule to undergo a comprehensive upgrade to various communication systems, along with the installation of some new communication systems. Systems involved will include; CANES, NMT, CBSP, DCGS-N INC 1, COMSEC Serial, KMI Spiral 2, ADNS INC III, ATIP. Shipyard assistance will be required for the following functions; remove existing equipment foundations, prep the area for new installation, fabricate and install various equipment foundations, asbestos abatement in way of equipment installations, welding, insulation/lagging, painting, crane lifts, storage space, laydown area and office spaces. The actual equipment installation, configuration and testing will be accomplished by Government Furnished - Alteration Installation Teams (AITs). The number of AITs on-sight may be as high as 50-100 persons at any one time. While the timeline to accomplish the installation of these communication systems is critically tight, the majority of this work will be above the main deck and not directly related to the vessel's docking evolution.

Habitability Upgrades: MSC plans to modify & upgrade numerous Habitability spaces during the FY17 shipyard availability. Many of the spaces are located below the 4th deck and consist of multi-berthing open-space living quarters and associated wet spaces. The spaces will require that all furniture & outfitting to be removed and replaced with new. MSC will provide, as Government Furnished Material (GFM), almost all of the furniture associated with these spaces. GFM will be provided disassembled, delivered to the shipyard in 40' ISO containers (Estimate 20-30 containers) and will require assembly onsite. MSC will provide assembly instructions with the furniture. In addition to new outfitting, MSC plans to install new piping, new lighting, new electrical power, new bulkheads, new HVAC ducting and new decking as required and noted in the associated drawings. In addition, MSC plans on a major modification to remove the Anti-Roll Tank (7-52-01) and install storerooms in its place.

As an example of one Work Item, MSC is providing the following reference drawings from Work Item 603 (Attached to FBO Notice):
