Military Sealift Command MSC Delivers Overview
USS MT WHITNEY commissioned in 1971 Underwent first phase of Extended Service Life Program (ELSP) at Viktor Lenac Shipyard (Rijeka, Croatia) Jan 2015 – Sept 2015 ESLP designed to extend MTW service life to 2039 FY15 ESLP – HM&E upgrades (Assured Power) (complete) FY17 ESLP – C5I communication systems upgrades (CANES, NMT, CBSP) FY18 ESLP – HM&E upgrades and upkeep FY19 ESLP – Navigation/Bridge upgrades HM&E upgrades accomplished during FY15 ESLP Availability are expected to yield significant cost savings to the program and reduce the environmental impact to Gaeta
MSC Delivers List of Acronyms ESLP = Extended Service Life Program PSA = Post Shipyard Availability (short pier-side availability to address any incomplete or last minute maintenance items from the ROH/MTA) MTA = Mid-Term Availability (intermediate dry-docking, usually scheduled mid way of a 5 yr inspection cycle) ROH = Regular Overhaul (regular scheduled dry-docking at the beginning and end of a 5 year inspection cycle) DD = dry-docking SSTG = Ship’s Service Turbine Generator CIVMAR = Civilian Mariner OMT = Overhaul Management Team ACO = Administrative Contract Officer SOR = Senior Owner’s Rep, (Contract Officer’s Technical Representative, COTR), also Technical Person In-Charge

MSC Delivers C5I Systems such as CANES, NMT, CBSP, DCGS-N INC 1, COMSEC Serial, KMI Spiral 2, ADNS INC III, ATIP. Equipment installation, configuration and testing will be accomplished by Gov Furnished - Alteration Installation Teams (AITs). Number of AITs on-sight may be as high as 50-100 persons.
Stern Tube Shaft and Stern Tube Bearing Liners (2), Propeller Shaft and Propeller Shaft Bearing Liner, Rudder Stock and Rudder Stock Bearing Liner, Stern Tube Assembly, Machine Lands for Stern Tube Bearing Carriers, and full re-alignment, (**planning, sequencing and coordination, critical**) Habitability Mods – Berthing Cubicles will be provided as GFM, “disassembled”, delivered to the shipyard in 40' ISO containers, (estimate 20-30 containers), will require assembly onsite.
Steel Replacement various tanks, voids, bilges, side-shell, fan rooms, boiler foundation, reduction gear foundation, stern tube, etc.

MSC Delivers Many of the hab spaces are located below the 4th deck and consist of multi-berthing, open-space living quarters and associated wet spaces.
Spaces will require all furniture & outfitting to be removed and replaced with new.
MSC will provide almost all of the furniture associated with these spaces as Government Furnished Material (GFM).
Berthing Cubicles will be provided “disassembled”, delivered to the shipyard in 40' ISO containers, (estimate 20-30 containers). Will require substantial Lay Down area. Will require assembly onsite. MSC will provide assembly instructions with the furniture.
In accordance with associated drawings, most spaces will require new piping, new lighting, new electrical power, new bulkheads, new HVAC ducting and new decking.
