Question: Whether companies from Outside USA can apply for this? (From India or Canada) Answer: IAW the solicitation, this is a small business set-aside. Offerors designated as small businesses by the Small Business Administration and listed in the System for Award Management with a DUNS number, CAGE code, and a NAICS code indicating that they are a small business may provide proposals.

Question: Whether we need to come over there for meetings?

Answer: The possibility exists that on-site shipchecks and visits and meetings will be required.

Question: Can we perform the tasks (related to RFP) outside USA? (From India or CANADA) Answer: A large number of the MSC drawings are stamped for ITAR control. ITAR is the International Traffic in Arms Regulations (ITAR) control the export and import of defense-related articles and services on the United States Munitions List (USML). For practical purposes, ITAR regulations dictate that information and material pertaining to defense and military related technologies (items listed on the U.S. Munitions List) may only be shared with U.S. Persons unless authorization from the Department of State is received or a special exemption is used. Unless the personnel performing the work in India, Canada, etc., meet the US Persons or have State Department authorization or special exemption, then they cannot do the work required on the contract.

Question: Can we submit our proposals via email?

Answer: IAW the Addendum for FAR Clause 52.212-1, paragraphs 2.1 and 2.2, proposals may be e-mailed to Lauren.Orrok@navy.mil.
