ROUND 2 Q&A
N3220516-R-0001 – QUESTIONS AND ANSWERS – ROUND 2
QUESTION: Section 16.1.1 lists requirement of PMP certification for the Program Manager.
Can this be waved? Requirements of the Key Personnel seem to limit competition.
ANSWER: No – a waiver is not permissible. It is critical that the Program Manager knows how to organize, plan and execute the multiple task orders at one given time. The prior contract has over 60 task orders issued under it, many of which were being performed simultaneously on different ships at different locations under different periods of performances with different urgency requirements. Quality traits of a PMP certified program manager provides the
Government assurance that the person has taken the appropriate classes and understands project management and can collectively steer the contracted personnel in the right direction based upon workload, time, and complexity.
QUESTION: Section 16.1.3 Electrical Engineer lists working knowledge of SKM Power Tools.
Will equivalent experience with other electrical analysis programs like E-TAP be acceptable?
ANSWER: No – A working knowledge of SKM Power Tools is required. The output of any electrical analysis tools used by the Offeror’s electrical engineer must be compatible with SKM
Power Tools. MSC uses SKM Power Tools for electrical analysis.
QUESTION: Section 16.1.4 states all key personnel will be employed by the prime contractor.
Can this be modified to include teaming member companies?
ANSWER: Yes – teaming member companies may designate members of either team as key personnel. Teaming arrangements (joint venture or partnerships) must be identified and company relationships must be fully disclosed in an offer IAW FAR Part 9.601. This is a 100% small business set-aside. The small business will be the prime contractor in any teaming or subcontracting relationship. Additionally, key personnel can be subcontractors as well.
QUESTION: Due to the limited page count requirements of this RFP, can the Past Performance pages be excluded from the total page count of 30?
ANSWER: Page limitations for the offers are changed as follows – Volumes I and II, when combines, shall not exceed 40 pages in length. An additional 10 pages have been added.
QUESTION: Offeror’s price proposal Section 5.1.a Table lists base and option years total hours at 20,000 hours. The actual totals of labor categories equals 20,800. Please revise with the actual total hours.
ANSWER: The totals for all labor categories combined in a single period of performance are hereby changed from 20,000 to 20,800.
QUESTION: RFP p. 14 – 8.a) states “ The contract’s maximum quantity shall be the total estimated labor hours multiplied by the contractor’s proposed hourly rates, plus an additional
10%”. Should the contractor add 10% in cost or hours to the total per year or will the government add this during the evaluation process?
ANSWER: The Government will add the 10% at the time of award.
QUESTION: RFP p. 18 – 16.1.1 Program Manager – requires that the Program Manager hold a
PMP certification. May any of the following education and experience combinations be substituted for the PMP certificate: a. Bachelor’s Degree in Engineering or related field (BS) and Additional Years of Project Management Experience which clearly demonstrates that the
PM meets the industry standards of qualification to provide oversight for multiple tasks simultaneously, or b. Master’s Degree in Business (MBA), and Additional Years of Project
Management Experience which clearly demonstrates that the PM meets the industry standards of qualification to provide oversight for multiple tasks simultaneously, or c. Professional
Engineer License (PE) and Additional Years of Project Management Experience which clearly demonstrates that the PM meets the industry standards of qualification to provide oversight for multiple tasks simultaneously.
ANSWER: It is critical that the Program Manager knows how to organize, plan and execute the multiple task orders at one given time. The prior contract has over 60 task orders issued under it, many of which were being performed simultaneously on different ships at different locations under different periods of performances with different urgency requirements. Quality traits of a
PMP certified program manager provides the Government assurance that the person has taken the appropriate classes and understands project management and can collectively steer the contracted personnel in the right direction based upon workload, time, and complexity.
QUESTION: RFP p. 29 Submission of Offers 2.5 – Proposals may be emailed however, section
2.5 requires the submission of hard copy originals and electronic compact disks, please clarify.
ANSWER: If proposals are e-mailed, then hard copies and electronic compact disks are not required.
QUESTION: RFP p. 29 – 2nd to last paragraph states the Vol. I and II combined shall not exceed 30 pages, excluding resumes. The Sample Task response listed on RFP p. 31 is limited to
15 pages, is excluded from the Vol. I and II 30 page limit?
ANSWER: The Sample Task response is not included in the 30 page limit.

Disputes as to the amount by which any reimbursement is reduced shall be resolved in accordance with the “Disputes” clause of the contract. It shall be the Contractor’s burden to demonstrate that the price it paid for reimbursable supplies and services was fair and reasonable.
14.5 When the Contractor expects total funding expended for ODC’s to reach 85 percent of the total funds available on each ODC CLIN, the Contractor shall notify the Contracting Officer and the COR.. The notice shall state the estimated amount of additional funds required to continue performance for the period specified in the Schedule. The Contractor shall not exceed or incur costs that exceed the amount of funding stated on each ODC CLIN at the time a reimbursable item is ordered.
