About this file

This is a Questions and Answers document for federal contract solicitation N0060426Q4096, issued on 09 September 2026. The document addresses 35 contractor questions regarding Explosive Ordnance Disposal (EOD) equipment readiness coordination, logistical support, and warehousing services at multiple locations.

The Government estimates Full-Time Equivalents (FTEs) are required to perform the requirement, with staffing distributed between EODGRU ONE (ECH IV) and four ECH V locations. Two dedicated Equipment Readiness Coordinators are estimated for ECH IV, and two coordinators plus one Logistical Support position are estimated for each ECH V location. The Government will provide all NMCI seats, software licenses, and system account sponsorships at no cost to the contractor. All packaging materials, shipping containers, labels, and transportation charges for equipment shipments are Government-furnished. Material Handling Equipment will be Government-provided and maintained. Personnel must possess or obtain a SECRET clearance, with at least 50% possessing SECRET clearance at contract start. The Government's estimated productive hours are 1,600 hours for the base year and 1,912 hours for option years. Overtime is prohibited, and the Government anticipates no workload surges as all events are planned in advance. Travel costs have no profit or indirect costs applied, consistent with current EOD contract terms. No HAZMAT-specific certifications are required at award. The anticipated contract award date is no later than 30 September 2026, with full performance expected at service start. The five-page technical capability statement limit includes the technical submission but excludes the cover page; past performance and pricing narratives are included within the five-page limitation.

If so, please identify the intended authorization and compensation mechanism. If the prohibition will remain unchanged, please confirm that the Contractor will not be required to perform hours beyond the established work schedule and that emergent requirements exceeding available hours will be prioritized or deferred at Government direction.
