The quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government. However, the perceived benefits of the higher priced quotation must merit the additional price.
Evaluation – Commercial Products and Commercial Services:
The following factors will be used to evaluate quotes:
1. Technical Acceptability.
a. Technical will be rated on an acceptable or unacceptable basis. A quotation will be considered technically acceptable if the submission addresses the solicitation requirements and demonstrates good probability of success. A quotation will be considered technically unacceptable if it fails to address the solicitation requirements or demonstrates low probability of success.
b. Only those Quoters who are deemed technically acceptable will be evaluated for past performance and price.
2. Past Performance
a. Past performance will be rated on high confidence or low confidence basis. Quotes demonstrating successful execution of same or similar performance requirements as those outlined in the PWS as well as positive past performance information obtained from Contractor Performance Assessment Reporting System (CPARS) or other sources of information, will receive a rating of high confidence. Quotes failing to demonstrate successful execution of same or similar performance requirements as those outlined in the PWS as well as positive past performance information obtained from Contractor Performance Assessment Reporting System (CPARS) or other sources of information, will receive a rating of low confidence.
3. Price
a. Price submissions will be reviewed for completeness to include all data required in the solicitation, including clear traceability to all cost elements, and both the written narrative and workbook conform to each other.
Price submission should be free from calculation or formula errors.
b. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This includes the Government pre-established Not To Exceed (NTE) travel value of $4,000.00 for base year and option year, and $2,000.00 for the Option to Extend Services. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
The evaluation of options does not obligate the Government to exercise the option(s).
