Final RFP #: N0042122R0185

1. Reference Paragraph: Section L.1.1.1.1(b) / pg. 122-123 / Sample Task #2

Question: In the third bullet, please explain what is meant by the phrase “you have utilized all of your manning.” Does this mean that all of the offeror’s crew members assigned to this contract are actively employed on this contract? Or, does this phrase mean that all of offeror’s crew members designated for

Government Response: The phase “you have utilized all of your manning” has been update to

“you have utilized all of your currently available on site staff” . The phrase “you have utilized all of your currently available on site staff” means all available individuals you have employed on site are currently supporting different small boats and/or vessels. If all individuals are currently utilized and another Government requested event requires small boat support how will the

Offeror support this event?

2. Reference Paragraph: Section L.1.1.1.1(b) / pg. 122-123 / Sample Task #2

Question: It appears that the first four bullets are factual statements, and that only the last two bullets are questions. Please confirm that responses to this Sample Task should only address the questions in last two bullets (since the first four bullets are not questions).

If not, please provide additional detail as to what the Government is trying to ascertain from offerors with respect to the first four bullets.

Government Response: Sample Task #2 has been rewritten for clarity. Please provide a response the questions called out within Section L 1.1.1.1 (b) Sample Task #2.

Describe what will the proposed minimum manning requirements be for RETRIEVER (100’ vessel).

Explain if the Offeror can support these multi day events with the current manning. Please provide rationale.

3. Reference Paragraph: Section L.1.1.1.1(b) / pg. 123 / Sample Task #3

Question: The following sentence appears after this task but before sub-section 1.2: “Provide planning, engineering, and logistics services for the preparation of operational plans for manpower, equipment, instrumentation requirements, and communications, including data communications.”

It is unclear how this sentence relates to any of the sample tasks. For example, is this sentence intended to be bullet f. as part of Sample Task #3?

Additionally, it is unclear what is to be provided with offer to “Provide planning, engineering, and logistics service.” Is this intended to mean that offerors should provide a description of such services?

Government Response: The sentence, "Provide planning, engineering, and logistics services for the preparation of operational plans for manpower, equipment, instrumentation requirements, and communications, including data communications. " is removed from Amendment 0001 of

RFP N00421-22-R-0185.

4. Reference Paragraph: Section L.3.1(b)(i) / pg. 126

Question: Please confirm that lack of a DCSA/DCMA approval letter for our Accounting System at time of offer submission is not a disqualifying factor, provided that such DCSA/DCMA approval is confirmed prior to contract performance.

Government Response: As stated within Section 3.3.3(c ) of the final RFP, " The Offeror shall also provide documentation verifying that it has a DCMA adequate Accounting System in accordance with DFARS clause 252.242-7006, or state that it’s Accounting System has not been approved by DCMA."
