Question # Reference/Question Response

Reference: Att L-2, Table CE-1; Section L, Page 92-93, Part A, Para 2.1 Discussion: Table CE-1, Item 13c identifies the criteria as “offeror performed at two (2) or more sites simultaneously with detachments” while Section L, Part A, paragraph 2.1.c identifies the criteria as “performed at least one (1) site with at least one detachment.”

Question: Can the Government resolve the criteria disconnect between these two documents?

Section L, Part A, Paragraph 2.1c is correct. The corrected Att L-2 Table CE-1 is included with the Amendment 0002.

Reference: Section L, Part B, 1. Vol. I - Executive Summary, a (2).

Discussion: With regards to Past Performance and Corporate Experience evaluations, the narrative says "The description shall include all changes in the organization as a result of a corporate acquisition, reorganization, merger, or other administrative reason and explain how the changes impact the relevance of any contract references provided".

Question: Additional guidance isn't provided at Section L paras 2 or 3 or Section M; how will the Government evaluate the impact of recent mergers/acquisitions of potential offerors, especially considering potential changes to locations, leadership, credentialing and rates?

With regard to Corporate Experience and Past Performance, the impact of recent mergers and acquisitions may be used to assess the relevancy (for past performance) or acceptability of the submission (for Corporate Experience) of the contract from the proposed entity.

Reference: PWS, Para 3.4.1 Discussion: The Contractor shall be responsible for any administrative office supplies and equipment necessary for the performance of the work of this contract unless otherwise specified. Any items not expressly stated as Government furnished shall be the responsibility of the Contractor.

Question: Will the Government provide the office supply list for all facilities including phones, desks, related office equipment and automation, if any? It is not reflected in the Competition Library documents (Numbers (3) and (4)), nor the solicitation material provided.

A list of office supplies will be sent to all offerors that requested the technical library.

Reference: PWS, Para 3.4.2 Discussion: The Contractor shall provide ground transportation for Contractor use at the primary site, on and off installation, flight line use, and for the movement of materials and equipment in the performance of this contract.

Question: Will the Government provide the current list of all vehicles associated with the program nop? It is not reflected in the Competition Library documents (number (5)), nor the solicitation material provided (Attachment 4).

The contractor is responsible for determining the number of vehicles that will be needed to perform the requirements of the contract based on its solution. Currently there are no vehicles provided as GFP and all are furnished by the contractor. Additionally, the current effort is in support of NAWDC, whereas the contract awarded from this solicitation will support the Viper Maintenance Group.

Reference: PWS 4.2.7.1 and 4.2.7.4 Discussion: The narrative below the table states "Both the table and the location list are not inclusive of all potential detachment locations or variation in number of aircraft per detachment."

Question: Will the Government provide adittional historical data regarding OCONUS detachment support for planning purposes?

Question: The narrative below the table indicates this is an average; will the Government be able to provide a projecttion at all, especially as it relates to simultaneous deployments referenced at PWS 4.2.7.4?

A1: The historical data is not available.

A2: The Government will not provide a projection of current dets other than what has been provided in the PWS due to national security.

Reference: PWS 9.1 Discussion: The narrative references Section J, Attachment 9 for minimum manning. There is no Section J Attachment 9 as described. Minimum manning is addressed in Attachment L- 6 Manning. Attachment L-9 is the OECS.

Question: Will the Government confirm the document referenced in PWS 9.1.

Section J Attachment 9 is currently reserved for the purposes of the solicitation. Attachment L- 6 as proposed will be incorporated as Section J Attachment 9 at contract award.

Reference: RFP Section L Part A. para 4, p. 90; Pre-Solicitation Briefing dated 22 June 2022 Question: Section L states, “It is requested that the Past Performance Volume information be submitted 15 days prior to the submission date in Block 9 of the SF33 of the RFP.” The Pre-Solicitation Conference presentation specifies the early submittal documents as Attachment L-1 (ES tables), Attachment L-3 (Past Performance Contract Data), and Annex A documents (SOWs, PWSs, etc.). Will the Government confirm that the early submittal documents requested are Attachment L-1 (ES tables), Attachment L-3 (Past Performance Contract Data), and the Annex A documents (SOWs, PWSs, etc.) -- and not the entire Past Performance volume?

Yes, the Government confirms that the early submittal documents are Attachment L-1 (ES tables), Attachment L-3 (Past Performance Contract Data), and the Annex A documents (SOWs, PWSs, etc.) and not the entire Past Performance volume.

Reference: Attachment 4 GFP Question: The tab titled, “Serially Managed Items” contains no information. Will the Government re-issue Attachment 4, with information in the “Serially Managed Items” tab?

This tab is automatically generated within the PIEE GFP module. All GFP is accurately listed on the non-serially managed Items tab of the GFP Attachment 4 will not be re-issued.

Reference: PWS 9.1 and 9.6 Question: Attachment 9 is mentioned 4 times in the PWS but is not included in the solicitation documents. Section J shows Attachment 9 as “Reserved- Minimum Manning.” Is there a missing Attachment 9, or should the PWS actually be referring to Attachment L-6, Minimum Manning?

See Response to Question 6

Final RFP Questions F-16 Aircraft Maintenance and CLS

Reference: CDRL A011 Question: CDRL A011 has conflicting submission dates for Ground Operating Procedures. In Block 12, it states “15 DACA,” but Block 16 states, “The first deliverable shall be submitted 1 day after contract award.” Will the Government confirm that the contractor’s GOPs are due 15 days after contract award?

This updated CDRL is included with amendment 0002.

Reference: PWS 3.2.5 Question: It is unclear if program personnel will have portable electronic access to Technical Library publications. Will the Government provide Portable Electronic Maintenance Aids (PEMAs) to allow access to technical publications?

Yes, the Government will provide PEMAs.

Reference: RFP Section L Part B para 4.2.1.a Question: RFP 4.2.1.a includes instructions to, "Ensure positions with collateral duties are identified within the Manning Chart." The positions receiving adder pay for collateral duties will also be identified in Attachment L-8. Is it the Government's intent for offerors to identify positions receiving adder (collateral duty) pay within the manning chart? If not, will the Government clarify this requirement?

Column E has been added to each tab of the L-6 Attachment in Amendment 0002. Offerors shall identify the collateral duties held for each Row and the quantity of FTEs in that row that have the specific collateral duty/duties.

Reference: RFP Section F CLIN/Ordering Period Table, p. 42 Question: Within the referenced table, the Transition Period (CLIN 0001) and Base Ordering Period 1 (CLINs 0002—0012 and 0413) both begin on August 1, 2023. Para. f. states “CLIN 0001 will be ordered two (2) months prior to the start of full performance.” This seems to indicate that full performance will not begin until October 1, 2023 (2 months after August 1, 2023). Is it the Government’s expectation that full performance of the contract, covered under CLINs 0002-0012, will not commence until October 1, 2023?

If so, according to para. f., the Base Period will end on July 31, 2024, which would make CLINs 0002,0003, 0005-0009 only 10 months in duration. Will the Government update Attachment L-8 to reflect 10 months vs. 12 months for these CLINs?

If the Transition CLIN is utilized, then the CLIN will be executed prior to the Base Ordering Period being executed. Therefore, the transition CLIN will not run concurrently with contract full performance. The periods contained in Section F of the Final RFP are Ordering Periods.

The specific Period of Performance will be specified at the task order level.

Attachment L-8 will be utilized for the Total Evaluated Price and is correct for the ceiling quantity for each CLIN.

Reference: RFP Section L Part B para 4.2 and PWS para 9.6.3 Question: PWS 9.6.3 identifies a Maintenance Operations Manager as a key position, however RFP 4.2 identifies a Maintenance Supervisor. There is no Maintenance Operations Manager included in attachment L6. Are these two positions synonymous?

This question is unclear. There is no reference to a "Maintenance Supervisor" in RFP 4.2.

Additionally the Maintenance Operations Manager is identified in attachment L-6.

Reference Attachment L-5 CRM Question: In the Cross Reference Matrix, the PWS elements aligned to Section 4.3 Supply Chain Management include PWS 9.6.3—qualifications and responsibilities of the Maintenance Operations Manager. It is unclear how a discussion of Supply Chain Management would include the duties of the Maintenance Operations Manager. Will the Government clarify why PWS 9.6.3 is to be addressed under 4.3 Supply Chain Management?

The Offerors' proposal should identify how supply chain management includes and supports daily maintenance efforts of the Maintenance Operations Manager. Additionally Attachment L- 5 is updated in amendment 0002 to address PWS para 9.6.2 (Maintenance Manager) under the same rationale.

Will the Government consider changing the Very Relevant definition to read “For this solicitation, a past contract is considered to have essentially the same scope, magnitude, and complexity as the solicitation when the past contract involved at least one year of performing O, I, and D level of maintenance on fixed wing jet powered aircraft utilizing COMNAVAIRFORINST 4790.2 Naval Aviation Maintenance Program and/or equivalent maintenance utilizing Air Force Instruction 21-101 Aircraft and Equipment Maintenance Management, and/or Title 14 Code of Federal Regulations with a total fleet size ≥ 30 aircraft.”?

The Government does not intend to change its Very Relevant definition.

Reference: Solicitation module Question: Solicitation shows Response Date as "2022/10/24 11:00 -04:00 EDT".

Will the Government please update the Response Date in PIEE to: "2022/10/25 08:00 am EDT" per Solicitation Amendment 0001?

The Response date listed in PIEE has been updated to reflect the current due date.

Reference: Section L., PART A,4. ELECTRONIC PROPOSAL SUBMISSION; Section L, PART B, 3. VOLUME 3 - PAST PERFORMANCE

Question: L.A.4. Electronic Proposal Submission (Page 90 of 115) - The submission date for all Volumes shall be no later than the date and time specified in Block 9 of the SF 33 of the RFP. It is requested that the Past Performance Volume information be submitted 15 days prior to the submission date specified in Block 9 of the SF 33 of the RFP.

L.B.3 - Past Performance (Page 93 of 115) For this volume, the Offeror shall identify all relevant contracts (where for the purpose of these instructions the term contract also refers to delivery order or task order), or those portions of a relevant contract, where performance meets the definition of recency (defined in Section M) for the principal entities, identified in Table ES-1 (Offeror Summary). The relevant contracts provided for each principal entity shall be relative to its proposed role and responsibilities identified in Table ES-1 (Offeror Summary). Commercial contracts may be included. Offerors shall also identify relevant contracts that meet the definition of recency (defined in Section M) that had any show-cause notices, cure notices, or termination for default.

For large contractors, this requirement could amount to a significant number of contracts.

Q: In order to comply with the extensive writing requirement would the Government please consider extending the due date for the Volume 3 Past Performance to be due the same time as the Proposal; or would the Government consider limiting the number of contracts submitted no more than 5 references?

The Government does not intend to limit the number of Past Performance References submitted. Early submission of past performance information is a request to facilitate evaluation of the past performance volume and completeness of early submission documentation will not adversely affect the Offeror, but the Government has extended the request date for early past performance information to 8 days before final proposals are due as part of Amendent 0002. The full proposal is due at the specified due date in block nine of the SF-33. If any contracts have been added since submission of the early past performance information, this should be noted in Attachment L-1, Table ES-2 of the final proposal submission IAW Section L Part B Para 1.b.

Reference: Section L VOLUME 6 - CONTRACT ADMINISTRATION, 6.f. (pg. 105 of 115) Question: Solicitation states: "Model Contract Documents: Documents such as Specifications(s), PWS, SOW, etc. that are provided for evaluation of the Technical Factor should be referred to here and provided only once."

o Do you want the solicitation PWS provided in full within "Volume 6 - Contract Administration"; or, o Is the Government referring to "VOLUME 4 - TECHNICAL, Att_L-5_CRM-FINAL" PWS (pg. 89 of 115) ref. paragraphs in Table G-2.

Please clarify if offeror is to include PWS requirements from Attachment L-5 in "Volume 6 - Contract Administration"?

This section has been changed. Please see Amendment 0002. The Offeror is not required to provide a copy of the PWS as part of its Volume 6 submission.

Reference: Section L VOLUME 6 - CONTRACT ADMINISTRATION, 6.f. (pg. 105 of 115) Question: Solicitation states: "The final document from the Technical Volume will be used when a model contract needs to be established vice creating a new document." The last document described in the Technical Volume is "Attachment L-7 Small Business Participation Commitment Document (SBPCD) per "4. VOLUME 4 - TECHNICAL" (pg. 96 of 115). The SBPCD is required to be provided as Annex C (per page 99 of 115).

Please clarify if the SBPCD is to be included in Volume 6?

This Section has been changed. Please see Amendment 0002. The Offeror is not required to provide a copy of the SBPCD as part of its Volume 6 submission.

Reference: Section L VOLUME 6 - CONTRACT ADMINISTRATION, 6.f. (pg. 105 of 115);

2. PROPOSAL FORMATTING,

para. 2.1.6 (pg. 87 of 115) Question: Solicitation (6.f, pg. 105) states: "The model contract documents should be provided as a separate electronic file and as a separate section in this volume."

Solicitation (para. 2.1.6, pg. 87) states: "The Offeror should provide one folder for each volume or annex, containing all electronic files requested within the volume or annex.

Please submit each volume, book, or annex as one file if possible. Offerors should not provide each section/paragraph as separate files."

Please clarify if you want the model contract documents provided:

o both as a separate electronic file and as a separate section in the volume; or, o if the model contract documents are to only be provided as a separate section within Volume 6 (and not as a separate electronic file).

It is requested that Offerors provide model contract documents as both separate electronic files and a separate section in Volume 6.

Reference: Section L VOLUME 6 - CONTRACT ADMINISTRATION, 6.f. (4) (pg. 106 of 115) Question: Subparagraphs (1) through (5) list documents the offeror is to provide within Volume 6. Subparagraph (4) states: "Section H (including any other proposed clauses . . . " Please clarify if Section H of the solicitation is to be included in Volume 6 even if there are no proposed changes?

The Offeror should only provide additional H clauses as part of Volume 6 if applicable. Section H does not need to be included in Volume 6 if there are no proposed additional clauses.

Reference: SF-33 Block 9 Question: The due date stated on SAM.Gov of 25 October 2022 is not indicated on the SF- 33, Block 9 (which is blank). Recommend the Government update the SF-33 with the due date.

The due date of 25 October 2022 at 8:00 AM is noted in Section A of Amendment 0001.

Amendment 0002 extends the due date to 01 November 2022 at 8:00AM. A conformed copy of the RFP will be provided with Amendment 0002 which will show Block 9 on the SF-33.

Reference: PWS Paras 3.6.4 and 9.6.20; Att L-6, All Worksheets Question: PWS 3.6.4 requires the contractor to provide access control to the contractor spaces, aircraft equipment, and personnel on site 24/7.

PWS 9.6.20 designates DoL SCA SOC 01112 as "Access Control Clerk". Att L-6 designates DoL SCA SOC 01112 position as "General Clerk II".

According to the SCA DIRECTORY OF OCCUPATIONS Fifth Edition, (Revision 1) dated September 2015, the General Clerk position description does not match the PWS requirement. A better match is the Guard II (DoL SCA SOC 27102).

Recommend the Government change PWS para. 3.6.4, PWS para. 9.6.20, and Att L-6 positions from General Clerk II to Guard II.

The Guard labor category cannot be used for this requirement. The title of Access Control Clerk , the responsibilities in the PWS, nor the titles in Attachment L-6 will be changed.

Reference: PWS 7.1 and 7.1.4; Att L-6 NAS Fallon Worksheet; Appendix A Wage Table Question: PWS 7.1 states:

"For the F-16, the Contractor shall provide two supply personnel to track, account for, and ex pedite the movement of all material between operational sites, Tucson ANGB (162nd FW), and Edwards AFB (412th TW)."

PWS 7.1.4 requires expeditor services solely in support of this contract.

Att L-6 does not include a skill type or CBA Labor Category for Material Expeditor positions.

The CBA shows a Material Expeditor position which is at a higher wage rate than Supply Technicians, which is included in Att L-6.

Q: Please clarify why Att L-6 does not include a Material Expeditor position. Recommend this position be included in Att L-6 for those specific roles required material expediting.

PWS paragraph 7.1 is updated to state two expeditors as opposed to two supply personnel and Attachment L-6 is updated to include the material expeditor position as part of the minimum manning. Please see Amedment 0002.

Reference: PWS 11.0 Performance Metrics Question: The following was removed from the 2nd para from the Draft PWS, "Any relief provided by the COR shall not apply to the Performance Metric Reduction clause contained in Section H."

Q: Please provide the Government rationale for removal of this statement to assist offerors in their risk planning.

The Section H clause will be consistent with the performance metrics defined in paragraph 11 of the PWS.

Reference: Attachment L-6 NAS Fallon Worksheet NALCOMIS/Maintenance Admin Question: Government minimum manning includes 6 x NALCOMIS/Maintenance Admin.

positions. Fallon CBA includes labor categories "Maintenance Admin. Specialists" and "Logs and Records Technicians"; both of which are required positions in COMNAVAIRFORINST 4790.2D. The labor categories are not the same rate in the CBA, potentially causing a cost realism issue. Please clarify if the Government's minimum manning for the Maintenance Administration manning includes Logs and Records Technicians. Also, respectfully recommend the Government consider specifying the minimum manning for each of these labor categories in the Government's Minimum Manning requirements.

Attachment L-6 has been updated to address the separate positions of Logs and Records Tech and NALCOMIS IT in accordance with the requirements of the 4790 and the CBA at Fallon.

Reference: Attachment L-6 NAS Fallon Worksheet Maintenance Supervisors Question: Government Minimum Manning only provides for one supervisor position (Material Control Supervisor). The ratio of Managers/Supervisors-to-CBA employees appears to be insufficient. Lack of appropriate supervision would incur a risk to the Government in that CBA leads generally cannot provide stuffiest workforce accountability, prioritization of work effort, and assessment of performance to standards.

Recommend the Government revisit Att L-6 Minimum Manning to consider the risk of a shortfall in maintenance supervisors-to-CBA employee ratio.

In accordance with paragraph 9.1 of the PWS, the minimum manning does not guarantee successful contract performance and the Contractor shall be prepared to add additional personnel as required to meet performance thresholds. Offerors should propose the manning required to support its proposed approach.
