Questions & Answers 4/7/2020 Q1: Our email system will not allow me to add your certificate so that we can submit encrypted, would it be possible to utilize https://safe.apps.mil to submit securely?
A1: Yes, the Government will accept proposals through https://safe.apps.mil. If submitting through DoD Safe (https://safe.apps.mil/), an email shall be submitted to Sarah Sullivan at sarah.sullivan@navy.mil NLT 1400 on April 8, 2020 requesting a “Drop-Off Request Code.” The “Drop-Off Request Code” email must specify if additional codes are required for Subcontractor(s) and provide Subcontractor POC email addresses. Upon receipt, a response email will be sent by the Contract Specialist to the Offeror and Subcontractor(s) that contains the “Drop-Off Request Code(s).” This code(s) authorizes the Offeror and Subcontractor(s) to “Drop-Off” the proposal documents. This change will be reflected in Section L, Part A, 2.0 Proposal Format.
Questions & Answers 3/30/2020 Q1: Section L, Part B Specific Instructions, Paragraph 1.1 requires that we provide the “Department of Defense Activity Address Codes (DoDAACs) for the prime contractor and all proposed subcontractors”. DoDAAC codes are codes that uniquely identifies a government unit, activity, or organization that has the authority to requisition and/or receive material, they are not to my knowledge assigned to contractors. Can you please clarify what is required?
A1: Contractors don't have DoDACCs. The Government wants the DoDACCS and points of contact for the DCMA, DCAA, and DFAS agencies associated with all prime contractors and subcontractors proposed. This clarification will be reflected in Section L, Part B Specific Instructions, Paragraph 1.1.
Questions & Answers 3/19/2020 Q1: Key Resumes – Section L requirement states that resumes should include a letter of intent of employment, can you please clarify whether this is required for all key employees or only contingent hires?
A1: A letter of intent of employment shall only be submitted for contingent hires. This will be reflected and updated in Section L, Volume 2, Section 2.3.
Q2: Given the current “Maximum Telework” recommendations is there a possibility of lifting the requirement for hard copy submissions and accept electronic delivery of our proposals? Hard copy submissions will require us and our subcontractors to go into our offices in order to put together the binders and all of our companies are following the NAVAIR guidance to only go into work for emergency situations. If not can you please confirm that there will be personnel on-site to receive our submissions.
A2: Due to the current “Maximum Telework” policy in response to the COVID19 pandemic, the Government will accept electronic proposals. The submission shall be in two formats: one compatible with Microsoft Office Word and one compatible with Acrobat Adobe Reader. Additionally, attachments P3 and P7 shall be submitted in formats compatible with Microsoft Excel and with a file name extension of .xlsx. Offerors shall only submit proposals through email to Sarah.Sullivan@navy.mil, with a subject title of the Solicitation Number N00421-20-R-0099. In order to compete for the task order contemplated by this solicitation, a submission must be received no later than 11:00AM EST on 9 April 2020. These changes will be reflected in Section L, Part A, 2.0 Proposal Format, and 4.0 Proposal Submission.
