Sample Task 3: International Programs Security Support (Foreign Disclosure and Foreign Visits)

a. Background – NAWCAD Security Department provides embedded program security support to assigned NAVAIR Program Offices to provide security guidance to Program Management regarding International Programs Security Support requirements and provide subject matter expertise on security as it relates to foreign nationals in the workplace, on foreign disclosure policy, on export compliance and on foreign visits. The contractor is responsible for providing expertise in reviewing current policy and managing the detailed process tasks associated with ensuring the information and products are sanitized and marked in support and as directed by Foreign Disclosure Officers and or Designated Disclosure Authorities. The contractor will coordinate for any additional approvals from other stakeholder in accordance with policy and foreign disclosure guidance to reduce risk and support an uncompromised asset delivered to our allies.

b. Program Manager Aircraft’s (PMA) 288 has managed the Navy’s F-55 Aircraft for the past 25 years. The F-55 Program of Record (POR) was established as a joint project with the Air Force and there are several Foreign Military Sales cases that have been established through both services. PMA-288 has also recently signed a Memorandum of Understanding (MOU) entering into a cooperative effort with one of their FMS customers for collaboratively working to add capability to the F-55 platform over the next decade. Under the MOU, both nations signed a Project Arrangement that establishes a Joint Program Office (JPO) during the 10-period of capability development. The Navy is planning to end its active fleet involvement with the F-55 Aircraft within the next fiscal year and transition to a new weapons system, which is currently being developed by an industry partner. The new weapons system, titled F-56, will meet all previous mission requirements of the F-55 as well as introduce several new capabilities, which will provide a technological advantage over our adversaries. Navy Disclosure Policies do not include these advanced capabilities at this time. The F-55 Aircraft will remain as a POR for the Air Force and will continue to be supported by both services for all FMS customers. The Navy PMA-288 will continue to support capability development for the F-55 platform and systems through their cooperative JPO while also looking into potential new business FMS case development with other nations on both the F-55 and F-56 platforms.

c. PMA288 has never had dedicated, embedded security support in the form of a Program Security manager (PSM), Foreign Disclosure Officer (FDO) or a trained CSS Security Specialist or Disclosure Analyst to manage all Program security requirements. Overall Program Security risk has been measured and found to be at a very high level. The Project Security Instruction (PSI) for their new cooperative effort is only in draft form and there are no established internal PMA processes for foreign disclosure. PMA288 and their prime contractor average six classified spillages each year and an unknown amount of unauthorized disclosures to their current FMS partners. Findings from preliminary Inquiries identify an absence of security requirements documented in Statements of Work (SOW), lack of understanding of the SCG determination, training insufficiencies, deficiencies with implementing required Cyber Security practices or procedures and poor practices with managing information released to the public. FMS Case Managers and FMS Case Program Analysts appear to have a general lack of knowledge and awareness to the Technology Transfer and Security Assistance Review Boards (TTSARB) that apply to their respective cases.

The offeror shall develop an approach and plan that outlines how the they would manage the International Security Support requirements for the Program Office. This includes foreign disclosure and general security support as it relates to foreign national interaction in execution of PMA efforts. Give consideration to current FMS cases, new business case development effort for current and new platform, and for the new cooperative JPO effort. Interactions and information sharing with Foreign Liaison Officers, embedded Cooperative Project Personnel, and Personnel Exchange Program from non-FMS partner nations should be expected.

The offeror’s approach and plan shall specifically address the following areas:

1) Describe the current and potential security risks that must be accounted for considering the cooperative program, all current FMS cases and potential FMS case development for both the F-55 and F-56.

2) Develop a plan to address the implementation of foreign disclosure processes for all international security support to PMA288 that includes new information requests and requests for information already previously released as it apply to current FMS cases. How would the process be different for new business cases? Include in the plan any process differences for the cooperative JPO effort as it applies to the products and resources that will need to be utilized to make disclosure decisions.

3) Describe critical outside dependencies that can influence the offeror’s ability to execute the desired plan, and how to manage them if possible.

4) What types of resources are anticipated or required to support the execution of your plan and how would they be utilized?
