Q1. Please reconcile and explain the following discrepancies between the instructions tab and the IDIQ Ordering Tab on Attachment 04 - P6 – Cost Summary:
a. Part 16 of the Instructions provides several cell references for column H (H400, H401) and column G (G423, G424) that do not align with the cells on the IDIQ Ordering Period tab.
b. Parts 20 through 26 of the Instructions provides several cell references for which the rows in the 400s do not exist.
c. Part 24 references entering amounts for NMCI in cells I428, etc.
A1. Cell values on Instructions tab have been updated to properly align with IDIQ
Ordering Period tab. A revised Attachment 04 will be provided via Amendment 0001.
Q2. The Instructions tab on the Attachment 05_P7_Fully_Burdned_Labor_Rates states to enter the Fully-Burdened Labor Rate per Hour in Columns D-H. However, the Fully Burdened
Labor Rates tab those columns are labeled “Proposed Annual Fully-Burdened Labor.” Please clarify if Offerors should enter the rate per hour or annual rate for each person proposed.
A2. Offeror should enter rate per hour (following Instructions tab). Attachment 05 will be updated in Amendment 0001 to clarify.
Q3. The Instructions tab on Attachment 05_P7_Fully_Burdned_Labor_Rates references a P-5 in the Individual Designator description area. However, no Attachment “P-5” was provided with the Solicitation. Please clarify.
A3. Attachment 05 will be updated in Amendment 0001 to remove reference to P-5.
Q4. Section C, 3.2.7.10 Quality Assurance of the Solicitation states “The Government shall evaluate the Contractor’s performance under this contract and orders in accordance with the
Contract Surveillance Plan (CP).” Please provide a copy of the CP.
A4. Contract Surveillance Plan (to include the Contract Surveillance Activity Checklist) will be provided as Attachment 7 via Amendment 0001. Section C, paragraph 3.2.7.10 will be revised accordingly.
Q5. Section L 3.0 Proposal Content and Volumes states:
“Page limitations for each volume, if any, are also specified in the table below; title and table of contents pages do not count towards the page limit. Any pages submitted exceeding the page limit shall be disregarded and NOT evaluated.”
Please clarify the definition of one page. Does one page constitute both front and back or just the front (with the back blank).
A5. One page constitutes just the front (with blank back). Should an offeror choose to utilize double-sided printed, which is encouraged, any page with text will be counted as one page with the exception of title and table of contents pages.
Q6. Section L., Para 3.3, Page 69 states: “The Offeror shall also provide documentation verifying that it has a DCMA approved Accounting System in accordance with DFARS clause
252.242-7006, or state that its Accounting System has not been approved by DCMA.”
Will the government accept a letter from a CPA stating that the company’s accounting system is
DCAA-compliant in lieu of having a DCMA-approved accounting system at time of proposal submission?
A6. Section L, Part B, Paragraph 3.3 will be revised to clarify the requirement for an acceptable accounting system in accordance with DFARS clause 252.242-7006.
Q7. Section L., Para 3.5.2, Pages 70-71, shows a Labor Hours Chart. This Table shows that the
Software Developers and IT Specialists are to be located at the Contractor Site. In Para 3.5.4, page 71, it states: “This requirement shall be performed approximately 26% off-site at the contractor’s facilities and 74% on Government site at Patuxent River NAS. The Contractor site must be located within a ten (10) mile driving vicinity of NAVAIR/NAWCAD, Patuxent River
MD. Software Developers and Information Technology Specialists can meet the requirements of
SOW Paragraph 3.3 via telework; therefore, the ten mile driving vicinity does not apply to these labor categories.”
If 13 of the 50 positions (26%) are software developers and IT specialists who can telework and do not have to meet the ten-mile driving vicinity rule, and the remaining 37 (74%) are located at the government site; can the government please clarify the requirement to have a contractor site located within a ten (10) mile driving vicinity?
A7. Due to space limitations at the Government site throughout the life of the IDIQ Contract, it may be necessary to move Contractor personnel located on the Government site to
Contractor site locations. These Contractor personnel that may be relocated to the
Contractor site must be within the 10 mile driving vicinity in order to respond to their
Government location to provide the necessary support as needed for the tasking.
Q8. Section 3.1.2 “Work Location and Facilities” indicates that 26% of the work will occur on contractor site within a 10 mile vicinity of Pax River. Can the government confirm that the expectation is for the contract awardee to have a physical office presence for contractor site personnel within 10 miles of Pax River? Would it be allowable for that 26% of contractor site work to be performed via telework or at a contractor facility within the Washington DC metro area, assuming ad hoc meeting space is made available within the 10 mile radius?
Q9. Since this solicitation is a total small business set-aside, a small business subcontracting plan is not required. Will the government remove clauses 52.219-9, 252.219-7003, and 252.219-
7003 Alt I from Section I?
A9. These clauses do not apply to a set-aside scenario, and therefore are not required for this solicitation. As such, they have been removed from the solicitation in Amendment
0001.
10. Q&A #13 from the draft RFP indicated that the government is unable to sufficiently identify requirements to allow for a fixed-price type contract. In order to foster more robust competition and greater cost savings under this effort, would the government consider either a Firm Fixed
Price Level of Effort (FFP-LOE) contract type or a Time and Materials (T&M) contract type?
Both of those contract types would be easier for the government to administer and would provide a mechanism to ensure the government is receiving a defined minimum number of hours per labor category.
A10. Based on their applications as described by the FAR, neither FFP-LOE or T&M are appropriate for this requirement. The Government intends to procure these services as cost-reimbursable.
Q11. Assuming the government changes the contract type of this solicitation and resultant ID/IQ to FFP-LOE or T&M, would the government remove the requirement identified in Section 3.3
“Price/Cost Information” on pages 68-69 requiring Forward Pricing Rate Agreements and a
DCMA approved accounting system. This approach will streamline the government’s cost analysis of Offeror proposals and foster a more robust competition amongst Industry, resulting in a net benefit to the government.
Q11. Based on their applications as described by the FAR, neither FFP-LOE or T&M are appropriate for this requirement. The Government intends to procure these services as cost-reimbursable.
Q12. Final PWS, page 63, Section L, Paragraph 3.0 Table specifies that the Management Plan is limited to ten (10) pages and resumes are limited to two (pages) per resume. Does the cover page and table of contents count as part of the 10 page limitation for the Management Plan or resume section of the Management Plan?
A12. Neither the cover page nor the table of contents count toward the Page Limitation.
Section L, Part A, Paragraph 3.0 will be revised to include an exception to page count for the cover page.
Q13. Section L, 1.0 Volume 1: Technical, 1.2 Workforce: Key Personnel Resumes specifies one
(1) resume per each KEY LCAT position is required (total 6 Key resumes required for the proposal). Per the PWS "Offerors shall not propose a prospective employee for a key labor category." Considering just as an example, the Acquisition Analyst, Senior position has 11,520 labor hours per year. At 1920 hours per year per FTE this implies there are six (6) Key FTE per year for this LCAT. With respect to pricing for this specific example, are all six FTE proposed required to be either "Contingent Hires" or "Current Employees" or, can they be a mix of
"Contingent Hires", "Current Employees and "Prospective Employees"?
A13. Only those individuals for which a resume are provided are considered key personnel.
Therefore, only one FTE from each “key” category identified are considered key personnel; these individuals shall be either contingent or current employees. The remainder of the FTEs for the “key” categories identified may be proposed as either
Contingent Hires, Current Employees, or Prospective Employees.
14. Can you provide additional instruction regarding the proposal submission instructions the
IDIQ RFP for Acquisition Support Services for NAVAIR? The RFP has the address and that a
CD-ROM is required, but it does not have how many copies of the proposal should the offeror submit? Will a signed original be required? How many CD-ROMs should be submitted?
A14. Please refer to Section L, Part A, Paragraph 2.0 for proposal submission instructions regarding the CD-ROM. Please refer to the table at Section L, Part A, Paragraph 3.0 for copies required of the proposal.
