Question #1: Section L Page 81 says 1.1.1 Project Support should address SOW 3.3.4 and
3.3.5 however page 83, section 1.1 first sentence says Project Support should address SOW 3.3.5 (does not include 3.3.4). Please clarify if
1.1.1 Project Support should address both SOW 3.3.4 and 3.3.5 or only 3.3.5.
Answer #1: The chart within Section L, Paragraph 3.0 will be updated in a forthcoming solicitation amendment to remove SOW 3.3.4 from the 1.1.1 Project Support section. As a result, only SOW 3.3.5 will need to be addressed for 1.1.1 Project Support.
Additionally, your question made us realize that the final RFP includes an outdated version of the Section C - Statement of Work. As a result, the forthcoming amendment will include an updated Section C - Statement of Work which is in alignment with the Statement of Work posted in the Draft solicitation announcement. The subject solicitation Amendment (#0001) will be posted to FBO today (1/29/2019).
02/08/2019 Question #2: The table in Section L, para 3.0 (page 81) lists "Completed Attachment P6" for the Technical Volume, Workforce Section 1.2.2.
Page 84, Technical Volume, section 1.2.2 Labor Mix, instructs "The offeror shall utilize Attachment P6 to propose the labor categories and hours (regular and overtime) as outlined in Section L, Paragraph 3.5.2."
The example table shown in 3.5.2, page 89, is quite different from Attachment P6 (which also contains cost data that shall not be included in the Technical Volume). Please clarify.
Answer #2: The Section 1.2.2 requirement for a "Completed Attachment P6" has been removed from the 1.2 Workforce section contained in the table within Section L, paragraph 3.0.
Section L paragraph 1.2.2 - Labor Mix, which states "The offeror shall utilize Attachment P6 to propose the labor categories and hours (regular and overtime) as outlined in Section L, Paragraph 3.5.2" has been deleted entirely.
It is the Government's intent for the completed Attachment P6 only to be submitted within the Cost Volume. Language has been added to the table in Section L paragraph 3.0 to further clarify the submission of Attachments P4, P5, P6, and P7. Offerors will be expected to utilize the data contained in the Section L Table 3.5.2 to complete Attachment P6 for the cost proposal.
