About this file
This draft request for proposal outlines laboratory support services required by the Naval Air Systems Command. The 5.4.3 Integrated Battlespace Simulation and Test Simulation Division operates a number of laboratories used for research and development, flight test support, life-cycle operational support, and simulation initiatives including common architectures and interfaces, cross-platform communications, live virtual constructive events, air system stimulation, and verification and validation activities. The laboratories provide simulation support for other laboratories, programs, and activities as required. Laboratory support services include providing simulation products for requirements analysis, test and evaluation, and training applications across DoD and Foreign Military Sales customers. All questions and comments on the draft RFP must be submitted by email to the specified Navy contacts by January 2019, when the final RFP is anticipated to be released.

Government Furnished Property Estimate Below is the Government’s estimate of the Government Furnished Property (GFP) that will (or can) be provided to the Contractor in support of this contract. GFP provided will be dependent on Task Orders issued under this contract.
Per SOW paragraph 3.1.2.3, the Government shall provide Unclassified RDT&E computers and computer network connectivity for off-site contractors providing direct full time technical support that requires RDT&E network access. RDT&E network access is typically required when access is required to 1) a government owned RDT&E software design environment, 2) government owned configuration management tools and repositories, and 3) government owned computer aided design (CAD) development environments and libraries. In these cases, access requires use of a government owned computer to maintain network accreditation. Unclassified government RDT&E computers will only be provided to individuals with a GENSER Secret clearance or higher.
