AMENDMENT 0002 Q&AS

N00421-17-R-0007 Amendment 0002 Questions and Answers

1. The response to Question #7 states that PBSOW tasking shall only be addressed once instead of providing a response for the PBSOW tasks that are duplicated for the different funding types. Further, the response to Question #12 stated the Government will allocate labor costs to the labor CLINs as stated in Paragraph 4.6.2. For clarification, does the Government intend for Offerors to allocate hours for the separate funding tasks/CLINs (NWCF, O&MN, etc.) in Attachment P2, or should the hours be only broken out to the single CLIN level 0001, 0101, 0201, 0301, 0401 as indicated in the response to Question #7 and #12?

ANSWER: The hours should only be broken out to the single CLIN level 0001, 0101, 0201, 0301, 0401.

2. Section C, Paragraph 11.0, Page 50: The Computer Specialist and Senior Computer Specialist labor categories require a Top Secret security clearance within 20 days of contract award. However, the DD Form 254 specifies a “Secret” level. Additionally, there are no special access requirements, such as COMSEC, identified on the DD Form 254. Please clarify.

ANSWER: The Computer Specialist and Senior Computer Specialist labor categories have been revised to require a Secret clearance. The DD254 will remain unchanged at the Secret level. Section C has been revised and provided with this Amendment. *

3. In reference to question #27 in Amendment Q&A, will the Government consider excluding the one-page Volume 5 from the page limit for Volume 1 – Executive Summary?

ANSWER: The Government will exclude the one-page Volume 5 from the page limit for Volume 1 – Executive Summary. Section L has been revised and provided with this Amendment. *

4. Would it be permissible for the Offeror to convert Attachment P6 to an older version of Excel to be compliant with the RFP instructions or leave it as the Government has provided with a newer version of Microsoft Excel?

ANSWER: Offerors should utilize MS Office 2010 Excel for Attachment P6. Section L has been revised and provided with this Amendment.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
