ACETEF RFP Questions for Amendment 2

12. Reference: RFP, PWS, Page 9, Paragraph 2.1: Can the Government provide a copy of the 5.4 IBST Department Security Standard Operating Procedures (SOP)?

Answer- An abridged version of the IBST SOP will be provided. Offerors shall contact the Contract Specialist in order to obtain access to the document. This version is sufficient for Offerors to use for proposal purposes. The full version will be available to the Offeror who is awarded the contract.

The Contract Specialist will send this document to the interested Offeror utilizing the Army Aviation and Missile Research Development and Engineering Center Safe Access File Exchange (AMRDEC SAFE).

Reference: RFP, PWS, Page 10, Paragraph 4.1.8: Can the Government provide a copy of the ACETEF Standard Operating Procedures (SOP) and instructions?

Answer- The ACETEF-specific SOP is contained within the IBST SOP.

14. RFP Section M Part B 1.3 Management and Transition Plan on Page 91 of 96 state: “With respect to the Small Business Utilization Strategy, the Government will evaluate the Offeror’s strategy for utilizing Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Businesses, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business concerns and Historically Black Colleges/Universities and Minority Institutions (HBCU/MI. Such evaluations will focus on the extent of participation by small business concerns and the realism of the methods and effectiveness of the Offeror in finding, encouraging, and commitment to the use of these small business concerns in its business approach. “. Since this is a small business set aside, is it still a requirement to include this information? If so, please clarify where the information should be provided including the format and content requirements.

Answer-An Amendment will be issue to the RFP deleting the reference to small business.

15. On pages 79 and 80 there are two paragraphs numbered 2.3.2. Should the second paragraph Qualification / Recruitment / Retention be numbered 3.2.3 with the numbers rolling on Task Order Processing and Execution and Transition Plan? Please Clarify.

Answer-An Amendment will be issue to the RFP to update the numbering. The paragraph should be 2.3.3, 2.3.4, 2.3.5, 2.3.5.1, 2.3.5.2 and 2.3.5.3.

16. Would the government please clarify the apparent discrepancy between the Section L requirements for Volume 3 - Past Performance and the Attachment 4 Past Performance Matrix wherein:

a. The Section L instruction calls for a Past Performance Summary: Contract Number/Delivery Order Number, Contract Type, Procuring Agency, Program Name, Total Contract Cost, Brief description of work performed, Period of Performance, Valid name, phone number, and email address of CO and COR, Small Business Subcontracting Goals and accomplishment, description of performance in delivering quality services in multiple areas, and Demonstrate the relevancy of the Offeror’s systemic improvements.

Answer-The Offeror is to provide the requested information specified in Section L and in Attachment P4, these are separate requested documents.

b. The Attachment P4 Past Performance Matrix only includes: Government Activity/Company Name, Address, CAGE Code, Point of Contact with Telephone number and Contract number, contract value, work description, Contract Completed on Time, Contract Completed at cost, explanation for no answers and date and Point of Contact who confirmed receipt of Past Performance Questionnaire package and method of transmittal.

Answer- Attachment P4 Past Performance Matrix is a separate document. Submission of the Attachment P4 and P5 has been changed to 16 Dec 2015, the same date and time of proposal. Attachment P5 has been revised with updated address and submittal time.

c. This attachment does not provide adequate instructions where Offerors are to provide information that can satisfy the Section L and Section M requirements for relevancy, degree of subcontracting/teaming, performance confidence assessment, and risk. Is it the government’s intent that each Offeror submit a 15 page summary of the information in the in section L Past Performance summary instructions supplemented by the Attachment 4 Past Performance Matrix? Please Clarify.

Answer- It is the Government’s intent that each Offeror submit a 15 page summary of the information in in Section L Past Performance summary instructions supplemented by the Attachment 4 Past Performance Matrix. Please note that Past Performance due date has been revised to 16 Dec 2015.

17. Would the government please clarify the following omissions in the final RFP when compared/contrasted with the Draft RFP? In the government’s clarification please include any page count considerations.

a. In the Draft RFP, the government’s Section L instructions for the PWS narrative in 2.4.1.2 instructed Offerors to address PBSOW 4.0 and 4.1 in management plans. In the final RFP there are no instructions for addressing these sections of the PBSOW in the Offeror’s proposal. Please Clarify.

b. In the Draft RFP, the government’s Section L instructions for the PWS narrative in 2.4.1.2 instructed Offerors to address PBSOW 4.7 in the technical approach and understanding, this section is omitted in the table in Section 2.1.1.2 of the final RFP. Please Clarify Answer- The Government made a determination to omit 4.0, 4.1, and 4.7 from Section L, 2.1 Understanding of the Work and Technical Approach, table 2.1.1.2, from the final RFP.

18. Would the government please clarify the following inconsistency between Section L paragraph 1.2, Section M in regards to Personnel and Staffing? In the government’s clarification please include any page count considerations:

Section M, Part B, 1.0 Technical, 1.2 Personnel and Staffing states” For this factor, the Government will evaluate the quality of the workforce and key personnel proposed. Personnel will be evaluated on the extent to which they meet or exceed the corresponding labor category qualifications outlined in Section C of the PSW.”

Section L Paragraph 2.2 Personnel and Staffing only addresses the government’s requirement to submit the resumes of Key Personnel.

Should there be a Workforce Matrix attachment in the RFP for Offerors to demonstrate the qualifications of their proposed workforce in order to satisfy Section L and M criteria for the technical team’s evaluation? Please Clarify.

Answer- The Government concluded the Workforce Matrix spreadsheet would only be beneficial for key personnel and since we are only looking at key positions, the resumes suffices rather than the Workforce Matrix.

19. Would the government please clarify the following inconsistency in Section L Proposal Format paragraph 2.2 where Offerors are instructed to provide electronic files compatible with Microsoft Office 2007 and Section 4.1.1(a) where Offerors are instructed to provide the breakdown of cost/prices in a digital copy in MS Office Excel 2010 format?

Answer- RFP Section L-1, 4.1.1 Volume Content paragraph (a) is revised to read “the breakdown of cost/ prices shall be provided separately in one digital data copy in MS Office 2007 Excel format on CD-ROM media.”

20. Would the government please clarify the page count inconsistency in Section L Personnel and Staffing paragraph 3.1 and paragraph 2.2.2.1; and Performance Work Statement (Section C) Paragraph 10.4 on pages 16-17?

In Section L, Paragraph 3.0 Proposal Content and Volume, paragraph 3.1 Table. The page count for Personnel and Staffing is 15 pages. In Section L, Part B Specific Instructions, Paragraph 2.2.2.1 states “The Offeror shall provide a resume that demonstrates the specialized experience of each key person proposed. Resumes shall not exceed three (3) pages for Key Personnel.” Paragraph 10.4 Labor Categories, page 16. In this table it identifies the eleven (11) key personnel resumes that are required.

Is it the Government’s intent to allow Offerors 3 pages for each of the 11 required key resumes? Please Clarify.

Answer- It is the Government’s intent to allow Offerors 3 pages for each of the 11 required key resumes plus 15 pages allowed for Personnel and Staffing a total of 26 pages.

21. Request government clarify if the Offeror’s will be held to the 252.204-7012 contract clause dated Nov 2013 or the Sept 2015 contract clause date located in Section I Contract Clauses.

Answer-An Amendment will be issue to the RFP updating the DFARS clause, Offeror’s will be held to the 252.204-7012 contract clause dated Aug 2015.

22. This solicitation uses Product Service Code (PSC) AC 16, R&D- Defense System Aircraft (Management/Support). In reviewing the Federal Procurement Data System (FPDS) Product and Service Codes Manual effective October 2011 it is noted that AC 14 R&D Defense System: Aircraft (Engineering Development) or AC 12 R&D Defense System: Aircraft (Advanced Development) appear to better describe the tasking identified in the solicitation as this is more of the Engineering and Applied Research and Development of aircraft capabilities enhancements and associated test capabilities than it is management/support for aircraft R&D activities? Please Clarify.

Answer- The PSC code has been revised to AC14 R&D- Defense System: Aircraft (Engineering Development)

23. Would the government please clarify the application of DFARS 5252.237-9501 Addition or Substitution of Key Personnel to this contract in conjunction with DFARS 5252.211-9503 Level of Effort that highlights Key Personnel Labor Categories when contrasted with Section C paragraph 10.4 Labor Categories where the government identifies Key Positions as a number of Key Billets that are less than the total number of personnel in the government’s Government Cost Estimate LOE for labor categories designated as Key? Does the substitution clause apply to all the personnel proposed for that labor category or only those within the labor category who fill billets designated as key? Please Clarify.

Answer- The substitution clause applies only to the designated labor categories whose billets are designated as key.
