ACETEF RFP Questions
1. Question: RFP Pages 3 – 5, 7 and 29. Sections B and E only defines items 1000, 2000, 3000, 4000, 5000, and 6000, but Section C lists additional items (e.g. 0019). Please reconcile or clarify.
Answer-An Amendment to the RFP will be issue; Section C will be revised to include only the CLINs listed in Section B of the RFP.
2. Question: RFP, Section L, Section 2.1, Page 71. Does the statement “drawings may be provided separately” mean that graphics / figures may not be embedded within text sections but must be provided as an annex or appendix? Is it permissible to have figures and text on the same page, or if figures are supposed to be isolated in their own section, separate from the text? i.e. In the Technical Volume, are all pages intended to be just text, with figures at the end? Or can we have pages of mixed text and figures.
Answer-The Offeror can have pages with text and graphics however you are held to the page count listed in Section L-1.
3. Question: RFP, Section L, Section 3.1, Page 80. Would the Government consider extending the maximum number of past performance references which may be submitted so that all principal and critical subcontractors can be represented? The current instructions only allow submission of past performance information for two subcontractors in total (either principal or critical).
Answer-The Government is not considering extending the maximum number of past performance references.
4. Question: Page 87 of 96, Paragraph 5.0 “Place of Performance” is stated as Patuxent River NAS with “…approximately greater than or equal to 95% at the Government site.” However, on page 15 of 96 under par 9.0 “Location and Hours of Work,” the RFP states, “Most tasking is expected to take place at IBST Department facilities which are currently located at the Naval Air Warfare Centers (NAWC) in Patuxent River, MD, China Lake, CA, and Point Mugu, CA.” Additionally, on page 32 of 96 under clause “5252.247-9521 Place of Performance,” the RFP states, “The services to be performed herein shall be performed at Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD; Naval Air Weapons Station (NAWCAD) China Lake, CA; Naval Air Warfare Center Weapons Division (NAWCWD), China Lake and Point Mugu, CA; Naval Air Engineering Station Lakehurst, NJ; and Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL.” Please clarify the actual work locations/places of performance and associated levels of effort, labor categories, and/or type of work performed at each location so that technical approach and pricing can be accurately proposed.
Answer- It is estimated that approximately 95% of the required support will be conducted on-site at Patuxent River, Maryland in Government facilities. The remainder 5% is for travel to the listed sites when work needs to be perform at the listed location.
5. Question: Page 74 of 96, Paragraph 1.8 discusses “Offeror’s Breakout of Performance (Annex2).” Is there a specified format or content of information that the government desires to be contained in this annex?
Answer- The Offeror is asked to explain how they are going to perform 50% or more of the cost of contract incurred for personnel with its own employees for each period of performance. There is no specific format except for what is required as stated on page 71, Paragraph 2.0 and page 72, Paragraph 3.0, respectively.
6. Question: Page 75 of 96, Paragraph 2.1.2 Sample Task. Is the task described in this section an actual task anticipated to be performed, or is it a hypothetical task?
Answer- this is a hypothetical sample task.
7. Question: Page 31 of 96 under clause 5252.211-9507 Period of Performance states, “…The contract may commence on 14 August 2016…” Also, page 70 of 96 under clause “5252.215-9503 ANTICIPATED AWARD DATE” states, “The anticipated award date for this requirement is 15 May 2016.” Since a 30-day transition period is dictated in section L, can the government please clarify whether the 30-day period is anticipated to commence on 14 August 2016 or 15 May 2016?
Answer-An Amendment to the RFP will be issue; to revise “clause 5252.211-9507 Period of Performance to read “The contract shall commence on 15 May 2016 and shall continue until 14 May 2020.” The 30-day transition period is to commence on 15 May 2016.
8. Question: Page 22, Paragraph 10.5 Position Qualifications #19 Project Analyst. The final RFP includes position qualifications for the Project Analyst position. The Project Analyst position was not listed in the Draft RFP, and there are no hours associated with this position in the Level of Effort table on page 5 of the Final RFP. Would the government please clarify if offerors are supposed to bid a rate for this labor category, or if this position was added in error?
Answer- An Amendment to the RFP will be issue; tables in Section B and Section L-2 will be updated, Project Analyst labor category was omitted in error.
9. Question: Page 24, Paragraph 10.5 Position Qualifications. The draft RFP listed position qualifications for the System Administrator, Senior, but not the System Administrator (mid- level). The Final RFP lists the position description and qualifications for the System Administrator but not the System Administrator, Senior. It appears that the Senior System Administrator labor category was renamed System Administrator in the final RFP. In the LOE table on page 5 of the Final RFP, there are hours listed that offerors are required to bid for both the System Administrator and System Administrator, Senior. Would the government please specify the final qualifications for both the mid and senior level System Administrator?
Answer-An Amendment to the RFP will be issue; tables in Section B and Section L-2 will be updated, System Administrator, Senior is removed from the table in Section B and in section L-2.
10. Question: Page 62 of 96 for the Table of Contents. The list in the RFP has Attachment P4 and P5, which both refer to the Past Performance Questionnaire, but does not call out a Past Performance Matrix which was included in the RFP attachment documents as Attachment P4. However, the Past Performance Matrix is not specified to be used anywhere in the RFP. Please clarify if the past performance matrix is a required part of the proposal, and (if so) please include a reference to it in the appropriate place. If a past performance matrix is not required, please clarify the list of documents on page 62 of 96.
Answer-An Amendment to the RFP will be issue; Section J will be updated Attachment P4 is the Past Performance Matrix; Attachment P5 is the Past Performance Questionnaire.
