ACETEF RFP Question and Answers for Amendment 0005
52. Section A Page 2, item (6) states that completion materials that are Government-directed numbers (reference Sec L RFP page 85 totaling $32,973,000) can be bid under CLIN 4000 FFP or CLIN 5000 CR, but not both. While there may be enough specificity to bid completion materials on an FFP basis at a task order level during contract performance, there is not enough specificity to determine bidding completion materials for the Base IDIQ contract in the initial proposal without further guidance. Can the Government please provide further guidance on this “either/or” requirement?
ANSWER: Due to upper management review, the Government decided to eliminate FFP CLIN 4000 and have Industry only bid the completion material CLIN 5000 as a Cost Reimbursable due to the lack of a completion material list being provided. Solicitation is amended to reflect changes in Section A, B, F and Section L.
53. Reference: Page 85 of 96, Section L-2, Paragraph 1.0 Incidental Material and Travel. “For Completion Material (CLINs 4000 and 5000) Offerors can bid as cost or firm fixed price and it should be 100% included in P6. Offerors shall propose a fee no greater than 4% for firm fixed price CLIN 4000.” If proposed, does the firm fixed price requirement for Completion Material apply to: the annual ID/IQ amounts estimated in Section L-2’s Paragraph 1.0—even though no bill of materials has been provided or requested by the RFP—or; each future task order’s Completion Material amount that will be estimated (with a bill of materials) by the task order solicitation and/or the offeror’s task order proposal? By the task order proposal. In addition, do Offerors need to bid as firm fixed price the Completion Material in the IDIQ in order to bid, in any future task order, a fee on Completion Material estimated as a firm fixed price item?
ANSWER: Please see question 52.
