SECTION C DESCRIPTIONS AND SPECIFICATIONS
1.0 Introduction
The Integrated Battlespace Simulation and Test (IBST) Department is the Naval Air Systems Command's (NAVAIR) center of excellence and point–of–entry for modeling and simulation of the battlespace environment. The Department is the NAVAIR lead for the development and creation of synthetic and virtual battle space environments in support of research, development, testing, training, systems evaluation and experimentation. For large–scale simulations used across an acquisition lifecycle, the department is also the lead for model management, scenario development, interface support, distributed simulation expertise, and Verification, Validation, and Accreditation (VV&A). The IBST Department manages the NAVAIR Research, Development, Test and Evaluation (RDT&E) Domain and, as part of the NAVAIR Chief Information Officer (CIO) process, oversees the RDT&E Governance Board.
The Department operates, maintains and manages a number of Navy Installed System Test Facilities to support test and evaluation events for a variety of aircraft avionics and weapon systems. These facilities provide both physical and simulated environments and are designed to place test articles in a realistic, yet simulated combat environment. From launch to recovery, every phase and aspect of a mission is simulated to enable engineers to capture data necessary to assess the efficiency and capabilities of the avionics or weapons systems under test. Real–world threat signals are produced to evaluate avionics and sensor system performance while studying and identifying the Electromagnetic Environmental Effects (E3) these and other signals have on the avionics and other co–located systems. Pattern–Unit Cockpit training systems are manufactured and placed into simulated combat environments to assess the efficiency of cockpit layout and to evaluate aircrew workload and effectiveness; while a multitude of communications simulations provide assessments of aircraft and aircrew communications and interoperability capabilities. Additional testing provides ground RADAR cross–section measurements, missile fuse characterization and measurements and overall assessments of the entire kill–chain, from target identification, to target engagement, including damage assessment and indication.
The IBST Department is a geographically dispersed organization, with major centers of technical expertise at three primary sites located on both coasts of the continental United States. IBST performs and supports full spectrum RDT&E of highly integrated /adaptive aircraft, weapon, ground and distributed systems through the application of secure and controlled engineering processes and by the use of a suite of fully integrated simulation/stimulation laboratories. This environment is developed, integrated, validated, and maintained by a collection of highly integrated divisions.
Each of IBST's four major divisions contains laboratories capable of operating either independently or collaboratively to provide complete test and evaluation of aircraft and weapons systems. IBST has the unique ability to reduce program risk by creating complex battle space environments where concepts, hardware and war fighters can be immersed into the missions of today and of the future. This capability is often referred to as the Air Combat Environment Test and Evaluation Facility (ACETEF). The ACETEF capability is identified as a Major Range Test Facility Base (MRTFB) asset and so is required to support all Department of Defense (DoD) RDT&E. The integrated assets, distributed capability and the synthetic battlespace are powerful tools that support RDT&E across all phases of systems acquisition.
2.0 Scope
The scope of this work is to provide uninterrupted technical support for the ACETEF capability to accomplish the general tasking outlined in Section 4.0. The ACETEF capability utilizes Integrated Product Teams and Enterprise Teams for all aspects of performance, and the contractor shall be required to work in a highly integrated team environment with civil service, military, and other contractor personnel. Tasking addresses the management, design, fabrication, development, installation, integration, upgrade, analysis, documentation, operation, and maintenance of all associated ACETEF laboratories, facilities and projects.
2.1 Applicable Documents
Some of the applicable documents for this effort include, but are not limited to, the following:
· 5.4 IBST Department Security Standard Operating Procedures (SOP)
· NASPAXRIV 5510.15N- Base Access Regulation
· OPNAVINST 5239.1C- Navy Information Assurance (IA) Program

3.0 PROJECT REQUIREMENTS AND FUNDING
3.1 Use of Task Orders
Project objectives, requirements, and funding will be defined with the issue of Task Orders (TO). A TO will be issued for each large project supported under this contract. Smaller RDT&E efforts, as well as projects supporting the same platform/customer, will be grouped onto a single task order. Subprojects, if identified within a TO, shall be tracked separately in addition to overall TO reporting requirements. The appropriation/funding source will be identified for each CLIN and will reference the appropriate section of the base SOW.
3.2 Funding Types
Volume 2A, Chapter 1, of the FMR provides guidance the Navy follows in order to ensure the proper use of appropriations categories to finance program efforts. Financial reports provided to the government in the execution of tasking under this contract should contain appropriation information where requested or applicable.
RDT&E appropriations finance research, development, test and evaluation efforts performed to develop equipment, material, or computer application software. These efforts may include purchases of end items, equipment, components, and materials as well as the services necessary to develop and test the system. This applies to automated information systems as well as investment-type costs (e.g., sophisticated laboratory test equipment).
The Procurement category consists of a number of procurement appropriation account titles such as Shipbuilding and Conversion Navy (SCN), Aircraft Procurement Navy (APN), Other Procurement Navy (OPN), etc. Procurement appropriations are used to finance investment items, and should cover all costs necessary to deliver a useful end item. The fabricating and installing of additions or modifications to existing end items may also be funded with procurement appropriations.
The Navy Working Capital Fund (NWCF) is a revolving fund that finances Department of the Navy activities providing products and services on a reimbursable basis between operating units and NWCF support organizations. The NWCF activity group of Research and Development (R&D) includes the Naval Air Warfare Centers (NAWCs) in which ACETEF operates. NWCF funds development, test, engineering, acquisition, and support activities.
3.3 Funding of Functional Performance Requirements
Functional performance requirements – the functions required to execute TO requirements – are outlined below in Section 4.0. The applicability of each functional performance requirement to funding types is indicated in the table below.
