QUESTIONS & ANSWERS
These questions were received in response to the DRAFT RFP and Pre-Solicitation Conference (Industry Day). Questions may have been condensed or rephrased to ensure clarity and avoid redundancy.
1. Question
Why is the period of performance three years and not five years?
Answer:
A 36 month ordering period sufficiently meets NAVAIR’s requirement for this effort.
2. Question This contract was initially posted with a NAICS code of 541330, but later changed to 541712. What was the motivation for this change in designation? Did the scope of work change as part of the NAICS code modification?
Answer:
The Sources Sought notification was originally posted with NAICS code 541330, however, after further review NAVAIR determined the NAICS 541712 accurately reflected this requirement. Therefore, a modified Sources Sought was posted to include the NAICS change. The scope of the work did not change as a result of the NAICS code modification.
3. Question:
Why has the Government required 32 key personnel resumes and assurance that proposed personnel will be provided at contract start (per Section H, 5252.237-9501(a))? Does the Government expect a significant number of employees to be unavailable for the follow-on contract effort?
Answer:
The requirement for 32 key personnel positions is needed to ensure effective completion of the effort.
4. Question:
Given that the three predecessor task orders to this contract were procured through the Seaport-e contract vehicle, why has the Government chosen to not use Seaport-e for this procurement?
Answer:
Seaport-e is a Multiple Award Contracting vehicle; however, this effort is for a Single-Award Task Order Contract.
5. Question:
How will the government ensure qualified non-incumbents will be fairly evaluated?
Section M of the Draft RFP provides the criteria for evaluating Offerors. The Government will evaluate offers for this contract on a best-value basis.
6. Question:
Reference Section L, 3.1. of the Draft RFP shows specific page allocations for each section of the proposal. For example, per the Draft RFP, the Offeror has 5 pages for the Management Approach response. Will the government consider giving the Offerors a maximum page limit for each volume and allowing the Offeror to use its discretion for page allocation?
Answer No, NAVAIR has provided the requisite amount of pages per section of each proposal volume. Offerors shall comply with the requirements for submissions as detailed in the final RFP.
7. Question:
The NAICS code listed in the Draft RFP (page 77) is 541712, which indicates a small business size limit of 500 employees. However there are three exceptions for that code, one of which might apply, specifically Auxiliary Equipment. Can you please confirm whether any of the exceptions apply and the size standard being used.
Answer:
The NAICS code for this requirement is 541712 with a Small Business size limitation of 1,500.
8. Question:
Is there any consideration being given to making this work a full and open competition?
Answer:
NAVAIR has determined this requirement to be a Small Business Set-Aside. This will be a full and open competition under the Small Business Set-Aside procedures.
9. Question:
Will a list of Industry Day attendees be posted or distributed?
No, the attendees list will not be posted or distributed.
