AIR-5.4.3 Simulation Division
The remarks today by Government officials involved in the AIR-5.4.3 support services procurement should not be considered a guarantee of the Government’s course of action in proceeding with this acquisition. The information shared today reflects current Government intentions and is subject to change based on a variety of circumstances, including internal and external comments.
The formal solicitation, when issued, is the ONLY document that should be relied upon in determining the Government’s requirements.
Simulation Division Activities
The Simulation Division:
Provides national leadership in the areas of virtual and constructive simulation for naval aviation.
Designs, develops, integrates, and validates:
High fidelity manned and un-manned flight simulations incorporating simulated and stimulated systems.
Mission, weapons, and sensor system simulations.
Live, Virtual and Constructive (LVC) modeled environment, architectures, and interfaces.
Prototype training systems Leverages its solutions across RDT&E, training, and operational requirements.
Operates, maintains and improves laboratories, hardware-in-the-loop, and data reduction labs in pursuit of it’s missions.
Simulation Division (AIR 5.4.3) Overview
The Simulation Division was recently formed through a re-organization that combined:
Battlespace Modeling and Simulation Division (legacy 5.4.2), Aircraft Simulation Division (legacy 5.4.3), and Mission Systems T&E Support and Analysis Branch (5.1.2.12)
Aligns NAWCAD Simulation under a single organization
Better enables systems-of-systems activities LVC, distributed simulation

Legacy 5.4.2: Battlespace Mod. Division (~53 CIV)
Legacy 5.1.2.12: Mission Systems T&E Branch (~13 CIV) (New Branch)
Future Contract Support
Contracted support is being restructured. Intention is to obtain support via three contracts:
Engineering and Technical Support Contract N00421-15-R-0011 – Engineering, SW Development, SME, and Project support Operations and Maintenance Contract N00421-15-R-0012 – Information Technology and laboratory operations support Supply Contract N00421-15-R-0013 – Supply manufacture and acquisition
Purpose of contract restructure Align contracts with new organization Eliminate redundancies
Battlespace Simulation
Next Generation Threat System (NGTS) is a Simulation Division Synthetic Environment Generator Models aircraft, ground units, surface, and underwater platforms, associated weapons, sensors, and sub-systems.
Used to support training and RDT&E activities.
Graphical interface for modeling w/o code changes.
Software tools for LVC and distributed simulation connectivity, interfacing, and operation.
SME’s supporting model and scenario development.
Warfare Simulation Lab
On The Tour!
