Notes:
1 Category Number. The category number is a reference number for each labor category used to associate requirements in Attachment 1 with labor category descriptions and qualifications in Attachment 2.
2 Security Clearances. Unless noted below, security clearances are needed within 30 days of the basic IDIQ contract award (Interim is acceptable). Start of Performance is award plus 2 weeks. For positions requiring Top Secret (TS) clearance, Secret is acceptable until Top Secret is obtained. Numbers in parenthesis indicate the number of positions the clearance requirement applies to. If no number is given, the requirement applies to all positions in that labor category.
Clearance Types:
o Secret: A Secret level clearance is required.
o TS: Top Secret clearance is required.
o SSBI: Single Scope Background Investigation clearance.
Nomenclature: A “Y” (YES) indicates that the security clearance is required for all positions in the labor category, while “N” indicated that (NO) the indicated clearance is not required for this labor category. A “Y” followed by a number in parenthesis indicates that the security clearance is required for {the number in parenthesis} positions in the labor category. For example “Y (2)” indicates that the security clearance is required for two positions in the labor category. See Attachment 2, Personnel Qualifications, for additional information.
3 Applicable SOW Paragraphs. PWS paragraphs that are applicable to each proposed labor category are given. Primary requirements (P) represent the principal labor category function for each proposed labor category. Secondary requirements (S) represent auxiliary functions or responsibilities for the proposed labor category.
4 Key Positions. Number of full‐time equivalent Key positions for each labor category is given. See Attachment 2 for additional information.
5 Regular Hours. A full‐time equivalent (FTE) position is equivalent to 1,920 hours annually.
6 Estimated Average Annual Hours. Support requirements for each labor category and the contracted effort as a whole are expected to fluctuate over the period of performance of the contract (base and option years). The hours shown represent the government’s best estimate for the average annual support requirement over the course of the contract. The hours shown are applicable to each year contract performance:
First Year Second Year Third Year
Total Annual Hours 326,345 326,345 326,345
Grand Total Hours 979,035
7 Program Support. The program support category involves generating CDRL Financial reports, interacting with the Government BFM and assisting the Program Manager. This position could be a direct or indirect cost based on the contractor’s organization.
8 Project Support Team. The proposed Project Support Team category performs functional requirements that include configuration management, requirements tracking, technical writing, and project scheduling for smaller projects. Individuals in this category would ideally be capable of supporting multiple functions to minimize personnel requirements.
