AMENDMENT 0003

Changes made to Solicitation N00421-15-R-0002 and responses to questions from industry via Amendment 0003 are outlined below. The proposal due date and time have not changed; all submissions shall be in accordance with

Block 9 of the Solicitation cover page.

Questions and Answers

Question 1.) The Government confirmed that the SCA Code of 99610 for Quality Control Inspector is correct.

However, SCA Code 99610 does not exist on WD 15-4279 (Rev 3). In order for companies to accurately price this labor category, please provide the Quality Control Inspector SCA Code that will be used for this SCA Labor

Category.

Answer 1.) Section L, Part B, Section 3.0 Price/Cost Proposal, Paragraph 3.6 Government Furnished Information, Sub paragraph 3.6.3.4 Quality Control Inspector has been added as of Amendment 0003.

Question 2.) The socio-economic category percentages for DODs 2017 statutory small business goals are based on

TSV. Will the Government please confirm that, in addition to the Small Business (SB) Participation goal of no less than 23% of the Total Contract Value (TCV), the socio-economic category goals of SDB 5%, WOSB 5% and

SDVOSB 3% are based on Total Subcontract Value (TSV)?

Answer 2.) Per Section L, Part B, Section 1.2 Management Plan, Sub Paragraph 1.2.3.1, the Socio-Economic category goals of SDB 5%, WOSB 5%, and SDVOSB 3% are based on Total Subcontract Value (TSV).

Question 3.) In Attachment P5, the totals for CPFF Off Site are off by 10 hours. Drafter IV and V each included 630 hours in the original RFP. We believe the P5 in Amendment 1 should show 1260 hours vice 1250 for years 1 through 6. Please confirm.

Answer 3.) Attachment P5, CPFF Compl (Off Site), addded 10 additional hours each year to Drafter IV as of

Amendment 0003.

Additional Change made by the Government:

1) Section I, Clause 52.222-60, Paycheck Transparency has been removed as of Amendment 0003.

2) Section I Clause 52.244-6, Subcontracts for Commercial Items (Sep 2016) has been deleted, and version

(Nov 2017) has been added as of Amendment 0003.

Fully burdened labor rates are defined as direct labor rates plus all applicable burdens, to include indirect rates, fee, and subcontractor pass-through costs where applicable. For subcontractor labor, the fully burdened labor rates shall be inclusive of any pass-through charges (e.g., subcontractor handling, fixed fee on subcontractor labor, etc.) applied by the prime contractor. Proposed fully burdened labor costs may be subject to the NAVAIR labor tripwire identified in Section M. Offerors that propose a fully burdened per employee labor cost exceeding the labor tripwire shall provide rationale in their cost proposal narrative section that justifies the reasonableness of the tripwire cost for the applicable employees.

3.3.3 To facilitate the establishment of streamlined task orders, the offeror shall complete Attachment P4, Streamlined Rates for Order Pricing.

Attachment P4 worksheets for CPFF Term and CPFF Completion will consist of composite fully burdened rates for each of the key and non-key labor categories, inclusive of fee. Fully burdened rates are defined as direct labor rates plus all applicable burdens, to include indirect rates, fees, and subcontractor pass-through costs where applicable.

These rates will be incorporated into Section B of the contract. The Government will utilize the rates when developing estimated labor ceilings for task orders by using the estimated hours per labor category multiplied by the composite rates found in Section B. (Only required from Prime contractor).

3.3.3.2 FFP

Attachment P4 worksheet for FFP will consist of the additional fee percentage that will be added to the composite fully burdened rates for the CPFF Completion. These percentages will be incorporated into Section B of the contract. The Government will multiple the FFP rates, consisting of the B-1 Estimated and Negotiated Labor Rates for CPFF Completion and the additional fee percentage identified in the B-2 Additional Fee Percentages (FFP) table, by the hours per labor category to develop the labor ceiling for FFP task orders.

3.3.4 Reasonableness and Consistency between the Technical and Price/Cost Volumes. Demonstrate that the unit prices and the total proposed price/cost are reasonable, realistic, and commensurate with the work required by the solicitation and the technical and management approaches identified in the Technical Volume of the proposal. Show traceability with the CLINS, the SOW, proposed effort, and the prices/costs. Refer to specific sections in the

Technical Volume as needed to illustrate the consistency between the Price/Cost Volume and the Technical Volume.

The Offeror shall explain any inconsistency between promised performance and price/cost, as well as any appearance of unbalanced pricing, in the proposal.

3.3.5 The Government is not soliciting any investments. However, in order for the Government to properly assess a proposed price/cost that appears low due to a corporate decision to absorb costs, e.g., lower than usual burdens or rates, the Offeror shall fully identify and explain any such investments.

3.3.6 Direct/Indirect Rates: The Offeror shall use and submit Forward Pricing Rate Agreements (FPRAs), Collective Bargaining Agreements (CBAs), and Area Wage Determinations (AWDs) as applicable for all proposed personnel.
