Industry Questions and Answers
Reference: Industry Question 17: RFP Pg. 68-69, 5252.209-9513 OCI, the attachment is not identified. Please provide the attachment. Which volume shall we place our OCI answer –
Volume I?
Government Response: The Government will provide an answer at later date.
Industry Question 1: Because the Solicitation’s proposed efforts support all NAVAIR PMAs, is the Government truly looking for all contracts with NAVAIR PMAs, or purely the identification of any contracts which propose a direct conflict to the work in the solicitation?
Government Response: The Government provided the answer to above reference question in the RFP Amendment 0002. The offeror shall provide information on any contracts or works which propose a direct conflict to the work in this solicitation.
Reference: Industry Question 84: Reference: Attachment P6 – CLIN Breakout, Instruction 10, Discussion: The instructions provide an example “if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information.” This requirement seems redundant when the model will accommodate hours at each location for each labor category. For example, the Computer Programmer II
(Contractor Site) listed in the LOE chart on page 83 has 3,200 hours at North Island. Following the directions for Attachment P6, the Offeror would enter a Computer Programmer II on two separate lines – one for 1,920 hours and the other for the remaining 1,280 hours. The model would accommodate the full 3,200 hours at North Island in column H, J, L, etc.
Would the government please clarify this requirement in the cost model?
Government Response: Yes, if the offeror proposes four Senior Analysts, then the labor category
Senior Analyst shall be listed four times along with their applicable rates and information.
Industry Question 2: P-6 instructs the offeror not to type in the color areas contradicting the answer to question 84, please clarify.
Government Response: Do not type in colored area means the offeror cannot change the labor categories that were provided by the Government and areas where formulas are populated.
Attachment P6 Instruction indicates that if necessary the offeror can insert additional rows.
Reference: Industry Question 79: Reference: Volume 4 – Price/Cost (L-[1] Part B, 4.6.2), page
83-88 In the Level of Effort charts, the government has annotated Key Personnel for five different labor categories. Based on the number of hours indicated for those categories and a work-year being defined as 1,920 hours, the government has identified 16 Key Personnel in Year
1 of the contract. Does the government intend for there to be 16 Key Personnel on this contract?
Government Response: The Government has identified 16 Key Personnel Positions for this effort.
Industry Question 3: With several locations having part time staff, does the government consider part time staff “Key Personnel”?
Computer Systems Analyst III - China Lake, CA, Full-time: 2; Senior Logistics Manager, North
Island, CA, Full-time: 4, Part-time: 1; Cherry Point, NC, Part-time: 1; Jacksonville, FL, Part-time: 1, Pax-River, MD, Full-time: 4, Part-time: 1 ;Tinker, OK, Part-time: 1
Project Manager China Lake, CA, Part-time: 1; North Island, CA, Part-time: 1; Cherry Point, NC, Full-time: 1; Jacksonville, FL Part-time: 1; Lakehurst, NJ, Part-time: 1; Pax-River, MD, Part-time: 1, Total of 21 – if part time are considered key personnel by government we request, resumes be excluded from the page count of Volume 2.
Government Response: The labor categories designated as “key” are considered so no matter if the position is either full time or part time.
Industry Question 4: L.2.0 The Offeror will provide one complete copy of the proposal to the
Procuring Contracting Officer (PCO) as electronic files fully compatible with Microsoft Office [
] and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM. The Offeror will ensure that the Price/Cost Volume is provided on a separate
CD-ROM.” By “complete copy of the proposal,” does the government intend for the offeror to provide all volumes (1 through 5) on one CD (including the Price/Cost Proposal) in addition to a separate CD containing only Price/Cost, or does the Government want one CD with all volumes except for Price/Cost (volumes 1, 2, 3, and 5) and a separate CD containing the Price/Cost
Proposal?
Government Response: The offeror shall provide volume 1,2,3,5 in one CD and a separate CD for volume 4.

Discussion: “The Government will evaluate all key and other proposed personnel and the supporting information to determine how well the Offeror is suited to perform the tasks under the
SOW. The Workforce Qualification Spreadsheet (Attachment (P1) will be reviewed to determine how suited the Offeror's assignment of labor categories is to the SOW requirements.”
Please confirm Offerors are not required to include all personnel on the Attachment P1 form, but only Key Personnel.

Reference: Industry Question 48: Ref. RFP L.A.3, pg. 71.
The table indicates ‘suggested page limit’ for Volumes 1 – 5 of the proposal. Will the
Government please clarify if the page limits identified are restrictions, or suggestions? Will the
Government consider deviations from the page limits identified?
Government Response: The page limits identified are suggestions.
Industry Question 7: Will the government evaluate information on pages over the suggested limitations?
Government Response: Yes. The page counts cited in the RFP represent recommendations that the Government believes should be adequate for an offeror to craft its proposal response to this solicitation.
Reference: Industry Question 41: Will the Government please clarify if Cost Type and CPFF pricing should be included on the same spreadsheet?
Government Response: Yes, both CPFF and Cost type pricing should be entered in the P6 attachment.
Industry Question 8: P6 does not have sections for the CPFF – shall we add columns or add sheets? Nor does P-6 match the table in L.4.6.2, pg. 42 of 0001/2. Please update spreadsheet.
Government Response: The Government will not input information form Section L4.6.2 to attachment P6. It is the offeror’s responsibility to insert appropriate information in to Attachment
P6 (Tab Year1 through 4 and Summary). See the instruction tab of attachment P6 which provides directions for the contractor in the use of this worksheet. Both CPFF and Cost type pricing should be entered in the P6 attachment.
