Amendment 0001
Industry Questions and Answers
Industry Question 1: Reference: Industry Question #33: Past Performance
Questionnaire and Due Date
Discussion: Originally the Past Performance questionnaires were to be sent out by
Offerors within two weeks of RFP release May 15th (May 29th). Since answers to questions were not posted until June 4th, it is likely that Offerors have submitted their questionnaires using the original Questionnaire format and sent them to Mr. Mattingly per the RFP instructions (Original RFP: Page 77).
Question: Please confirm that Past Performance Questionnaires that were processed in accordance with the original instructions, using the original questionnaire, is sufficient.
Government Response: Past Performance Questionnaires that were processed in accordance with the original instructions are sufficient.
Industry Question 2: Reference: Industry Question #64: Attachment P4 and Page 36 of
Amendment 0001
Discussion: “Attachment P4 will be deleted in a subsequent amendment to the RFP…”.
However, Amendment 0001, Page 36, still references Attachment P4 and related requirements.
Question: Please confirm that the RFP will be amended to reflect the deletion of this attachment and any requirements related to this attachment.
Government Response: A subsequent amendment to the RFP will remove any remaining references to Attachment P4.
Industry Question 3: Reference: Industry Question #48, Amendment 0001, Page 31 and other references to page “Limitations”
Discussion: The answer to Industry Question #48 indicates that the page counts offered on page 31 are only “Suggestions”. However, in several instances throughout the RFP and Amendment 0001 the term “limitation” is used. Also certain items are “excluded from page count”. This indicates a page limit is in place. The term “suggestion” would give the offeror liberty to submit information far beyond the suggested page count.
Question: It is requested that the Government consider making the Amendment 0001
“suggested” page counts firm page limitations so that proposals received are consistent in the amount of content and remain balanced to facilitate a fair evaluation.
Government Response: The page counts cited in the RFP represent recommendations that the Government believes should be adequate for an offeror to craft its proposal response.
Industry Question 4: Reference: Attachment 6, Enclosure (1) Surveillance Activity
Checklist
Discussion: Performance Standards Metrics and Acceptable Quality Levels
Question: The Surveillance Activity Checklist does not specify the level of performance that is considered acceptable when performing tasks under this contract. Due to the accuracy required to produce highly precise deliverables to ensure the safety of our service men and women, will the Government please add the Performance Standards
Metrics and Acceptable Quality Levels expected to be achieved to the Enclosure (1)
Surveillance Activity Checklist.
Government Response: The Surveillance Activity Checklist will not be modified. This requirement is not a performance based services acquisition for which performance standard metrics and Acceptable Quality Levels would be identified in the RFP.
Industry Question 5: Reference: Amendment 0001, Section B
Discussion: Section B replacement
Question: Does the Government intend to issue a new Section B with the incorporated changes from Amendment 0001?
Government Response: The Government does not intend issue a new Section B as there is not a need for doing so.
Industry Question 6: Reference: Amendment 0001, Section H, 5252.216-9534 Task
Order Procedures, part (d), page 44
Discussion: This clause states “Labor rate (exclusive of fee) will be pre-established at the time of basic contract award for each labor category.”
Question: We assume that this clause refers to maximum bid rates only for the purposes of establishing task order ceiling, and during execution we will be permitted to bill all allowable costs incurred. Please confirm. If our assumption is incorrect, would the
Government please clarify the intent of this sentence?
Government Response: Section H clause 5252. 216-9534 (Task Order Procedures) will be revised to remove the phrase alluded to in this question in an upcoming amendment to the RFP.
Industry Question 7: Reference: Amendment 0001, Exhibit B – FFP Item
Discussion: Year 2 through 4 has a built-in Price per Unit escalation of 2.5%.
Question: Are Offerors required to use the escalation percentage provided in Exhibit B?
Government Response: Exhibit B will be updated via an upcoming RFP amendment to remove the built in per unit escalation.
Industry Question 8: Reference: Amendment 0001, Section I, 52.222-42 Statement of
Equivalent Rates for Federal Hires (May 1989), page 27
Discussion: The Computer Operator II in the chart on page 27 has an SCA Code of
14041. The description of a Computer Operator II provided in Section C (page 16) matches the SCA Directory of Occupations description of a Computer Operator II, which is SCA code 14042.
Question: Should the Computer Operator II on page 27 be mapped to 14042?
Government Response: The Government will provide an updated SCA code for this labor category in a subsequent amendment to the RFP.
Industry Question 9: Reference: Amendment 0001, Page 2, Summary of Changes (5), Attachment 4
Discussion: Section (5) states Attachment 04 FFP Item Description was revised.
Question: Would the Government please provide the modified attachment?
Government Response: The Government will provide an updated Attachment 04 on the
NAVAIR open solicitation website (Attachment 04 dated 06-03-2014). The updated
Attachment 04 has been posted on FBO website with RFP amendment 0001.
Industry Question 10: Reference: Amendment 0001, Section 4.6.2, Annual Level of
Effort BY SITE, pages 42-47
Discussion: In Year 1 and Year 2 of the table, the Contractor Site always comes before the Government Site when a category has both sites. In Year 3 and Year 4, the
Government Site comes first. This change makes the hours inconsistent from year to year. This reversal of Contractor/Government site begins with the “Analyst, Senior” category and ends with the “Technical Writer III” category.
For example, in the North Island column:
Yr 1 Yr 2 Yr 3 Yr 4
Analyst, Senior (Ctr Site) 1280 1286 1695 1703
Analyst, Senior (Govt Site) 1678 1686 1293 1299
Technical Writer III (Ctr Site) 0 0 1515 1523
Technical Writer III (Govt Site) 1500 1508 0 0
Question: Will the Government please correct years 3 and 4 of the Level of Effort table?
Government Response: The Government will provide an updated LOE chart in a subsequent amendment to the RFP.
Industry Question 11: Amendment 0001, Attachment P6
Discussion: Attachment P6 only has one column (G) for each labor category’s hourly rate. Most Offerors will have different rates for each location.
Question: We assume the Government will allow Offerors to insert a “Rate” column for each location. Please confirm.
Government Response: The Government will provide an updated Attachment P6 in a subsequent amendment to the RFP.
Industry Question 12: Reference: Amendment 0001, Attachment P6
Discussion: The Summary tab of Attachment P6 has a rate column (G) and hours columns (H, J, L, N, P, R, T, V, AE) that are not needed for a Summary worksheet. The
Summary sheet should only be a summation of each year’s costs.
Question: Would the Government please allow Offerors/Subs to hide the Rate and Hours columns on the Summary worksheet?
Government Response: Yes.
Industry Question 13: Reference: Amendment 0001, Attachment P6
Discussion: Instruction #5 states the worksheets should be formatted for printing on letter-size paper, without requiring “adjustments.”
Question: For ease of evaluation, would the Government allow the worksheets to be printed on 11x17 so all columns could print on a single sheet?
Government Response: The Government will allow the "worksheets" to be printed in
11x17 papers.
Industry Question 14: Reference: Amendment 0001, Attachment P6
Discussion: Instruction #15(g) states to enter the subcontractor fully burdened cost including fixed fee. Instruction #15(j) also states to enter the subcontractor fixed fee rate.
Question: By entering the fully burdened cost including fee in the Subcontractor rate section, we assume cell G399 would be zero. Please confirm.
Government Response: The cell G399 is for the prime to enter its proposed fee on subcontractor Labor.
Industry Question 15: In the updated Attachment P6, the way the labor categories are presented, there is not a way to separate hours between Government Site and Contractor
Site. The way it is presented, the contractor would have to enter a very complicated formula into the file to separate the hours by site to generate the separate Overheads.
Would the Government please clarify how to separate hours between the Government and Contractor Site Labor Categories based on the Annual Level of Effort Site table in section 4.6.2 of Section L.
Government Response: The offeror may add additional rows for the contractor site labor categories.

From
Original RFP Released
Industry Question 17: RFP Pg. 68-69, 5252.209-9513 OCI, the attachment is not identified.
Please provide the attachment. Which volume shall we place our OCI answer – Volume I?
Government Response: A company needing to provide information regarding OCI issues should do so in Volume 1 of its proposal.
Industry Question 92: Reference: RFP Exhibit A, CDRL A005, Block 16
Discussion: CDRL does not reflect the software specification changes that were made to Section
6.7.2 and 6.7.3.
Please advise if the CDRL text will be modified to match the SOW text for this section.
Government Response: The Government will provide an updated Exhibit A CDRLS in a subsequent amendment to the RFP.
Industry Question 93: Reference: RFP Exhibit A, CDRL A006
Discussion: The information in the CDRL is incomplete and does not provide the information needed to prepare and deliver the QPP. The contract reference in Block 5 is incorrect and should read “SOW para 7.2”.
Will the Government please provide a completed/corrected CDRL A006?
Industry Question 94: Reference: RFP, Exhibit A, CDRL A008
Discussion: Numerous changes have been made to this CDRL since the pre-solicitation CDRL was reviewed. The RFP CDRL no longer reflects Section 10.0 of the RFP SOW. For example, the date of first submission of the SDP IS 90 DACA per Section 10.1 not AS REQ as indicated in Block 12 and the Block 5 contract reference should be SOW para 10.0. Also the Block 15 totals do not match the required distribution quantities.
Please advise if CDRL A008 will be updated to match Section 10.0 of the RFP SOW, specifically Blocks C, 5-5, and 10-16.
