About this file

This is a Pre-Proposal Inquiry Form containing government responses to contractor questions regarding solicitation N0025326Q0010 for Building 5945 Electrical Upgrade.

The project involves relocating metering equipment and installing a new 1200 A switchboard panel and two 600 A sub-panels at an interior facility location. The 1200 A panel will be installed in the same room as existing switchgear, while the two 600 A panels will be placed in a separate room approximately 150 feet away. The new panels will be NEMA 1 rated, with the east wall 600 A panel requiring two 200 A breakers to reconnect equipment currently connected via SO cord. Additional work includes disconnecting and re-landing feeder wiring to electrical Panel 4PP2 (an existing panel that will not be replaced), with splicing acceptable if feeders are insufficient per NEC requirements. New conduits, boxes, and Unistrut must be painted to match existing colors in electrical spaces only. Operational testing will verify voltage and functionality of equipment with modified power sources. No generator, transfer switch, housekeeping pads, or building drawings are required. The Period of Performance has been extended from 180 days to 265 days from award to accommodate long lead times, with the 1200 A switchboard requiring approximately 25 weeks and 600 A panels requiring 16 weeks for delivery after approval. No additional site visits beyond the August 21, 2026 scheduled visit will be conducted.

PRE-PROPOSAL INQUIRY FORM

SOLICITATION: N0025326Q0010

TITLE: Bldg. 5945 Electrical Upgrade

INQUIRIES: (Government Responses are provided in red.)

1. At the Site Visit, we noticed that a lot of new electrical conduits and boxes were not painted throughout the facility. This is also the same for the metering equipment conduits. Please advise if any of the new conduit, boxes, Unistrut needs to be painted after installation.

Paint any new conduits and strut installed under this contract to match the existing color on existing conduits in the electrical space only.

2. Under section VIII. Work Description, Item #20 states, the Contractor shall inform the COR, and customer to demonstrate operational tests. Please advise what is required here for the operational tests in this scope of work.

Operational tests shall include the testing of voltage and the functionality of any equipment that the power source has been modified under this contract.

3. Under section VIII. Work Description, Item #4 states, disconnect wiring feeding electrical Panel 4PP2, and re-land on Breaker frames 4-8. Are we to assume the feeders are long enough here? If, not can we splice them within the switch gear to accomplish this task?

If feeders are not long enough splicing is acceptable following NEC requirements.

4. Under section VIII. Work Description, Item #2 states, Electrical Panel 4LP1 will also be re-fed from the new 4DP1 switchboard. This breaker will be repurposed to feed a new electrical panel designated 4PP2. The electrical panel 4PP2 is an existing panel. Our understanding is we are only reconfiguring the feeder to this existing electrical panel.

Please confirm that this 4PP2 is an existing panel (Not a replace with new).

4PP2 is an existing panel and will not be replaced.

5. Could you describe to me what upgrades will be added on this project and if a Generator or Transfer Switch will be needed?

This involves the relocation of metering equipment, the installation of a 1200 A panel and two 600A sub panels. There is no generator or transfer switch required under this contract.

6. [We were made] aware of the project after the scheduled site visit on 21 Aug 2026 and would like to request an additional site visit.

No further site visits will be scheduled for this solicitation.

PRE-PROPOSAL INQUIRY FORM

SOLICITATION: N0025326Q0010

TITLE: Bldg. 5945 Electrical Upgrade

7. Requesting scalable drawing of the electrical room and a layout of where the new panels will be located. If unavailable, can we get an approximate distance from the existing MDP to new panel locations?

There are no drawings available for the building. The distance is approximately 150’

8. Are all the electrical panels in the same room?

No, the new 1,200 A panel is in the same room as existing switchgear and the two new 600 A panels are in a separate room.

9. What Nema Rating shall the new panels be? Nema 1 acceptable?

Yes, Nema 1 is acceptable. All new installations are in the interior of the building.

10. What AIC rating is acceptable?

Existing fault current information is unavailable. The existing service is from a 750kVA transformer with parallel 750 copper.

11. Any House keeping pads required?

No.

12. Work description #8 states:

“Supply and install two (2) new 600A 277/480V 3-phase 60Hz rated 42-pole electrical panels (with matching 600A mains). These will be fed from the new panel 4DP1.”

Will the panels be empty of breakers besides the Mains? Please indicate if any breakers are required in the (2) 600-amp panels, besides the main breaker.

The new panel on the east wall will require two 200A breakers to reconnect equipment currently connected with the SO cord.

13. Solicitation states 180 days to completion from time of award. Current lead times on the 1200amp switchboard are around 25 weeks (175days) and 16 weeks for 600amp panels after approval. Will the Government extend the completion date if the lead times cannot be improved?

Yes, the Government will extend the completion date if lead times cannot be improved.

Accordingly, Amendment 0002 extends the Period of Performance (PoP) from 180 days to 265 days.
