About this file

This is a Davis-Bacon Act Wage Determination document (WD# WA20260109, Modification 1) issued by the U.S. Department of Labor's Wage and Hour Division. The determination applies to building construction work in Kitsap County, Washington, and was last revised on May 18, 2026. The document establishes prevailing wage rates that contractors must pay workers on federal construction projects subject to the Davis-Bacon Act.

The wage determination lists approximately 40 construction trade classifications with their corresponding prevailing wage rates, including carpenter, electrician, plumber, roofer, ironworker, cement mason/concrete finisher, painter, equipment operators (crane, excavator, bulldozer, roller, paver), laborers in various specialties (mason tender, jackhammer operator, form stripper), and truck drivers. Each classification is identified by a rate identifier code (such as CARP0206-007 or ELEC0046-003) with an effective date reflecting the most current union negotiated rates or weighted average survey rates. The document specifies that welders receive rates prescribed for their primary craft when welding is incidental. Executive Order 13706 requirements mandate contractors provide employees with one hour of paid sick leave for every 30 hours worked, up to 56 hours annually. Executive Order 13658 applies a minimum wage floor of $13.65 per hour for applicable contracts through December 31, 2026. Unlisted classifications needed for work not covered may be added at contract award subject to compliance with 29 CFR 5.5(a)(1)(iii). The document includes an appeals process for contested wage determinations, directing inquiries to the Branch of Wage Surveys or Branch of Construction Wage Determinations within the U.S. Department of Labor.
