About this file

This is a Pre-Proposal Inquiry Form for federal solicitation N0025326Q0010 titled "Bldg. 5945 Electrical Upgrade." The document contains six pre-proposal questions submitted by prospective contractors with corresponding government responses addressing clarifications on the scope of work.

The project involves relocation of metering equipment, installation of a 1200 A main panel, and two 600A sub-panels at Building 5945. Key clarifications from government responses include: new electrical conduits, boxes, and Unistrut installed under the contract must be painted to match existing colors in the electrical space only; operational tests must include voltage testing and functionality verification of equipment whose power source has been modified; feeder wire splicing within switchgear is acceptable if existing feeders are not long enough, provided NEC requirements are followed; panel 4PP2 is an existing panel that will not be replaced; and no generator or transfer switch is required under this contract. The government also clarified that no additional site visits will be scheduled beyond the one conducted on August 21, 2026. This inquiry form serves as an official record of clarifications for potential bidders preparing proposals in response to the solicitation.

PRE-PROPOSAL INQUIRY FORM

SOLICITATION: N0025326Q0010

TITLE: Bldg. 5945 Electrical Upgrade

INQUIRIES: (Government Responses are provided in red.)

1. At the Site Visit, we noticed that a lot of new electrical conduits and boxes were not painted throughout the facility. This also the same for the metering equipment conduits.

Please advise if any of the new conduit, boxes, Unistrut needs to be painted after installation.

Paint any new conduits and strut installed under this contract to match the existing color on existing conduits in the electrical space only.

2. Under section VIII. Work Description, Item #20 states, the Contractor shall inform the COR, and customer to demonstrate operational tests. Please advise what is required here for the operational tests this scope of work.

Operational tests shall include the testing of voltage and the functionality of any equipment that the power source has been modified under this contract.

3. Under section VIII. Work Description, Item #4 states, disconnect wiring feeding electrical Panel 4PP2, and re-land on Breaker frames 4-8. Are we to assume the feeders are long enough here? If, not can we splice them within the switch gear to accomplish this task?

If feeders are not long enough splicing is acceptable following NEC requirements.

4. Under section VIII. Work Description, Item #2 states, Electrical Panel 4LP1 will also be re-fed from the new 4DP1 switchboard. This breaker will be repurposed to feed a new electrical panel designated 4PP2. The electrical panel 4PP2 is an existing panel. Our understanding is we are only reconfiguring the feeder to this existing electrical panel.

Please confirm this 4PP2 is an existing panel (Not a replace with new).

4PP2 is an existing panel and will not be replaced.

5. Could you describe to me what upgrades will be added on this project and if a Generator or Transfer Switch will be needed?

This involves the relocation of metering equipment, the installation of a 1200 A panel and two 600A sub panels. There is no generator or transfer switch required under this contract.

6. [We were made] aware of the project after the scheduled site visit on 21 Aug 2026 and would like to request an additional site visit.

No further site visits will be scheduled for this solicitation.
