About this file

This document is an Amendment of Solicitation for a federal contract (Amendment Number 0001) issued by the Naval Undersea Warfare Center Division Keyport on 03 Nov 2025. The amendment provides answers to Pre-Proposal Inquiries (PPI) for an electrical infrastructure project, with specific details about electrical equipment installation, conduit routing, and technical specifications. Key clarifications include confirming the routing of panel/transformer feeder conduit in the high bay, installing new gear on the east interior wall of B185, adding pin & sleeve receptacles to containers, and preferring weekend outages for work affecting multiple buildings. The amendment also provides detailed technical information about the distribution switchboard, including SquareD QED specifications with a 480/277V 3-phase configuration, and confirms requirements for cable testing, grounding, and equipment mounting. No additional facility-specific Lockout/Tagout procedures were noted beyond standard OSHA requirements.

Section C - Description/Specifications/Statement of Work

Miscellaneous text in this section has been modified to:

Pre-Proposal Inquiries (PPI) and Answers

1. Please confirm the contractor is to notch the metal floor grate in the closet by the kitchen, to route conduit up to the closet.

Contractor is permitted do so, if necessary. We now suspect the entry conduit is the open conduit underneath the smaller electrical panel in that closet.

2. Please confirm the intent is to route the panel/transformer feeder conduit in the high bay and install the new gear on the east interior wall of B185.

Confirmed.

3. Please confirm the panelboard, transformer, (2) disconnects and (2) receptacles are to be grouped together on the east interior wall, in a location where both 75' cords are long enough to reach their respective containers.

Confirmed.

4. Is the intent to hard-wire the new cords into the container panels, or does the government want pin-&-sleeve receptacles in the containers, and 60/100A cables with cord ends on both ends?

Add pin & sleeves receptacles to the containers, such that the SO-cables have connectors on both ends. (SOW will be revised to include this.)

5. Please confirm all outages are to take place on weekends.

Weekend outages are preferred for any outages affecting multiple buildings.

6. Please confirm megger testing is required on all 600V cable #8 and larger.

Confirmed.

7. Please confirm the new fusible building service disconnect switch shall be tied into the building grounding electrode system.

Confirmed.

8. Vault being utilized for new service wire (outside B 185) has possible mixed class wire, are we to assume existing fiber is abandoned?

No, contractor shall presume the fiber is active. This is a known non-conformity; bringing this non-conformity up to modern electrical code is outside of the project scope. This is a narrow engineering exemption for this one vault.

9. Is an ARK-FLASH Study required on the newly installed equipment

No, an arc flash study is not required.

10. Will there need to be bollards installed around the Center column to protect the transformer, panel and disconnects. Please provide details of the bollards if needed.

No bollards are required, nor are they requested.

11. Will the concrete need warning/caution paint or making tape around the center column?

No such markings are required.

12. Please confirm that we can mount electrical equipment on 3 sides of the center column so that clearances can be maintained.

Confirmed.

13. Please provide Switchboard information or pictures of a breaker, or the label that is on the SQ.D gear in 750 Structure, the Cat # is not enough information for pricing the 125a breaker.

Distribution switchboard is SquareD QED type, rated at 480/277V 3-phase 4-wire 60Hz, with a maximum bus rating of 1200A. Main Breaker is 1200A with 50kA IC rating (Cat. No. NA361200). Two other existing breakers on the switchboard, to serve as examples: 1) Left column - 400A / 35kA IC (Cat. No. LH36400), 2) Right column - 200A / 35kA IC (Cat. No. KH36200).

14. The existing conduit that the government installed a rod looked like it was full of dirt. Will the government be cleaning the conduit or is it the contractor's responsibility?

The Government will not be cleaning out the conduit.

15. The main distribution panel breaker is called out as a 277/480V Square D 3-phase unit, but the catalog number provided does not match any available product. To determine the correct breaker, we need to know the exact panel type or model it will be installed in. Please confirm the panel designation so we can identify the proper compatible breaker.

Distribution switchboard is SquareD QED type, rated at 480/277V 3-phase 4-wire 60Hz, with a maximum bus rating of 1200A. Main Breaker is 1200A with 50kA IC rating (Cat. No. NA361200). Two other existing breakers on the switchboard, to serve as examples:

16. Are there any facility-specific Lockout/Tagout (LOTO) procedures or requirements for NUWC Keyport that contractors must follow in addition to standard OSHA and EM-385- 1-1 requirements?

No, there are no additional LOTO requirements.
