SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS & ANSWERS (1 - 8)
Question 1: Can we get a sample assembly?
Answer 1: No. All assemblies on hand were manufactured to the old configuration. This solicitation requires Offerors to manufacture to the new configuration specifications and requirements per the NAVSEA drawings provided.
Question 2: Are images of an assembly available (if we can’t get one)?
Answer 2: The Company who submitted this question did not respond to the Government’s request for specificity regarding the desired images. Therefore, no images are available or provided.
Question 3: Is there existing tooling and fixtures available to us, or drawings for existing tooling and fixtures?
Answer 3: No, the Government does not own the tooling or fixtures historically used to manufacture these items.
Question 4: Can we get copies of existing assembly instructions or other planning documentation?
Answer 4: The NAVSEA drawing specifications and requirements contained in the solicitation include the top-level assembly information, and are adequate to complete the requirement successfully. No additional assembly or planning documents are available.
Question 5: Are there any lessons learned documents from current or past suppliers available to us?
Answer 5: See Answer 6.
Question 6: Are there any non-conformance documents from current or past suppliers available to us?
Answer 6: The following summary of past non-conformances is provided for information only. Offerors are reminded that these non-conformances were identified based on the old configuration.
Past discrepancies primarily have been with bag leakage and the bag strap thickness. Part of the issue with the bag leakage was that some of the bags were missing two out of the four patches and the material appears to have been incorrect.
Concern regarding the process for making the fasteners around the thru port/mounting plate flush.
Question 7: Would the Government be open to a telecon with someone from their technical team to discuss the bag, bad design, etc.?
Answer 7: The Government cannot conduct one-on-one technical discussions with an Offeror during an open solicitation as it could create an unfair advantage to such Offeror.
Question 8: Would the Government consider a four (4) month extension to allow time to assess and develop a proposal?
Answer 8: A 120-day extension would have a negative impact on the Government’s delivery to our FMS customers and our production schedule. However, the closing date is extended by 67-days as shown herein.
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 22-Nov-2021 11:00 AM to 14-Jan-2022 11:00 AM.
