About this file
This document is a Questions and Answers file for federal contract solicitation N00244-26-R-S003, a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the Navy for motorcycle safety training services. The contract covers Basic Rider Courses (BRC) and Advanced Rider Courses (ARC) at various Navy installations across multiple locations with different wage determination requirements. The base period is one year followed by four one-year option periods, with training classes estimated across 39 different county wage determination locations, though only a sampling of 8 wage determination rates was provided in the solicitation attachments. Offerors must comply with wage determination rates for every training location identified in the attachments.
Key operational requirements clarified in the Q&A include: instructors must teach classes on Navy bases with contractor-provided training motorcycles; class sizes range from 3 to 6 students for BRC/ARC with defined instructor-to-student ratios; vendors propose course schedules to the Contracting Officer Representative (COR) for approval; alternative MSF-certified ranges require COR approval and contract modification; instructors must be Motorcycle Safety Foundation (MSF) certified and meet OPNAVINST 5100.23G standards plus applicable state licensing requirements; vendors manage liability waivers and can download student rosters with email addresses; and vendors administer satisfaction surveys. At the IDIQ level, offerors must establish ceiling unit prices per training class by location using provided class estimate attachments, with pricing analyzed for reasonableness under FAR 15.404(b). No cost-realism analysis will be performed, but price reasonableness will be evaluated. At the task order level, contractors may propose lower pricing than established ceiling prices. No deliverables are required at the IDIQ level, and reporting requirements apply only when contractors have active task orders. The government provides office space, training rooms, equipment, and NMCI computers at training ranges, and maintains all motorcycle range certifications.

1.7
The solicitation was released on 18 February 2026 providing only 8 calendar days until proposal due date of 25 February 2026.
The solicitation also indicates that questions are due no later than 7 calendar days prior to the proposal due date, leaving offerors with only 1 day to review the solicitation and develop meaningful questions without a guarantee of a response as the instructions state that for questions submitted within 7 Calendar days...that
"offerors are not guaranteed a response"
Given the above statements and timelilnes,we assess there is insufficient time for offerors to (1) thoroughly review the solicitation, (2) develop and submit meaningful questions, (3) receive Government responses, and (4) incorporate those responses into their proposals. This timeline will materially affect the quality and responsiveness of proposals received.
We respectfully request that the Government extend the proposal due date by a minimum of 14 calendar days and allow additional 2 days time for offerors to review the solicitation and submit questions. This will allow adequate time for questions to be submitted, answered, and incorporated into proposals.
This extension would enable offerors to submit more accurate and responsive proposals benefitting the government.
The solicitation was originally posted on February 5, 2026 giving ample opportunity to ask questions prior to the question deadline. These questions and answers will be provided by an amended solicitation along with other changes. Due to the other changes an extension to the solicitation will be provided.
20 PWS
Would the instructors come to the Naval Base and Teach the classes? Are the motorcycles provided at all the basses if needed in the training?
Yes, instructors teach the classes on base. The contractor is responsible for providing motorcycle training bikes. See section 4.1.2 of the PWS.
21 Q&A I think I understood in the Q & A that Navy personnel can go to a school, but it has to be approved by the CO/COR, correct?
Yes, Navy personnel go to the motorcycle training provided by the Navy under the motorcycle contract. The COR doesn't approve each indivivdual training request submitted by Navy personnel. See PWS section 4.0.1
22 PWS
I see that you will accept 3-6 people to be trained, but if it is at a school, the class size can be up to 12. Is that something that you are ok with?
The PWS has a Table with the instructor student ratio requirements. The student to instructor ratio is an important component to success of the program, and shall follow the following maximum requirements. Training locations are located on Navy installations. See Section Section 4.1.2 of the
PWS.
Section M - Price
Evaluation
Section L/M requests offerors to price the government's estimated class load; however the government intends to issue multiple awards for this work.
It is unclear how task orders will be divided among this, and contractors maybe unable to accurately project the cost of each course for each location given the need for specific equipment, management, and other overhead costs that need to be accounted for to accurately price support for each location.
Would the government consider excluding price as an evaluation factor at the IDIQ level based on FAR 15.304(c)(1)(ii)(A), given that further price competition will be required at the task order level.
Offerors should provide a maximum/celing price for each training class in the proposal. If awarded a MAC the price provided will Firm Fixed Priced at the basic contract level.
Prior to issuing a solicitation at the Task Order level during the solicitation process the government will provide a break down of the class numbers and locations specific to the task order. At this time, offerors should provide their best price per training session. The government will evaluate pricing for each training session at the basic contract level and award on the initial offer. In accordance with Section 3.1 of Section M, of the solicitation the non-cost factors when combined are significantly more important than Price.
Section L – Cost/Price
Realism; Section M – Price Evaluation
Section L states that a cost/price realism analysis will not be performed, while Section M states that the Government will evaluate the offeror’s total evaluated price to determine price reasonableness.
Given that this is now a Multiple Award IDIQ contract under FAR 16.505(b), and task orders will be competed among MAC holders, can the Government clarify:
(a) Whether evaluated prices at the IDIQ level will establish binding unit prices for task order pricing; and
(b) Whether price competition will occur again at the task order level?
Price realism and price reasonableness are two different things. Realism assesses whether a proposed price is unrealistically low, which could indicate a lack of understanding of the requirement. Reasonableness ensures that the proposed price is not too high and represents a fair value to the government. (a) If an offeror is selected for award their proposed prices will be used as a ceiling price on their basic contract level. (b) At task order level offerors will provide their best pricing without exceed their price offered.
4.4 Subfactor (2)
Management Approach
Given the government's change from a single award IDIQ to a multi-award IDIQ can the government clarify their requirements for Management Approach?
Under a multiple award approach the governments strategy for organizing and awarding task orders may impact the contractor's approach for Management. Additionally, the government has not requested a task order management approach.
Can the government clarify their expectations for the contractor to address both management of the IDIQ and Task Orders issued under this requirement, and how those sections will be evaluated?
The government updated Section 4.4 of Section M of the solicitation to clarify sub-factor (2) Management
Approach/Staffing Plan.
Section M – Price Evaluation; MAC
Ordering Procedures
With the amendment revising the acquisition to a Multiple Award IDIQ (MAC), and given that task orders will be competed among awardees pursuant to FAR 16.505(b), we respectfully request clarification regarding the role of price in the MAC-level evaluation.
Rationale: Task orders may vary by region, class mix, travel requirements, surge conditions, and ordering cadence. Cost efficiencies may not be fully realizable or predictable at the base IDIQ level (i.e., It is difficult to project how the government will craft orders and understanding of costs, efficiencies, corporate overheads, equipment, etc.).
In light of this, would the Government consider removing pricing as an evaluation factor considering that price competitiveness would be assessed at the Task Order level.
limiting the MAC-level price evaluation to a determination of price reasonableness only, and assessing competitive pricing at the task order level where scope, geography, and performance conditions are more clearly defined?
We believe this approach would enhance meaningful price competition while ensuring the Government receives best value at the point of performance execution.
At the basic contract level the offerors maximum/ceiling price per training requirement will be established. At the task order level the government will develop and provide a spreadsheet with the number of training sessions required at task order level by locations and regions. A travel not to exceed plug-in amount will be provided during the task order solicitation process for contractor to use on their quotations. Contractors can propose lower pricing amounts than the amounts established at the ceiling level for task orders. The pricing evaluation factor will not be removed from the first level of the evaluation process.
27 Section L
For a partial submission, is a vendor allowed to submit a proposal for specific locations or must the proposal cover an entire region?
Offerors should submit proposals for the entire effort. If the offeror is unable to provide motorcycle training for state requiments provide a list of those locations in the techincal proposal.
28 L.4.5.4
The solicitation states "4.5.4 Instructor Staffing and Certification:
Offeror shall describe proposed staffing levels, methods for ensuring availability of certified instructors in accordance with PWS Section 4.02 and 7.0, process for tracking/maintain required certifications, and plans for backfill and turnover at the IDIQ and specific task orders."
Given that instructor staffing is not required at the IDIQ level but associated with the task orders, can the government clarify their expectations for offerors to respond to the request for "plans for backfill and turnover at the IDIQ and specific task orders"?
"at the IDIQ and specific task orders" applies to this entire section not just "plans for backfill and turnover". Section
4.5.4 of Section L does mostly pertain to the task order level, but would like to see how offerors are handling staff/certifications when they don't have active task orders.
29 L.4.5.2
Under Program Management, the solcitation states "A description of the overall oversight and responsibility of the Program Manager and other key personnel managing the requirements from the contactor side"
The solicitation does not identify any personnel as key.
Can the government clarify any key personnel that are required? Is the contractor to identify key personnel and associated labor categories? Are resumes or summaries of qualifications required for proposed key personnel?
The government will not be evaluating key personnel or resumes. The contractor should identify in its proposal key staffing and non-key personnel performing under the contract. The contractor will be responsible for maintaining adequate staffing personnel and responsible for ensuring instructors have the required teaching credentials.
30 L.4.5.7
The solicitation states "4.5.7 Transition: The offeror shall provide a plan for achieving full operation capability upon award of the base IDIQ contract and a separate plan outling the process for smoothly transitioning and standing up performance for any subsequently awarded task order."
As no work is performed under the base IDIQ, can the government clarify their expectations of full operation capability at the IDIQ level that the contractor must address?
Full operation capability at the IDIQ level would be the offerors ability to respond to task order level Request for
Proposals.
Question 23/26;
Section M;
Amendment 0002 - Section 6.4
The governments provided answer indicates that offerors are to establish a ceiling unit price to establish a firm fixed unit price at the base contract level. Given the vast number of locations, variations in labor and logistics costs to support each location, and the intent of the government to issue multiple awards and task orders offerors will need to establish ceiling unit prices that support performance at the highest cost of locations. This may inadvertantly and artificially inflate offerors cost proposal, despite intent to offer lower unit costs to support locations across the governments portfolio.
Amendment 0002 indicates that A cost/price realism will not be performed for the evaluation; however, QUestion 23 indicates that "The government will evaluate pricing for each training session at the basic contract level and award on the initial offer."
Can the government clarify how price will be analyzed at the base IDIQ level?
Offerors should be using attachment 3 Class estimates by location to develop their IDIQ per class pricing. The proposed price will be analyzed for fair and reasonablness in accordance with FAR 15.404 (b)
Section K - 52.216- 18 Ordering
The ordering period identified only reflects the base period. Can the government confirm that the ordering period covers a base and four option years?
The contract ordering period covers one year at a time. When the government exercises the next option of a contract the ordering period is extended by another year. The government intends to award this contract with a base period of one year followed by four one-year option periods.
Section K - 52.216- 22 Indefinite Quantity (d)
The clause indicates that "the Contractor shall not be required to make any deliveries under this contract after March 28, 2026"
Can the government confirm that this will be updated at the time of award to reflect the end of the period of performance for the awarded contract?
This was a mistake and will be corrected at the time of award.
The date should be March 28, 2031.
4.1- CNIC Support
Deliverables
Deliverables Referenced refer to deliverables to be provided at the task order level. Can the government clarify what, if any deliverables required at the IDIQ level?
There will be no deliverables at the IDIQ level.
4.2.1 - Traffic Safety Courses
This requirement appears to reflect a task order level requirement applicable once a contractor has been awarded a task order. Can the government clarify the expectations of the contractor at the IDIQ level as it relates to the 90-day traffic course schedule?
Section 4.2.1 of the PWS applies to the task order level. The contractor is not required to develop a 90-day traffic course schedule without first being awarded a task order.
36 10.1
Can the government confirm if the government will provide office space, training rooms, limited equipment, and an NMCI computer at each training range? If not, can the government clarify which ranges do not have the available resources?
Confirming section 10.1 applies to all locations and will be made available.
37 11.2 &11.3
Can the government clarify requirements for daily, weekly, and monthly reports at the IDIQ level versus the task order level? Sections 11.2 and 11.3 of the PWS apply to the task order level. If an offeror doesn't have an active task order they are not required to submit the reports covered in these 2 sections.
38 ---
Given that the PWS is marked CUI this contract will require FCI and CUI. Can the government clarify the appropriate CMMC level required of the prime and all subcontractors for performance on this contract, and how compliance with the CMMC requirements of DFAR 252.204-7021 and 252.204-7025 apply to this contract and will be used in the evaluation of this solicitation?
CMMC certification enforces the protection of sensitive unclassified information shared by the Department with its contractors and subcontractors. This program provides the DoD with increased assurance that contractors and subcontractors are meeting the cybersecurity requirements for nonfederal systems processing controlled unclassified information. These types of assessments are gradually being enforced and as a requirement. A confidence level 1 self-assessment level would be applicable for this unclassified training support services. Pre award as part of the responsibility determination the Cybersecurity Supplier Performance Risk Assessment (SPRS) information will be assessed. Offerors found without a risk assessment in SPRS shall not be considered favorable or unfavorable. Amendment to the solicitation will incorporate missing DFAR clauses 252.204-7021 & 252.204-7025.
