About this file

This document is a Questions and Answers (Q&A) attachment for Solicitation N00244-26-R-S003, a Navy motorcycle safety training contract. The Q&A addresses 19 inquiries from offerors regarding the Request for Proposal (RFP) and Performance Work Statement (PWS).

Key clarifications include: Class Estimates provide ceiling values and specific rates rather than ranges, and classes may be reassigned to alternate regions/bases with Contracting Officer Representative (COR) concurrence. Minimum student enrollment of 2 is permitted on a case-by-case basis with COR approval. Offerors with current SAM.gov registrations must indicate such status in their proposals. Cost proposals must include complete analysis and detailed development processes, though the Government supplies the Other Direct Costs (ODC) amount without requiring offeror breakdown. Font size must be 12 points or higher for legibility. Offerors must comply with wage determination rates for all training locations specified in Attachments 2 and 3, though the Government provided only a sampling of the 39 applicable wage determination guidelines. Course schedules must be created in the MUST module of the RMI system and proposed to the COR; maximum class size is 6 for BRC/ARC courses with a minimum of 3 students. Vendors handle liability waivers and satisfaction surveys independently, can download student rosters with email addresses, and may use indirect administrative personnel without restriction. Alternative MSF-certified ranges require COR approval and contract modification. Instructors must be MSF-certified and comply with OPNAVINST M5100.23 and applicable state licensing requirements. No approved motorcycle manufacturer list exists, and no specific MSF curriculum variant is mandated. The Government obtains and maintains motorcycle range certifications. The original solicitation posting on February 5, 2026 provided adequate time for questions prior to the February 25, 2026 proposal deadline, with an amendment and extension forthcoming to address identified changes and incorporate Q&A responses.

Reference Section L - Instructions, Conditions &

Notices, Section 1.7

The solicitation was released on 18 February 2026 providing only 8 calendar days until proposal due date of 25 February 2026.

The solicitation also indicates that questions are due no later than 7 calendar days prior to the proposal due date, leaving offerors with only 1 day to review the solicitation and develop meaningful questions without a guarantee of a response as the the instructions state that for questions submitted within 7 Calendar days...that "offerors are not guaranteed a response"

Given the above statements and timelilnes,we assess there is insufficient time for offerors to (1) thoroughly review the solicitation, (2) develop and submit meaningful questions, (3) receive Government responses, and (4) incorporate those responses into their proposals. This timeline will materially affect the quality and responsiveness of proposals received.

We respectfully request that the Government extend the proposal due date by a minimum of 14 calendar days and allow additional

2 days time for offerors to review the solicitation and submit questions. This will allow adequate time for questions to be submitted, answered, and incorporated into proposals.

This extension would enable offerors to submit more accurate and responsive proposals benefitting the government.

The solicitation was originally posted on February 5, 2026 giving ample opportunity to ask questions prior to the question deadline. These questions and answers will be provided by an amended solicitation along with other changes. Due to the other changes an extension to the solicitation will be provided.
