The document identifies 38 authorized training sites across the continental United States (CONUS), Hawaii, and Guam where Navy personnel will receive instruction. The CONUS locations span multiple states and include major naval installations such as Naval Base San Diego, Naval Station Norfolk, Naval Air Station Jacksonville, and Naval Air Station Fallon. Hawaii training will be conducted at Joint Base Pearl Harbor-Hickam (Ford Island) and Pacific Missile Range Facility in Barking Sands, while Guam training will occur at Naval Base Guam.
