About this file
This is Amendment 0001 to a federal solicitation (N00244-26-Q-0088) issued on September 1, 2026, extending the proposal submission deadline to Friday, September 4, 2026, by 4:00 PM PDT. The amendment addresses 23 contractor questions and answers regarding project scope, requirements, and execution logistics.
The project involves architectural modifications, graphic murals, and digital component installation at Naval Base Ventura County Port Hueneme, with a Period of Performance from November 1, 2026, through September 30, 2027. The small business set-aside acquisition requires the prime contractor to perform at least 50 percent of applicable work with its own personnel (FAR 52.219-14). Key deliverables include: contractor-provided 32-inch and 60-inch touchscreen displays with mounts and control hardware; Level 5 drywall finish on mural walls; removal of three wing walls with relocation of any utilities detected; and a dimensional Seabee seal. The project is phased for a working schoolhouse environment, and contractors must field-verify all dimensions and adjust for current conditions. Labor standards include Service Contract Labor Standards (SCLS) per FAR 22.10, with Davis-Bacon Act wage requirements (FAR 22.4) applying to substantial, segregable construction activities such as structural demolition and drywall framing. Union labor is not required, and no Project Labor Agreement applies. Content Design Collaborative LLC will provide graphic assets, fonts, colors, and design files in coordination with the contractor. Attachment 3 requires complete detailed pricing by square foot unit of measure at the line-item level. All offerors must acknowledge receipt of Amendment 0001 prior to the submission deadline.

3. QUESTIONS AND ANSWERS:
Question #1:
Could you confirm whether subcontractors may perform portions of the architectural modifications, printing and installation while the small-business prime retains overall project responsibility?
Answer #1:
Yes, subcontractors are permitted to perform portions of the architectural modifications, printing, and installation, provided that the Small Business Prime contractor retains overall project responsibility and remains the single point of contact for the Government. However, because this acquisition is set aside for small business, the Prime contractor must comply with FAR 52.219-14 (Limitations on Subcontracting). For this requirement, the Prime contractor must perform at least 50% of the applicable percentage of the work with its own personnel. https://www.acquisition.gov/far/52.219-14
Question #2:
Please confirm which wage determination(s) and labor standards apply to the onsite work, including demolition, drywall/painting, electrical, millwork, mural installation, digital installation, and other construction or installation activities. Please also confirm that there is no Project Labor Agreement or other requirement to use union labor for this project at Naval Base Ventura County Port Hueneme.
Answer #2:
This contract is subject to the Service Contract Labor Standards (SCLS) IAW FAR 22.10.
However, IAW FAR 22.402-2, any incidental construction or alteration activites that are substantial and physically segregable (e.g., structural demolition, drywall framing/modifications) are subject to the Construction Wage Rate Requirements statute, Davis Bacon Act (FAR 22.4).

PLA is not required. This applies to large scale federal construction projects of $35 million or more. There is no requirement to use union labor. Offerors are free to utilize union or non-union labor, provided that all personnel are compensated in compliance with the applicable Wage Determinations and standard base access security requirements for NBVC Port Hueneme are met.
Question #3:
Please clarify the Government's anticipated project schedule within the September 30, 2026 through September 30, 2027 Period of Performance, including desired timing for design/content development, fabrication, installation, testing, training, final acceptance, and project closeout. Is the full one-year period intended for active project execution, or is a portion intended for post-installation testing, support, or warranty?
Answer #3:
Period of Performance is from 01November 2026-30September 2027, this POP includes the entirety of the project time and activities.
Question #4:
Please clarify whether the exhibit areas are expected to be completed concurrently or phased across separate months. If work in different areas is scheduled at different times, this would materially affect staffing, subcontractor coordination, travel, installation sequencing, and pricing assumptions.
Answer #4:
Phased would be most beneficial for the customer as this is a working school house. This should be a part of the overall consideration for award, the effectiveness and efficiency of the plan submitted.
Question #5:
Is the Level 5 finish requirement mandatory across the full footprint of every mural wall, including areas where the existing wall is already smooth and in good condition? Would the Government accept an alternate wallcovering or wallpaper solution that does not require full Level 5 finishing?
Answer #5:
Intent is for the finish product to look uniform and professional, level 5 finish is the requirement.
Question #6:
Please confirm the exact three wing walls to be removed. Do any contain electrical, data, HVAC, fire alarm, or other utilities that the contractor must relocate, protect, or restore?
Answer #6:
Review the Design Drawings. Any utilities detected will require complete and professional relocation, protection or restoration unless otherwise outlined.
Question #7:
Is the contractor required to furnish both the 32-inch touchscreen directory and the 60-inch touchscreen feature-video display, including mounts and playback/control hardware, or will any of this equipment be Government-furnished?
Answer #7:
Contractor provided.
Question #8:
What is required for the class-location directory integration? Will the Government provide an existing server, database, spreadsheet, API, or other data source, or is the contractor expected to create and maintain the underlying data structure?
Answer #8:
Provide the display, mounting and wiring, the government will provide the connected server and all the data sources to the display.
Question #9:
For the 60-inch feature-video experience, will the Government provide finished, ready-to-play video assets, or should the contractor include editing, formatting, graphics, motion design, and assembly of source materials into the five programs?
Answer #9:
Please see above, contractor is required to provide the hardware, wiring, and mounting, government provide the content displayed
Question #10:
Are the two 120V outlet relocations identified in the SOW the full extent of the contractor's electrical responsibility, or should additional power and data work for the digital components and exhibit areas be included in the bid?
Answer #10:
Yes.
Question #11:
Are the dimensions and quantities shown in the drawings and item list considered final for pricing, or is the contractor expected to field-verify all mural, glass graphic, architectural, and fabrication dimensions and assume responsibility for any differences?
Answer #11:
Field verify and adjust as needed based off current conditions.
Question #12:
Is Attachment 3 intended to be completed and returned as the detailed pricing schedule, or is pricing only required at the three CLIN level for Architectural Interior Modifications, Graphic Murals, and Digital Components Setup?
Answer #12:
Complete detailed pricing is the requirement
Question #13:
Please provide the required size, material, thickness/depth, finish, mounting method, and any standoff requirement for the dimensional Seabee seal. If no specific fabrication standard is required, may the contractor propose an appropriate dimensional sign construction for Government approval?
Answer #13:
Yes, contractor provided proposal is acceptable
Question #14:
In the SOW for this project, in section 1.0 Background & Scope, it is stated that the two digital components to be installed are government-furnished 55 to 60-inch commercial display monitors. However, further in the same document in section 8.0 Government Furnished Property (GFP) / Equipment (GFE), it is stated that no government furnished property will be provided for the project. Could you please clarify if the contractor must provide the digital displays or if they will be furnished for the project?
Answer #14:
