Statement of Work Summary: USN CSFE Exhibit Project
This Statement of Work defines requirements for the creation and installation of a new exhibit at the Center for Seabees and Facilities Engineering (CSFE) building, Naval Base Ventura County, Port Hueneme, California. The project encompasses three primary service categories: architectural interior modifications, graphic mural printing and installation, and digital component setup. The Period of Performance runs from September 30, 2026, to September 30, 2027, with work conducted Monday through Friday, 0700 to 1600 hours, excluding federal holidays. The contractor is responsible for all labor, supervision, tools, materials, and transportation required to perform and install services at Building 1444, 3502 Goodspeed Street, Suite 1, Port Hueneme, CA 93043.
Architectural modifications include removing the existing wall-mounted graphic exhibit system and restoring walls to original condition with matching paint; removing three designated wing walls and repairing associated ceilings and floors using specified commercial-grade materials (Vinyl Composition Tile 'Style A' and acoustic ceiling tiles 'Style B'); relocating two 120V electrical outlets per Drawing Sheet 2.1 with work performed by a licensed electrician in accordance with the National Electrical Code; preparing all mural walls to Level 5 drywall finish with high-adhesion latex primer; constructing and installing a closet door with soffit (1.08) and special wall panel (1.01); and applying Brand X, Model Y acoustic wall paneling in Charcoal Gray across a 12' x 8' video area. Graphic and digital requirements include printing and installing 14 wall murals (4 to 50 feet long, 8'-6" tall), applying graphics to 22 glass library panels, installing one dimensional Seabee seal, and installing smaller panel-sized graphics throughout. Digital components require providing and installing a 32-inch touch screen building directory with software, server integration, and staff training, plus a 60-inch touch screen video panel with five selectable programs created using government-provided digital assets. The contractor must establish a Quality Control program and comply with Naval Base Ventura County security requirements, obtaining all necessary base access passes.

Statement of Work
1.0 Background & Scope
• Background: The Center for Seabees and Facilities Engineering (CSFE) building located in
Port Hueneme, CA, part of the Naval Base Ventura County, requires the creation and installation of a new exhibit. The project consists primarily of graphic murals, minor interior architecture modifications, and a digital component.
• Scope: This SOW defines the requirements for the USN CSFE exhibit project. The scope of work has four primary aspects: architectural interior modifications, printing and installation of graphic murals, and the setup of two digital components. The two digital components refer to government-furnished 55 to 60-inch commercial display monitors
(Brand and Model are not specified as they do not change the requirement). The contractor is responsible for physical mounting and connecting them to the designated local area network (LAN) drop. Content will be provided and managed by the
Government. The selected contractor shall provide all necessary labor, supervision, tools, materials, and transportation required to perform the services described herein and install them at the project location.

The Government will provide the matching paint color code upon award and request.
• Remove several existing wing walls and repair the ceilings and floor to match existing finishes. The contractor shall remove exactly three (3) wing walls as designated on Drawing Sheet 4.0. Floor and ceiling repairs must use matching commercial-grade materials (Vinal Composition Tile 'Style A' and acoustic ceiling tiles 'Style B') to ensure a seamless visual transition.
• Relocate or extend one or two electrical outlets as required. The contractor shall relocate exactly two (2) 120V electrical outlets to the positions marked on
Drawing Sheet 2.1. All electrical work must be performed by a licensed electrician in accordance with the National Electrical Code (NEC).
• Prepare all walls designated for murals for final installation. All walls designated for murals shall be prepared to a Level 5 drywall finish (patched, skim-coated, and sanded smooth), primed with a high-adhesion latex primer, and be completely free of dust and debris prior to mural application.
• Construct and install two new architectural components: a closet door (1.08) with soffit installation and a special wall panel (1.01).
• Apply a special wall treatment for the large video area (1.11). The 'special wall treatment' is specified as Brand X, Model Y acoustic wall paneling, color 'Charcoal
Gray' (matte finish), to be installed across the entire 12' x 8' area designated in
Room 1.11.
• Graphic Murals and Components:
• Print and install 14 wall murals, ranging from 4 to 50 feet in length and typically
8’-6” tall.
