About this file
This document is an attachment containing government responses to questions regarding a solicitation for Breathing Air Purification Systems. The solicitation (N00244-25-Q-0104) is issued by NAVSUP Fleet Logistics Center San Diego for Fleet Readiness Center Southwest, seeking to procure two Breathing Air Purification Systems through a Small Business set-aside, Firm-Fixed-Price purchase order. The procurement will use a best value comparative source selection process, with a 12-week delivery after contract date (ADC) requirement.
Key details from the Q&A include confirmation of DFARS Buy American requirements, clarification on existing air compressors (two IR Ingersoll Rand models), and specification details about the current system's maximum pressure (150 PSI) and outlet flow (32 SCFM at 100 PSIG). A site visit was initially not scheduled but was later added for Monday, March 17th, 2025 at 1000 PST. Offerors must be registered in the SAM.gov database prior to contract award, with the applicable NAICS code 333413 for Industrial and Commercial Fan, Blower, and Air Purification Equipment Manufacturing.

No. Question Government Response
Is this set on the Made in USA requirement on the equipment?
DFARS 252.225-7001 Buy American, applies to this requirement because it is for supplies acquired for use in the US and is expected to exceed the micro-purchase threshold.
Therefore, the Contractor shall deliver only domestic end products unless, in its offer, it specifies delivery of other end products in the Buy American—Balance of Payments Program Certificate provision of the solicitation. Pursuant to 41 U.S.C.
1907 domestic content test of the Buy American statute has been waived for acquisitions of COTS items.
Will there be a pre- site visit? There is no site visit scheduled.
*EDIT* A
site visit has been scheduled for Monday, March 17th 2025 at 1000 PST, please refer to the solciation for details.

1st Compressor: IR Ingerolls Rand Model: UP6S-30-125 PSI: 114 2nd Compressor: IR Ingerolls Rand Model: R11I-A125 PSI: 112 These compressors powered both the old breathing air system, the blast booth system, and the paint booth system.
4 Will there be a forklift on site for the techs to use? There will be forklift and driver at the site to assist with movements.
5 Is it 32 SCFM or 325 CFM? Did they mean 100.0
PSIG?
The old system specifications are Max Pressure: 150 PSI, Max outlet Flow (SCFM at 100 PSIG.): 32.
