About this file
The file is a Questions and Answers (Q&A) document for Solicitation No. N00244-25-Q-0104 for Removal and Replacement of Breathing Air Purification Systems. The procurement is a Small Business set-aside conducted by NAVSUP Fleet Logistics Center San Diego for Fleet Readiness Center Southwest. Key details include the requirement to procure two Breathing Air Purification Systems using a best value comparative source selection process with a commercial Firm-Fixed-Price purchase order. Delivery is required within 12 weeks after date of contract.
The Q&A document addresses specific vendor inquiries, notably confirming the Buy American requirements under DFARS 252.225-7001, which applies to supplies acquired for use in the US. The government clarified that domestic end products are expected, with a waiver for COTS items. Additionally, the document reveals existing infrastructure details, specifically two air compressors (IR Ingerolls Rand models UP6S-30-125 and R11I-A125) that currently power the existing breathing air, blast booth, and paint booth systems. A site visit was initially not planned but was later scheduled for Monday, March 17th, 2025 at 1000 PST.

No. Question Government Response
Is this set on the Made in USA requirement on the equipment?
DFARS 252.225-7001 Buy American, applies to this requirement because it is for supplies acquired for use in the US and is expected to exceed the micro-purchase threshold.
Therefore, the Contractor shall deliver only domestic end products unless, in its offer, it specifies delivery of other end products in the Buy American—Balance of Payments Program Certificate provision of the solicitation. Pursuant to 41 U.S.C.
1907 domestic content test of the Buy American statute has been waived for acquisitions of COTS items.
Will there be a pre- site visit? There is no site visit scheduled.
*EDIT* A
