About this file

This is a Questions and Answers (Q&A) document for Solicitation Amendment N0018926RL0180001, a new federal janitorial services contract with the Department of the Navy.

The contract covers janitorial and custodial services for floors 1, 3, 5, and 6 of a facility, excluding the ground floor (warehouse), floor 2, and stairwells. Services include daily trash removal and trash bag replacement; office, hallway, and restroom cleaning; window washing (40 total windows at 1st Floor South entrance with 23 windows and West entrance with 17 windows); stripping, buffing, and waxing hard surface floors (estimated 47,200 square feet); and shampooing carpets (estimated 107,000 square feet). The Cole Bistro training kitchen requires only trash pick-up upon completion in FY2028. Kitchen and galley areas are excluded from cleaning scope. The contractor is responsible for procuring all supplies and paper products and will be reimbursed according to cost CLINs with government-provided estimates. One shift operates 0700-1600, Monday through Friday. The contractor will procure soap and paper towel dispensers if needed, with the government providing installation. Contractors will not receive access codes to locked rooms; instead, trash bags will be left at doors for pick-up between 0700-1600 weekdays, coordinated with the Contracting Officer Representative (COR). A small office space on the 3rd floor and designated janitorial storage space will be provided by the COR. This is a firm-fixed-price contract with labor costs incorporated into the contractor's proposal, though material costs are reimbursed separately up to government-established limits. The COR will provide a building map with highlighted service areas at contract award.

Should circumstances arise during performance that entitles the contractor to an adjustment, the contracting officer will handle such requests at that time. The Government cannot give you instructions on adjustments since we are not permitted to provide you legal advice. You are encouraged to discuss with your own legal counsel if you have questions about what the law is regarding price adjustments and under what circumstances a contractor becomes legally entitled to one.
