About this file
This is a Questions and Answers document for Navy solicitation N0018926QW220. The document addresses four key inquiries from potential contractors regarding classified information handling, past performance evaluation criteria, subcontracting permissions, and eligibility requirements.
The government clarified that contractors will not be responsible for safeguarding classified information at contractor-owned or leased facilities; all access to classified materials will occur strictly at government locations. Regarding past performance evaluation, the government confirmed that experience must have been performed within five years of the solicitation closing date and amended the solicitation to correct a previous three-year reference. The government confirmed that prime contractors may utilize established Joint Venture entities as subcontractors. Finally, in response to a question about 8(a) Tribal concerns submitting past performance references from affiliated companies, the government noted that this solicitation is set-aside for women-owned small business concerns under FAR clause 52.219-30, indicating the inquiring party may not meet the eligibility requirements for this opportunity.
