QUESTIONS AND ANSWERS
Question 1: I was looking over the contract and I am not aware of any ABYC Marine Piping Certification. There are many other ABYC Cert programs but I am not sure this is offered. Please advise.
Answer 1: Please see PWS Section 4.0 which has been revised to state “One (1) plumber ABYC certified for Marine Systems.
Question 2: Are there service records for these vessels of when the last time the motors, outdrives, transmissions and generators have been serviced and what services were performed?
Answer 2: Yes, there are general service records for all vessels.
Question 3: We have a 30-ton crane capable of lifting boats out of the water. If the Boats need anything other than a hull inspection we will have to make arrangements at an affiliate site to take the boat out of the water to be put on blocks for repairs. Will this be acceptable?
Answer 3: Contracted work often involves the vessels being on blocks for repairs; any affiliate site would require the same facilities listed in sections 3.16, 7.0 and 8.1.
Question 4: Our crane is capable of showing the weight of a vessel, but it is not a calibrated scale. Is this acceptable?
Answer 4: The scale must meet the requirements of section 3.14 and be validated as such.
Question 5: Would you require a captain’s license to operate any of the vessels even though we are not transporting paid passengers?
Answer 5: Yes.
Question 6: We have reserved boat slips on the Tchefuncte River. Would this be acceptable?
Answer 6: Any site must meet the requirements listed in sections 3.16, 7.0 and 8.1.
Question 7: In regard to the maintenance and inspections of the vessels, how many hours are put on these vessels per year?
Answer 7: Roughly 500 hours on average per vessel per year.
Question 8: Are we to provide monthly, inspections for each vessel to ensure all components of the vessel are operating as they should be (switches, bilges, pumps, leaking steering glands, seals, bearings, electronics, generator, safety equipment, etc)?
Answer 8: Monthly inspections of the local fleet is not currently expected. Any inspections of this sort would be specified via task order.
Question 9: Is there a list for all safety equipment currently (PWS Section 3.1.22) or will we need to create one?
Answer 9: The boats are currently outfitted with safety equipment meeting Coast Guard requirements for their size and operating area. There should be no need to create a list.
Question 10: The PWS states that “At any one time, several of these boats will be deployed out of the local area”.
Are we expected to travel to where the vessel is located if any type of emergency services are required?
Answer 10: There is no requirement that the vendor travel to vessel locations to provide services.

11.0 PERFORMANCE REQUIREMENTS SUMMARY:
11.1 Performance Requirements Table:
This PWS not only discusses work to be performed but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the government uses to measure level of performance.
A standard is an optimum performance level against which actual performance can be measured or evaluated. For example, in the statement "complete a service call in twenty-four (24) hours" the standard is twenty-four (24) hours.
The number of days actually taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the PWS. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness.
11.2 Quality Assurance:
The COR will inspect for compliance with Contract terms throughout the Contract period. Evaluation will be based on the Contractor’s compliance with the requirements set forth in the Performance Requirements Summary (PRS).
The Government will monitor the Contractor's performance under this Contract by performing surveillance using the PRS. The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service.
