The document details labor categories and man-hours for a five-year contract period from July 2025 through June 2030, with an additional six-month option period through December 2030. The contract includes 16 distinct labor categories ranging from Engineer/Manager to General Boat Yard Worker, with varying allocated man-hours for each role.
The solicitation (N0018925R0011) is a firm-fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) contract to be awarded by the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk Contracting Department. The pricing structure incorporates a 3.0% annual escalation, and task order pricing will be based on rates in effect when each order is issued. Labor rates will be fully-burdened hourly rates, with each task order price divided equally into monthly amounts and negotiated using the established rate basis.

Note on Task Order Pricing:
The prices or labor rates that are in effect on the date any task order is issued by the Government shall apply for the full period of performance of the task order. If the task order also includes option periods, the rates that are in effect on the date the option period is exercisable shall apply for the full period of performance of the option period.
Each FFP task order will ultimately be awarded at a negotiated amount, to be divided equally into monthly amounts for accomplishment of the Task Order PWS, using the rates established in Attachment I as the basis to determine the negotiated Task Order price.
Offerors must submit fully-burdened hourly labor rates and extended prices (i.e. Hourly Rate x Estimated Hours) for each labor category and each location identified above.
