Q & A Responses
1. Is there a required minimum number of years of experience for the administrative support personnel?
Two years/24 months, as stated in the SOW.
2. Are there any preferred certifications or clearances (e.g., security clearance, DoD-related experience?
4 years of undergraduate study, leading to a bachelor’s degree, a Secret clearance is required to include a National Agency Check with Local Agency Check and Credit Check (NACLC). As stated in SOW.
3. Will this role require a standard 40-hour workweek, or is there flexibility in hours?
This position will encompass the standard 40-hour work week. The incumbent will work
- Monday through Friday 0900-1700. Additionally, this position will be 100% on-site, there will be no remote work allowances.
4. Will this award be based solely on lowest price technically acceptable (LPTA), or will past performance and experience be considered?
A technical submission and an educational submission are both considered evaluation criteria for this requirement. Please refer to page 15 of the RFQ for reference.
Additionally, past performance is not an evaluation factor, and a past performance submission is not required. If the Contracting Officer is aware of past performance issues, then this will impact the offeror’s eligibility for award. Please see solicitation for procedures that are used to verify past performance issues.
5. Will the Government allow a pricing adjustment for Option Year I to account for inflation and cost-of-living increases?
Yes
6. Who will the contractor report to (e.g., a specific POC within the NHHC)?
The TPOC will be provided at time of award.
7. Will there be performance reviews or deliverables required on a monthly/quarterly basis?
No, deliverables will be due as assigned by TPOC in compliance with the tasks described in section 8.0 of the PWS. An annual CPARS report may be submitted to support execution of any option years available.
8. Is this an existing or new requirement?
There is currently a contract for the specified services in performance. It is the last option year and this RFQ is for a new requirement for similar services
9. If this is an existing effort; what is the prior contract award amount, name of incumbent and period of performance?
The previous contract was performed under contract N0018922P0554, this contract was awarded to Phenom, LLC.
10. Is the current incumbent contract fully staffed with qualified personnel AT THE
CURRENT SOW LEVEL?

12. In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

13. Will the government sponsor an FCL for the selected contractor, or must an existing clearance be in place at the time of award?
No, this will not be provided.
14. Would the government be able to provide the QASP referenced in Section 5.1.1 regarding absences? Are there specific Key Performance Indicators (KPIs) or metrics outlined in the QASP beyond attendance and leave policies?
No more than 7 absences apart from federal holidays in the Period of Performance.
15. Will the government provide all necessary equipment (e.g., computer, phone, software access) for the contractor?
All necessary equipment is available from the government at the contract performance location at the Washington Navy Yard.
16. Can you confirm whether this will be a Labor Hour or Time and Materials contract?
This will be Firm-Fixed Price contract.
