STATEMENT OF WORK
CONTRACTED BUSINESS OPERATIONS SUPPORT FOR DIRECTOR’S
ACTION GROUP FOR
THE NAVAL HISTORY AND HERITAGE COMMAND (NHHC)
WASHINGTON NAVY YARD (WNY)
WASHINGTON, DC
1.0 BACKGROUND
The Naval History and Heritage Command (NHHC) Washington Navy Yard (WNY) requires a variety of business operations support services in order to meet its mission requirements. NHHC is located at the WNY Washington, DC and is responsible for the preservation, analysis, and dissemination of U.S. Naval history and heritage. NHHC is composed of 42 facilities in 13 geographic locations that includes the Navy Library, 10 Museums, a Heritage Center, and the Historic ship Nautilus. NHHC’s mission is to:
Collect, preserve, protect and make available the artifacts, documents, and art that best embody our naval history and heritage for present and future generations.
Advance the knowledge of naval history and heritage through professional research, analysis, interpretation, products and services.
Remind America of its need to maintain a strong Navy and Marine Corps to protect its citizens, their freedoms and the nation's maritime commerce.
2.0 PURPOSE
The purpose of this Statement of Work (SOW) is to detail the required level of administrative support required to facilitate the overall objective of the Director’s Action Group (DAG).
3.0 SCOPE
The scope of this SOW shall be limited to performing the tasks listed under Section 8.0
4.0 PERIOD OF PERFORMANCE
Base Year: 03/17/2025 to 02/28/2026 Option Year 1: 03/01/2026 to 02/29/2027
5.0 PLACE OF PERFORMANCE

In the event of a weather emergency, the contractor will coordinate with the TPOC to see if telework is available and required.
5.1 HOURS OF OPERATION
5.1.1 Work Schedule and requirements:
The contractor, consisting of one (1) Full time Employee (FTE), shall perform and adhere to the following:
Normal duty hours are, Monday through Friday. A typical workday consists of 8 hrs ranging from 9 A.M to 5 P.M. Times may vary depending on the performance/branch location per day for a 40 hours work week. The contractor shall be responsible for providing performance/service, between the Prime Period of Service (PPS). No overtime will be paid under this contract. No work will be performed on weekends.
Recognized Federal Holidays, Office is closed.

Payment. The contractor shall be paid for actual hours worked. There are no minimum guarantees. The contractor shall not accrue leave as a result of this requirement (i.e. the Government will not pay for accrued leave).
Unexplained absences due to illness or other incapacitation will be allowed up to 7 days per contract year. The contractor shall advise the Government’s Technical Point of Contact (TPOC) of such absences.
Absences. The contractor shall advise the TPOC, or his/her representative, of any planned or unplanned absences. Contractor absences shall not exceed the minimum requirements listed in the Quality Assurance Surveillance Plan (QASP). Absence beyond the % listed in the QASP shall result in a Contract Discrepancy Report (CDR) and could affect the contractors’ Past Performance.
Personal Appearance. The contractor shall be neat, clean, well-groomed, and in appropriate business attire clothing when in office and public areas. The contractor shall display the identification badge provided by security any time while at work.
Ethical Conduct. The contractor, although in fact not a Government employee, shall comply with Executive Order 11222 of May 8, 1965, “Prescribing Standards of Ethical Conduct for Government Officers and Employees,” and shall also comply with Department of Defense (DOD) and Department of Navy (DON) regulations implementing this Executive Order. In addition, the contractor shall adhere to all DOD, Navy, and Command policies and regulations during the performance of their duties. Contractor shall not accept tips and / or donations for services rendered. In the event that donations are offered all such donations shall be referred to the general offerings of the NHHC.
Background Check. The contractor shall provide proof of a successful background criminal history check at local or state or national level.
5.2 SECURITY
Government Regulations. The contractor shall know and follow all relevant Command, Navy, and DOD regulations. They should avoid wasting utilities and not use government equipment for personal business.
The contractor shall follow guidelines for identification badges, parking, and professional conduct. Eating and smoking are allowed only in designated areas.
Liability Insurance. As an independent contractor, all medical, dental and professional liability insurance is the responsibility of the contractor.
Contract Termination. This contract may be terminated by either the Contractor or Government as mutually agreed upon by each party with a minimum thirty (30) day written notification.
Administrative Leave. For unusual and compelling circumstances (e.g., weather emergencies) in which the Commanding Officer either excuses all facility personnel from reporting to work or dismisses all personnel early, the Commanding Officer is authorized to grant administrative leave to the worker.
Government-Furnished Property. The government will provide office space, furniture, telephone and fax services, a copier, and necessary computer hardware and software for the contractor. Unlimited local and long-distance phone usage will be allowed for the Administrative Support position. Utility services will be available on site for the contractor.
Contractor-Furnished Property. The contractor shall furnish any items which are for personal use/ownership.
Furlough. Contractors will not be reimbursed for services during a furlough or shutdown unless authorized by a defense appropriations bill. Furloughs can occur due to facility closures from weather, construction, Presidential decrees (like extra holidays), or lack of funding. During a Government furlough, the Commanding Officer will identify essential contract employees who must report to work. All other contract employees will be furloughed until the shutdown ends or they are notified that they are essential.
Medical Emergency. A worker with a bona fide medical emergency occurring while on duty, or with an on-the-job injury, will be provided stabilizing medical care according to the procedures of the NHHC. The contractor shall reimburse the Government for all medical services provided unless the worker is otherwise entitled to Government medical services.
Work break. Contractor employees shall receive one compensated work break in the morning and one in the afternoon, workload permitting, at the discretion of the Government. Neither break shall exceed 15 minutes or be taken with the intention of extending the lunch break.
1. Failure And/or Inability To Perform: A worker demonstrating impaired judgment will be removed from providing services. The Government reserves the right to remove any employee who, in the judgment of a licensed physician, is impaired by drugs or alcohol.
2. Workers with alcohol or drug abuse problems may be allowed to return to work under the terms of this contract only with prior approval from the Commanding Officer.
The contractor and all workers shall comply with all NHHC checkout processes. These processes include returning government property, i.e., identification badges, pagers, cellular phones, etc., to the NHHC upon a worker’s last day of service. Failure to do so promptly may result in delay of payment to the contractor.
Workers shall make no use of the Government facilities or property provided under this contract in connection with other employment.
The Secretary of the Navy has determined that illegal drug use and possession in military settings contribute to drug abuse and hinder efforts to address the issue.
The Department of the Navy and the Marine Corps have established a policy to prevent and detect drug offenses on military bases. To do this, they will conduct random inspections of vehicles entering and leaving the base, and check personal belongings as needed. If there is reason to suspect a worker is involved in drug use or trafficking, that worker may be detained briefly until they can be removed from the base or handed over to local law enforcement. If illegal drugs are found in a vehicle during inspection, both the worker and the vehicle may be held until they can be transferred to authorities. Possible consequences include suspension or revocation of clinical and driving privileges. By accepting this contract, the worker agrees to follow all relevant federal and state laws and regulations regarding illegal drugs and paraphernalia.
6.0 TECHNICAL POINT OF CONTACTS
All references and responsibilities to the Technical Point of Contact (TPOC) may be delegated to a designated Government authority, but only at the TPOC’s request.
AVAILABLE AT TIME OF AWARD.
7.0 OBJECTIVES
The contractor shall provide one (1) Administrative Assistant to support the task detailed in the SOW, to support for the Director and Deputy Director, Director’s Action Group. This position is for one (1) FTE, equivalent to 1880 hours annually. The contractor shall support the coordination of administrative activities including the tasks listed below. The contractor shall provide administrative support services to ensure efficient office operations and management. The contractor shall perform the following task and provide the necessary timely assistance to meet emergent requirements as requested by properly designated authority.
8.0 TASKS
Required tasks for Administrative Support shall include:
a. Administrative Support Take charge of essential clerical tasks, such as accurate data entry, efficient filing, precise photocopying, and thorough scanning.
Create and polish correspondence, reports, presentations, and other vital documents to ensure clarity and professionalism.
Keep physical and digital filing systems organized and up to date, enhancing productivity and accessibility for the DAG team.
b. Scheduling and Coordination
Effectively manage and streamline schedules for the command.
Proactively arrange meetings, appointments, and conference calls, ensuring the necessary rooms are booked, and materials are prepared for success.
c. Communication
Efficiently manage and streamline the command's schedules.
Proactively arrange meetings, appointments, and conference calls while securing room bookings and preparing essential materials to ensure smooth operations.
d. Office Management
Monitor and order office supplies to ensure availability.
Coordinate maintenance and repairs for office equipment as needed.
Play a key role in fostering an organized and efficient office environment.
e. Event and Meeting Support
Create engaging meeting agendas, meticulously record minutes, and promptly distribute follow-up materials.
Take the lead in planning and organizing impactful command events and training sessions that foster growth and collaboration.
f. Financial Assistance
Assist in budget preparation and monitoring of expenses.
g. Special Projects
Empower team members by providing thorough research, data collection, and insightful analysis for special projects.
Embrace new challenges and responsibilities as delegated by the Executive Team to drive command success forward.
8.1 Minimum Qualifications:
The contractor personnel shall:
Possess a minimum of 24 months of experience providing intermediate to high level administrative and program analyst support. Examples of this level of work include writing, organizing, and editing high- level briefs, decision and informational papers.
Bachelor’s degree or 4 years of undergraduate level education leading to such a degree or certificate. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the positions, and that is typically in or related to the work of the position to be filled.
Have excellent organizational skills and attention to detail confirmed by references or prior positions.
Incumbent must demonstrate experience drafting, routing, editing and preparing numerous administrative products simultaneously.
Demonstrate strong organizational, prioritization, written and oral communication skills
Must be able to demonstrate expert knowledge in Microsoft PowerPoint. This includes following and creating templates, drafting executive level material, editing slides, and making recommended changes.
Must be able to demonstrate intermediate to expert knowledge especially Microsoft Word, Outlook, and Excel. Incumbent should demonstrate extensive experience using excel to monitor and track information and Microsoft word for preparing briefs, memos and other written products.
Possess and maintain a minimum clearance level of SECRET, as described in 10.0 Security
9.0 TRAVEL
Travel is not required for this task order; travel will be within the Washington Navy Yard.
10.0 SECURITY
The security clearance requirement for this task order is SECRET.
All contractor personnel shall be U.S. citizens. The contractor shall ensure that all personnel requiring access to any DoD information system meet the minimum criteria specified in DoD 5200.2-R, DoD Personnel Security Program.
All contractor personnel requiring access to the Government workspaces will complete a National Agency Check with Local Agency Check and Credit Check (NACLC). Contractor personnel should be aware at all times of any unusual persons or packages in their work area and immediately report those to the building security staff. If contractor personnel become aware of any person seeking unauthorized access to Controlled Unclassified Information materials, they should immediately report this to the Security Officer. Contractor personnel will be in compliance with the Navy Information Assurance Security Publication IA Pub 5239-26 of May 2000.
The Contractor shall escort visitors through NHHC facilities. All requests by the Contractor for non-duty access (outside normal work hours) shall be coordinated through the Government’s designated personnel.
The Contractor shall comply with restricted areas regulations, rules, instructions, directives, procedures, mandates and other requirements. Certain NHHC designated office spaces are “off-limits” or restricted. Contractor personnel shall not enter any “off-limits” or restricted spaces within NHHC designated office areas without specific permission.
All contractor personnel performing under this SOW, or any representative of the Contractor entering NHHC designated office space shall abide by all security regulations, rules, instructions, directives, procedures, mandates and other requirements of Chief Naval Office and NHHC. The Contractor shall coordinate with the designated NHHC representative for Government-furnished building passes and Common Access Cards (CACs).
The Contractor will be entrusted with building passes, badges and/or the use of access devices for facility access.
The Contractor shall prohibit the use of Government-issued building passes, badges and/or access devices throughout the facility by any person other than authorized Contractor personnel. The Contractor shall not permit entrance to locked areas by any person other than Contractor personnel assigned to the activity where the Contractor is performing work, without written authorization by the Government’s designated security personnel. Building passes, badges and/or access devices shall only be issued by government personnel to Contractor personnel performing services under this SOW. The Contractor shall report to the Government’s designated security personnel immediately any occurrences of lost passes, badges and/or access devices.
All Contractor personnel shall comply with the security guidance of the DD Form 254 in this contract. Proof of security clearance shall be provided to the Government prior to the start of the task order.
11.0 INVOICING
The Contractor shall be responsible for submitting invoices and initiating receiving reports electronically through Wide Area Workflow – Receipt and Acceptance (WAWF) for goods and services rendered under this Contract. If not already registered, Contractor personnel shall self-register as a “Vendor” under “User Roles for WAWF” at the web site:
https://wawf.eb.mil/ and be activated by the Contractor’s designated Electronic Business Point of Contact (EBPOC). Please note that WAWF will not be able to allow any invoicing until there is an EBPOC established – the WAWF help-desk should be called (866-618- 5988) and consulted further in cases when EBPOC has not been established. Lastly, for the “Location Code”, use your company’s CAGE code. WAWF training is available on the internet at http://wawftraining.com. The Contractor shall submit invoices for payment and initiate receiving reports only once the period of performance for this contract has expired.
The Government shall process invoices for payment and associated receiving reports when in receipt in the WAWF system. When initiating documents within WAWF, Contractors shall use the appropriate Department of Defense Activity Address Code (DoDAAC) codes established in the included DFARS clause 252.232-7006 located in the clauses section in this contract.
12.0 PRIVACY ACT STATEMENT
Pursuant to Title 5 United States Code 552a(m)(l), the contractor and all employees of the contractor working under this contract are required to comply with the requirements of 5 U.S.C.
552a (“The Privacy Act of 1974”).
13.0 IDENTIFICATION OF CONTRACTOR EMPLOYEES
In accordance with DFAR 211.106, there shall be a clear distinction between Government employees and service contractor employees. Service contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel. Contractor personnel will be required to obtain and wear badges or other visible identification for meetings with Government personnel to provide a clear distinction between service contractor employees and Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
14.0 NON-PERSONAL SERVICE STATEMENT
Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the SOW. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
15.0 Combatting Trafficking in Person (CTIP)
15.1 The Department of Defense (DOD) has a zero-tolerance policy regarding trafficking in persons. FAR Subpart 22.17: Prescribes overall federal regulation implementing 22 U.S.C.
7104 which applies to all acquisitions. Requires government contracts to (a) Prohibit contractors, contractor employees, subcontractors, and subcontractor employees from engaging in trafficking in persons during the period of performance of the contract.
